November 3, 1993

Special Use for a Child Day Care Home
Chairman Silbernik called the meeting to order at 7:30 p.m.
in Room 24, Buffalo Grove Park District Alcott Center, 530
Bernard Drive, Buffalo Grove, Illinois and read the Notice of
Public Hearing as published in the Buffalo Grove Daily
Herald, explained the format to be followed for the public
hearing, and swore in persons who wished to give testimony
during the hearing.

Ms. Judy Solomon stated that she is petitioning for a special
use to operate a child day care home at her residence at 884
Saxon Place. Ms. Solomon presented her license from the
Illinois Department of Children and Family Service (DCFS) ,
(License No. 209817-01 effective August 30, 1993 to August
30, 1995) and this was entered into the record as Exhibit No.
1. Ms. Solomon stated that she intends to provide care for
up to six children, and she will focus on care for young
children and infants. She stated that she has made most of
the repairs to her home and property required by the Village,
and she will be getting repairs done to the stairs serving
the deck on the rear of the house. She noted that this is an
item cited by the Village; DCFS indicated that the deck could
be excluded from the area used to care for the children.
Chairman Silbernik reviewed the six criteria in the Zoning
Buffalo Grove Plan Comm-Public Hearing-November 3, 1993-Page 1
Ordinance concerning approval of a special use, and he asked
Ms. Solomon to address the criteria.
Ms. Solomon stated that her day care home meets the six
criteria because the operation would not cause detrimental
impacts in the neighborhood, off-street parking is available
in her driveway and she would be providing a service needed
in the community.
Chairman Silbernik noted that Brian Sheehan, the Village
Health Officer, has cited several items in his memo dated
November 2, 1993 that need to be repaired at Ms. Solomon's
property. He asked if these repairs would made.
Ms. Solomon stated that she would make the repairs cited in
the memo.
Commissioner Goldspiel inquired if there are other child day
care homes operating in the neighborhood.
Mr. Pfeil said that there are no homes approved by the
Village in this area. The closest day care homes are north of
Dundee Road near Raupp Boulevard.
Commissioner Goldspiel asked if Ms. Solomon intends to have
employees.
Ms. Solomon said she would not have any employees initially.
She noted that she is required to have trained substitutes
available to help her in emergency situations.
Commissioner Krug asked if this is the first day care home
proposed on a cul-de-sac street and he asked if Ms. Solomon
is providing day care at the present time.
Mr. Pfeil said that this is the first day care home on a cul-
de-sac that the Village has reviewed.
Ms. Solomon stated that she has not started providing child
day care; she has been waiting to get approvals from DCFS and
the Village.
Commissioner Krug asked how many children Ms. Solomon will be
caring for.
Ms. Solomon stated that she intends to care for her own two
children and up to six other children.
Commissioner Rhodes inquired what hours Ms. Solomon would
have for her operation.
Ms. Solomon stated that she would generally provide service

between 7:00 a.m. and 5:30 p.m.
There being no further comments or questions from anyone
present, Chairman Silbernik closed the public hearing at 7:45
p.m.

Chairman Silbernik called the meeting to order at 7:45 p.m.

APPROVAL OF MINUTES - None
COMMITTEE AND LIAISON REPORTS
Commissioner Samuels reported on the following items from the
Village Board meeting on November 1, 1993:
1. The vote concerning the rezoning of the Chatham B-3 parcel
to the B-4 District for the Rohrman Saturn auto dealership
was 2 "yes" to 2 "no" so the ordinance to rezone was not
approved.
2 . The annexation of the Concord Glen development on Route
83 was approved.
3 . A pre-application conference concerning a proposed car
wash in the Woodlands commercial center was deferred.

SPECIAL USE FOR A CHILD DAY CARE HOME IN THE R-5A DISTRICT AT
884 SAXON PLACE
Moved by Commissioner Samuels, seconded by Commissioner
Rhodes, to recommend approval of a Special Use for a child
day care home in the R-5A District at 884 Saxon Place.
Commissioner Berman suggested that the motion be amended to
stipulate that the recommendation is subject to completion of
the improvements cited in Mr. Sheehan's memo dated November
2, 1993; said amendment was accepted by Mr. Samuels.
Commissioner Goldspiel noted that the petitioner had
addressed the criteria in the Zoning Ordinance for a Special
Use and had stated that the use would not cause detrimental
impacts for the neighborhood.
Chairman Silbernik called for the vote on the motion, and the
vote was as follows:
AYES: Goldspiel, Krug, Rhodes, Howard, Samuels, Berman,
Silbernik
NAYES: None
ABSTAIN: None
ABSENT: Rosenston, Genell
The motion passed 7 to 0.
ZONING ORDINANCE AMENDMENT - MODIFICATIONS TO DRIVEWAY WIDTH
REGULATIONS AND LOT COVERAGE/IMPERVIOUS SURFACE REQUIREMENTS
IN RESIDENTIAL DISTRICTS -- WORKSHOP 12
Chairman Silbernik said that this workshop would be deferred
to a future agenda to give staff more time to complete the
research and analysis that the Plan Commission has requested.
CHAIRMAN'S REPORT - None
FUTURE AGENDA SCHEDULE
Mr. Pfeil said that the next meeting is the regular meeting
on November 17, 1993; one item on this agenda is another
workshop concerning the Checker Place townhomes at Buffalo
Grove Road and Checker Road.
