Chairman Silbernik noted that he has not been involved in any of
the previous workshops on this matter for personal reasons. He
stated that he will be present at this meeting in order to
establish a quorum. He noted that the Village Attorney has
opinionated that this is a legal and proper way of achieving a
quorum.
Mr. Raysa, the Village Attorney, noted that he has not spoken to
Chairman Silbernik regarding a conflict of interest and therefore
he has assumed that this is a personal matter and it is each
Commissioner's perogative as to whether they wish to vote on a
matter or not. Therefore this is not a statutory conflict of
interest.
Vice Chairman Goldspiel called the meeting to order at 7: 30 P.M.
in Room 24, Buffalo Grove Park District Alcott Center, 530 Bernard
Drive, Buffalo Grove, Illinois. Vice Chairman Goldspiel read the
Notice of Public Hearing as published in the Buffalo Grove Daily
Herald, explained the format to be followed for the public
hearing, and swore in persons who wished to give testimony during
the hearing.

Mr. Freedman stated that this project has a long history. He
stated that this parcel is presently zoned B-3. He noted that a
previously submitted plan by the petitioner for a retail center
was not approved by the Village. He also noted that he had met
with the residents of the area at that time to discuss their
concerns with a commercial development. However, with the change
in economic conditions, it would be much too difficult to put
together a commercial plan. Therefore a low density multi-family
development was considered which has given rise to the present
plan which asks for rezoning from B-3 to an R-9 P.U.D. for 50
dwelling units of which 32 would be two-story townhomes and 18 of
which would be one floor flats.
Mr. Taylor of Ralph Burke Associates stated that they recognized
that the conversion from a contemplated commercial development to
a residential development meant they needed to make the parcel
habitable for the future residents as well as the existing
neighbors. He noted that they are restricted as far as access
into and out of the property because of the site's configuration.
He noted that the Lake County Division of Transportation has
jurisdiction over access to Buffalo Grove Road and they have
indicated this parcel is limited to a right in and right out
access at the northern end of the site. The roadway entering and
bisecting the property at Checker Drive will be approximately 100
feet east of Manchester Drive on the south side of Checker Road
and will be approximately 350 to 400 feet west of Buffalo Grove
Road.
Mr. Taylor noted that the location of this road has been under
discussion during several meetings and they have concurred with
staff and the Village's consultant that this is an acceptable
Li location for the street connection to Checker Road. The remainder
of the interior design is trying to accommodate increased
aesthetics for the property and to create as much privacy for the
future residents as possible.
Mr. Taylor stated the road curves through the property and there
are a series of side single loaded common driveways to provide
access away from the roadway. A dedicated street with a 50 foot

right-of-way is planned, and this will allow more open space on
the land plan. He stated that they propose to put a sidewalk only
on the northern and western side of the roadway system. As there
is a perimeter sidewalk along the south and east side of the
development, they will provide connecting sidewalks from the
internal street to the perimeter sidewalk along Buffalo Grove
Road. He noted that this will be the best way of handling access
to the perimeter land uses without encumbering the site with
additional pavement.
Mr. Taylor stated that each home will have a two-car attached
garage. Storage for one car outside of the garage will be a
minimum and there are an additional 28 unassigned parking spaces
located throughout the site.
Mr. Taylor stated that they have worked with the Plan Commission
to create good separations between the buildings and they have
provided side-to-side, side-to-rear and side-to-front building
separations larger than the ordinance requirements.
Mr. Taylor noted that wherever possible they have turned the
garages sideways and loaded them onto the private driveways. This
increases the neighborhood concept and also removes driveways from
the through street which was a concern of the Public Works
department.
Mr. Taylor stated that the landscape plan proposes berms along
Checker Road and Buffalo Grove Road wherever possible. These
berms will be between 3 to 4 feet in height and will be
supplemented with both deciduous and evergreen trees.
Mr. Taylor further stated that they have tried to minimize
buildings backing onto perimeter streets and only buildings 8 and
9 do so. However, the orientation of these buildings have been
cantered thereby maximizing the separation between the patios and
the street wherever possible. He further noted that one location
between buildings 6 and 7 has a rear-to-rear orientation but it
has a 40-foot separation and there will be some landscaping
between those areas.
Mr. Taylor noted that they will be supplementing the existing
fences along the perimeter on the west and north with landscaping
material. He noted that there is an existing berm which will be
retained and maximized for screening purposes.
Mr. Taylor concluded with the plan data which consists of 6.5
acres containing 50 units for a total density of approximately
7.73 units per acre. There is a 4:1 parking ratio for assigned
parking and an additional 28 parking spaces. The development has
approximately 3.7 acres of open space.
Mr. Doherty stated that this site was originally planned for

commercial development and in conjunction with that development
both sanitary sewer and storm sewer extensions were installed. He
stated that they will pick up from the existing sanitary sewer and
run along the fronts of the buildings. A 27-inch storm sewer was
provided between lots 7 and 8 and will be connected to run behind
the proposed buildings. Stormwater detention is provided by a
major detention facility on the west side of the Vintage single
family development. He further stated there is an existing water
main along the east side of Buffalo Grove Road and on the south
side of Checker Road which will be used to tie in for the proposed
development.
Mr. Doherty stated that the proposed roadway will be developed in
accordance with Village standards and will be a 28-foot back-to-
back curbed roadway.
Mr. Doherty noted that the overall property is generally flat and
the overall design of the parcel will be less of a demand on the
infrastructure that the previously planned commercial use.
Mr. Gold reviewed and discussed the basic elevations of the
proposed plan. He noted that there are three basic designs within
each of the building clusters. He noted there are ground floor
two bedroom flats with private entries and second story two
bedroom flats with an entry through an interior court. He noted
all units will have two car garages and most units will have
volume ceilings. Upper level flats will have walkout terraces and
lower level flats will have patios.
Mr. Gold stated that the three bedroom end unit townhomes have one
bedroom on the first floor which can also be used as a den,
library or other type of room.
Mr. Gold stated that the lower level flats are approximately 1,225
square feet and the upper flats are 1,550 square feet for $145, 000
to $155, 000. The interior townhomes are approximately 1, 650 to
1, 670 square feet and the end townhomes are 1,730 square feet and
run approximately 170,000 to $190,000.
Mr. Gold stated that they have striven for an architectural
concept that will blend in with the existing single family
residences and therefore natural materials have been used. There
will be pitched roofs and large window areas, many of which are
palladium arched windows. He further noted that the sides and
rears of the buildings will look as nice as the front of the
buildings. He stated shingle roofs will be used and the lower
level will be constructed of brick and stone with cedar upper
levels, using subdued earth tones.
Mr. Gold stated that the floor lines of the townhomes in relation
to the existing residences will vary only between one and two
feet in some spots with most showing only a one foot variance.

Commissioner Krug asked if the existing 8-foot sidewalk in Willow
Stream Park will be extended along Checker Road adjacent to the
Vintage single family development.
Mr. Kuenkler said that the Checker Place site will have an 8-foot
sidewalk along Checker Road, but extending the 8-foot sidewalk to
Willow Stream Park would be difficult and could only be managed by
the Village as it would involve moving the overhead powerlines.
Vice Chairman Goldspiel asked if these powerlines are scheduled to
be buried.
Mr. Kuenkler stated they are not scheduled to be buried, but the
Village could put this section of power poles higher on the
priority list for burying.
Vice Chairman Goldspiel asked if there are any more details
available concerning the landscape plan.
Mr. Taylor stated the landscape plan is still in the preliminary
stage. He noted they have many varieties of plant materials
available ranging between 6 to 8 foot shade trees and 8 to 12 foot
ornamental varieties. He noted they have the room between
buildings to provide privacy and will use the plantings to
maximize privacy.
Vice Chairman Goldspiel asked if anymore thought had been given

to other types of amenities.
Mr. Taylor stated they want to create some vertical separation and
plan to do this by creating artificial berms and supporting them
with boulders and ornamental interest.
Vice Chairman Goldspiel asked if the utilities are adequate for
the development.
Mr. Kuenkler stated the utilities are adequate.
Sari Grossblatt, 305 Vintage Lane, asked how the sewer locations
will affect her property which already is very wet when it rains.
Mr. Doherty stated there would be no need to enter Ms.
Grossblatt's property to access the lines and noted that this
sewer has been designed to handle a commercial development.
Therefore this less intensive use of the property will not impact
Ms. Grossblatt's property at all.
Ms. Grossblatt stated that the plan is a very nice one but she is
concerned with maintenance neglect as appears in a great many
condo developments.
Mr. Freedman stated this development will not be fee simple and

this development will have an association responsible for
maintenance.
Mr. Gold stated the per unit maintenance will be fee will be
approximately $100 to $105 per month which is very affordable and
reserve fund should be possible.
Ms. Grossblatt further asked if the supposed existing berm will be
enhanced.
Mr. Gold stated that existing berm will be enhanced through
grading and further landscaping and will, of course, be reviewed
by the Appearance Commission.
Simon Edelstein, 303 Vintage Lane, asked if there will be lights
on the proposed winding road and how high such lights will be.
Mr. Gold stated there will be streetlights on the roadway as this
is a dedicated right-of-way and will conform to Village standards.
Beverly Wall, 311 Chateau Drive, asked what type of lighting will
be used on the roadway.
Mr. Doherty located the proposed lightpoles and stated they will
conform to Village standards.
Ms. Wall noted her concern with the lack of traffic control at
Buffalo Grove Road and Old Checker Road. She further inquired
when a traffic light is due to be installed.
Mr. Kuenkler stated that a traffic light is slated by Lake County
for installation in 1995.
Robin Netter, 405 Claret, stated her concern with the traffic
situation concerning all these cars coming out of these
developments and trying to make a left turn on Buffalo Grove Road.
Mr. Gold stated that a traffic study has indicated that at peak
hour only 25 cars will be added from the proposed development to
existing traffic.
Vice Chairman Goldspiel reiterated that the Village traffic
consultant has reviewed the traffic impact of the proposed
development, and determined that the number of cars generated can
be accommodated by the adjacent road network.
Steve Milstein, 309 Vintage Lane, noted there is a sidewalk on
north end of Old Checker Road which deadends at the west end of
this property. He asked if this sidewalk will be extended.
Mr. Doherty stated this sidewalk will be extended to Buffalo Grove
Road.

Phil Kramer, 217 Vintage Lane, asked if there will be any other
exterior lighting on the development.
Mr. Gold stated there will be no other exterior lighting for the
development other than the roadway lighting.

Mr. Kramer asked about the height of tree materials that would be
used for screening.
Mr. Taylor stated they would be using 6-foot evergreens and 2 1/2
inch shade trees and 6-foot ornamental trees. This would be a
crown height of between 20 to 30 feet.
Paul Brown, 313 Vintage Lane, asked if there has been
consideration of lowering the speed limit on Buffalo Grove Road or
earlier installation of the traffic signal. He further noted
concern with the amount of traffic coming out onto Old Checker
Road.
Mr. Kuenkler stated that lowering the speed limit is under Lake
County's authority, and the Village has worked with the County to
determine the appropriate speed limit. He said that installation
of the traffic signal at Checker Road will probably not be moved
up by the County because of the large number projects and the
limited available funding.
Mr. Kramer asked if there had been any studies conducted regarding
the sales feasibility of the proposed condos.
Mr. Gold stated the proposed condos are within a price structure
that is very affordable, and they project that sales will be very
strong, not like the slower experience of adjacent projects that
carry higher prices.
There being no further comments or questions from anyone else
present, Vice Chairman Goldspiel closed the public hearing at 8:45
p.m.

APPROVAL OF MINUTES
Moved by Commissioner Berman, seconded by Commissioner Goldspiel,
to approve the minutes of the public hearing of December 1, 1993.
Commissioner Goldspiel asked that the last paragraph on page six
be amended to reflect the words "necessity of elevating the road" .
All Commissioners were in favor of the motion as amended and the
motion passed unanimously, with Chairman Silbernik abstaining.

to approve the minutes of the regular meeting of December 1, 1993.

COMMITTEE AND LIAISON REPORTS -
Commissioner Krug stated he attended the Village Board meeting on
December 6, 1993 and the following items were discussed:
1. Approval of the Comerica Bank development at Busch Road and
Weiland Road.
2 . Discussion of a proposed car wash in Woodland Commons on
Route 22; this was not referred to the Plan Commission.
3 . Discussion of tax abatement
CHECKER PLACE, NORTHWEST CORNER OF BUFFALO GROVE ROAD/CHECKER ROAD
REZONING FROM THE B-3 DISTRICT TO R-9 P.U.D. AND APPROVAL OF A
PRELIMINARY PLAN
Moved by Commissioner Goldspiel, seconded by Commissioner Berman
to recommend approval of the Petition to the Village Board for
rezoning from the B-3 Planned Business Center District to the R-9
Multiple-Family Dwelling District and approval of a Residential
Planned Unit Development and a Preliminary Plan with the following
variations: DEVELOPMENT ORDINANCE - Section 16.30.030.F (to allow
a sidewalk to be constructed on only one side of the proposed
street) , and Section 16.50.070.D.2 (to allow a street right-of-way
of 50 feet instead of 60 feet) of the approximately 6.438-acre
tract at the northwest corner of Buffalo Grove Road and Checker
Road in accordance with petitioner's Exhibits 1 through 4.
Commissioner Goldspiel stated he is in favor of the motion as he
thinks this is an excellent plan and a good use of the property.
He stated that it provides a very good transition from the higher
density multi-family housing on the east and south and the single
family residences on the north and west. He stated that this will
be a very livable plan for the people purchasing these units.
Commissioner Samuels stated that the developers worked very
diligently with the Commission and staff and he looks very
favorably on the changes that have been made to improve the plan,
including lowering the density of the original plan and enhancing
the green areas.
Commissioner Berman stated that he concurs with the comments made
concerning the development team's efforts to improve the plan, and
he said that he thinks the result is an excellent plan which will
be compatible with adjacent neighborhoods.
Mr. Raysa noted that easements will be needed if the sidewalks to
Buffalo Grove Road are intended to be open for public use.

Mr. Pfeil stated that in the case of Concord Place an easement was
provided out to Arlington Heights Road and an easement should
probably be provided to allow public access here.
Chairman Silbernik called for a vote on the motion and the vote
was as follows:

PRAIRIE GROVE SUBDIVISION, WEST SIDE OF PRAIRIE ROAD SOUTH OF
DISTRICT 102 MIDDLE SCHOOL - ANNEXATION WITH R-3 ZONING AND
APPROVAL OF A PRELIMINARY PLAN -- WORKSHOP #1
Commissioner Samuels stated that although he does not have a
statutory conflict of interest with regard to this project, the
fact is that the developer consists of members of his family and
to avoid the appearance of impropriety he will not take part in
any discussions or voting on this matter.
Mr. Jeffrey Samuels of Samuels-Berenz Associates stated the he is
the contract purchaser of a 14-acre site which is on the west side
of Prairie Road directly south of the District 102 middle school
now under construction.
Mr. Samuels stated that Samuels-Berenz is a custom home builder
and developer for the past 18 years primarily in Northbrook and
Highland Park. He stated that he is requesting R-3 zoning for the
subject parcel. He noted that R-3 zoning is in compliance with the
Buffalo Grove Comprehensive Plan. The property immediately to the
north is the new middle school and north of that is a residential
development zoned R-2 and R-3 . The property immediately to the
east, south and west is all currently unincorporated but is shown
as single family residential on the Comprehensive Plan.
Mr. Samuels noted that the Village Trustees have raised some
concerns over the development of a small piece of the overall area
bounded by Prairie Road, Aptakisic Road and Buffalo Grove Road. He
noted that the Trustees would like to see the larger pieces of
property developed first. However, as there are a number of owners
of that property, it is very difficult to get all of those owners
together to sell and the major Didier property is not for sale. He
stated this smaller property is for sale and they feel the plan
can be tied in to future developments. He further noted that they
are not requesting any variations. However, he noted they are
asking for the right to build a half-road with a 46 foot right-of-
way for the collector street along the west side of the property.

In exchange they would be willing to extend the collector street
all the way to the south property line.
Mr. Samuels stated the trustees also have some concerns relative
to the length of the cul-de-sac and the two stub streets which
currently would connect to any streets to the south. He stated
that they would be willing to do temporary cul-de-sacs or provide
a temporary emergency access to Prairie Road which would be
abandoned when the property to the south is developed.
Mr. Samuels stated discussions have been held with the Park
District regarding either cash or land donations for the proposed
development and they have stated their preference for a land
contribution in the southwest corner of the site as shown on the
Preliminary Plan.
Mr. Samuels noted they will be building a bikepath which is called
for along Prairie Road. He also stated that a tree survey has
been completed and sent to Village staff.
Commissioner Goldspiel noted several concerns regarding
implementation of the issues that the Village Board raised. He
asked why the Park District expressed a preference for the land in
this particular location.
Mr. Samuels stated the Park District is not interested in
expanding the school park as they are more interested in park area
that is more centrally located within the entire site for future
development of a large park area for all new developments.
Commissioner Goldspiel asked about soil conditions on the site
and how the wet spot will be handled.
Mr. Samuels stated that they are in the process of taking soil
borings to determine soil conditions but he felt that this would
be handled through proper grading.
Commissioner Goldspiel asked how the size and location of the
detention area was determined.
Mr. Samuels stated that the location was chosen because the site
drains in that direction. He stated that engineering calculations
in conjunction with requirements of the Lake County Stormwater
Ordinance determined the proper size of the detention area.
Commissioner Goldspiel noted that in the past combining park land
and detention land has been very successful.
Mr. Samuels stated that he specifically asked that question of the
Park District and the District expressed a strong preference for
having an active use park site without a detention area to
maintain.

Commissioner Goldspiel stated that an area plan is needed where
drainage for the whole area is examined and a pattern for the
detention is designed to serve several uses and properties. He
noted his concerns with only a small piece of property for a small
park and a school too close to property lines.
Mr. Samuels stated they did not have much choice as to where the
road might go. He noted they have put as much interest into the
road as possible, but unfortunately two of the lots are smaller
lots and will not be sold as premium lots. He further noted that
they would probably enhance those lots with some form of shrubs
and/or fencing to screen them from the school.
Commissioner Goldspiel asked if there is any possibility of
building on a 70 foot wide lot instead of an 80 foot wide lot.
Mr. Samuels stated he did not feel that people paying these kind
of prices would be willing to go for small lots. He noted many
people have already expressed an interest in this project and
their first question is usually the size of the lots.
Commissioner Goldspiel noted his concern that too much property in
this area is being zoned for big lots. He stated that more
diversity and affordability is needed in the northern part of the
Village. He noted that one of the objectives in the master plan
is that this be a community where people could live their whole
lives if they so choose. This calls for a diversity of housing
types, lot sizes and forms of ownership.
Commissioner Goldspiel stated that he would like to see how this
plan lays out next to the school building as well as the tentative
collector street plan, the overall drainage of the property and
the overall water and sewer plans for the area. He noted this
plan lacks in pulling together the open spaces, particularly near
the school building. He stated that perhaps some clustering
around the school and detention area would help.
Commissioner Krug asked if there is any way to make arrangements
with the property on the south for temporary emergency access.
Mr. Pfeil stated that temporary access to Prairie Road across the
on-site detention area is probably the most feasible way to
provide secondary access. He noted, however, that the Fire
Department would require a paved street, not a gravel road.
He noted that the Fire Department has indicated that the dead-end
streets would be acceptable for a short period, in the range of
two years or so.
Commissioner Krug stated he would like to see how the subject site
will connect to areas to the south.
Mr. Pfeil stated that staff can perhaps illustrate the potential

collector road system. He noted that regional stormwater
facilities and park areas need to be carefully planned for the
entire area between Prairie Road and Buffalo Grove Road.
Mr. Kuenkler indicated that he could make a general assessment of
regional drainage patterns and detention needs based on the
U.S.G.S. topographic map for the area.
Commissioner Berman noted concern with the Park District's request
for an active land donation in the southwest corner of the site.
He noted that a park in this location is affects the layout of the
subdivision, and it would appear to be more logical to incorporate
a park next to the school's park. He further noted agreement with
Commissioners Goldspiel and Krug for the need of some sort of
general planning for the area. He noted his disagreement with
Commissioner Goldspiel regarding lot sizes.
He stated that move up housing is a necessity for this Village and
this project would provide such a need.
Chairman Silbernik stated that he does not feel the proposed park
location is in any way ideal. He further stated that he would
also like to see how the other parcels are laid out next to the
proposed site. He stated that in order to plan the long term
growth of this area it is essential to look at the overall
stormwater detention plan and street grid for the area. He stated
that it is important to study these adjacent parcels as to type of
development and time frame of development.
Mr. Samuels stated that he does not feel it will be long before
the surrounding parcels are developed, particularly with the
construction of the new school.
Chairman Silbernik asked if carrying the collector street further
down will create problems at Brandywyn with the other
intersections or problems with the detention area on the school
property.
Mr. Pfeil stated that the collector street is set on the west side
of the school property and goes directly south to the proposed
development. The school is developing the street just enough to
get into their parking lot and this new development will need to
finish the street.
Chairman Silbernik reiterated the need for a second access from
Prairie Road to the development for emergency vehicles.
Mr. Samuels stated that the slope of the detention pond will be
far enough in and flat enough to provide temporary access to the
development.
Chairman Silbernik asked the proposed square footage of the homes.
Mr. Samuels stated the homes would probably range from 2800 to
Buffalo Grove Plan Comm-Regular Meeting-December 15, 1993-Page 6
3200 square feet.
Chairman Silbernik stated he would also like to see what could be
done with the development if the Park District's land request was
not needed.
Mr. Samuels asked if the Plan Commission agrees with his idea of
constructing a half-street on the west side of his site.
Mr. Pfeil stated that this would present a problem in achieving a
collector street because the Didier property to the west does not
appear to be an imminent development.
Mr. Kuenkler stated he does not support the concept of doing half
roads, and it his recommendation that the Prairie Grove
development construct the full pavement for the collector road.
Chairman Silbernik stated that he will therefore look for the
collector street pavement and a 60 foot right-of-way to be
provided on the Prairie Grove site.

FUTURE AGENDA SCHEDULE
Mr. Pfeil said the next meeting is scheduled for January 5, 1994,
but it is not certain that any projects will be ready for this
agenda.
