Chairman Silbernik called the meeting to order at 7: 30 p.m. in
Room 24, Buffalo Grove Park District Alcott Center, 530 Bernard

Mr. Cohen stated that School District 102 had been asked to
address the following issues at the first workshop:
1. Engineering plan
2 . Tree survey

4 . Sidewalks
5. Parking
6. Dual width driveways
7. Parking spaces, particularly near bus turnaround
8. Building height
9. Outdoor lighting and basketball facilities
Mr. Brockway, Fanning/Howey Associates stated that some changes
have been made to the site plan. Dimensions and widths of road
and depths of parking spaces have been added to the plan. He
introduced a site grading plan noting conditions for site
drainage. He noted that the drainage points have taken into
account the future building addition. He noted the finished floor
elevation of the building at 690 feet and further noted the plan
shows provisions for sidewalks and lighting along Prairie Road and
the appropriate grading to accommodate that development.
Mr. Cohen stated that there had not yet been a formal tree survey
but that the Village Forester had been out and it would appear
that there are no trees that must be retained but that as many as
possible will be retained where possible.
Mr. Brockway stated that the revised site plan shows the future
street on the west side of the school site offset approximately
163 feet from Carlyle Lane. He noted that the Village Engineer
and traffic consultant had reviewed the plan and stated that this
is an acceptable location for the street.
Mr. Brockway further noted that sidewalks have now been identified
on the plan as well as the access along the street to the building
and particularly the access from the bus loading area to the
building.
Mr. Brockway further stated that a report had been compiled on
parent pickups at several other schools.
�../ Mr. Cohen stated there were 18 students picked up by car on May
27, 1993 at the Ivy Hall Campus and 17 students were picked up on
May 28, 1993 at the Ivy Hall Campus with a total of 12 buses. At
the Aptakisic school there were 27 students picked up by car on
May 24 , 1993 and 13 students picked up by car on May 25, 1993 .
Mr. Brockway noted that all dimensions regarding dual width
driveways, parking areas and bus turnarounds had now been noted on

the revised plan. He also stated the height of the building is
within the 35 foot Village limit. He further stated that the
outdoor lighting specifications had been presented to the Plan
Commission.
Mr. Brockway noted the landscape plan provides for effective
screening of the parking area from the residents across the street
from the school. Sizes and heights of plant materials are now
shown on the plan as is the location of the plants with respect to
the building and the drives.
Mr. Jim Frayn, Manhard Consulting, stated that existing utilities
to serve the school are all located at Brandywyn Lane. He noted
that a water main would be extended down to the school and a fire
hydrant added.
Mr. Frayn noted that the stormwater from this site will flow to
the detention basin in the Carlyle subdivision. Stormwater
detention facilities have been designed in accordance with the
Lake County Stormwater Management Ordinance. He noted that all
three of the proposed basins will be dry detention ponds with no
open water. The overall site discharge will be at Carlyle Lane
and another through lots 2 and 3 .
Commissioner Krug asked if the staff parking area will be used for
stormwater detention.
Mr. Frayn stated that they are not providing any detention in the
staff parking area.
Commissioner Krug asked if the detention area is designed with the
assumption that the future addition will become necessary.
Mr. Frayn stated that they have designed the detention areas with
said assumption.
Commissioner Howard asked how the buses would be entering the
school lot.
Mr. Brockway stated the school buses would come down Brandywyn
Lane and turn south on the driveway and then enter the driveway to
the bus area. In the afternoon the buses would be lined up and
parked in the bus loading area and pull out one at a time out the
same drive.
Commissioner Howard stated that she is in favor of the street
intersection as presented on the site plan as moving the
intersection away from the school driveway will lessen congestion
and the chance for accidents.
Commissioner Howard asked if there would be any playground
equipment.

Mr. Brockway pointed out the playground location on the site plan
and stated that the equipment is not as yet shown on the plan.
Commissioner Howard indicated that Commissioner Goldspiel had sent
a memo indicating his concern with the impact of the school
building on the future residential area that will probably be
developed south of the school property. He suggested that a large
separation should be provided between the school building and the
south lot line of the site. He also commented that the street on
the west side of the school site should align with Carlyle Lane.
Mr. Brockway noted that trees similar to the ones on the parkway
would be added on the south lot line of the site.
Commissioner Rosenston asked what the two dead end drives on the
east side of the school would be used for.
Mr. Brockway indicated that these would be access to loading for
custodial and food services.
Commissioner Rosenston noted that the bikepath on Brandywyn is on
the north side of the road and noted his concern with bikers
getting to school unless an 8 foot bikepath runs along the school.
If bikers use Prairie Road, then perhaps a path should be placed
along the south lot line of the school. He noted that without any
path there, a path may be forged by bikers.
Commissioner Rosenston stated that the traffic consultant's report
states the proposed road alignment would be acceptable but
alignment with Carlyle Lane would be better. He asked what impact
would result to the land plan if the road was aligned with Carlyle
Lane.
Mr. Brockway noted that the necessary space for proper retention
would be greatly complicated.
Mr. Cohen noted that the school board would like to have a
collective drive so that buses would not need to back up onto the
street to exit the property.
Commissioner Rosenston questioned what the consequences would be
if one of the buses parked in the diagonal parking space breaks
down.
Mr. Ken Carmignani stated that from the scale dimensions show
enough room to back up and drive out as it is a 24 foot wide isle
width.
Commissioner Rosenston asked if there is enough room for a bus to
drive down the east line of the parking stalls.

Mr. Brockway stated that would not be their preference with regard
to childrens' safety.
Commissioner Samuels asked if there would be curb stops for the
bus parking spaces.
Mr. Brockway noted that the buses would normally just pull out
directly without backing up and therefore curb stops cannot be
used.
Commissioner Samuels noted that off hours parking in the bus
parking stall would need enough room for the car to be able to
pull out.
Mr. Carmignani stated 12 feet would be needed as the aisle width
if these spaces are used for parking by cars, and the plan
provides an adequate aisle width.
Commissioner Samuels asked if the school would be providing
crossing guards.
Mr. Moons stated that crossing guards would be located where the
most children can be served.
Commissioner Samuels asked if there would have to be any changes
made if an 8 foot sidewalk is located along Brandywyn Lane.
Mr. Boysen said that there will be adequate room for an 8-foot
sidewalk based on the amount of right-of-way that will be
available.
Commissioner Samuels asked if it would be possible to put some of
the stormwater detention area on the west side of the future
collector road.
Mr. Brockway noted that 24 parking spaces had been added to the
plan since the previous workshop, and realignment of the collector
street would interfere with this parking and make development of
the future building addition more difficult.
Mr. Frayn stated that the road would have to be curved and the
geometrics for same would not work well. He noted that drainage
for 100-year storm events would need to flow over the road surface
if the detention areas are separated.
Commissioner Samuels asked if stop signs would be placed at the
Brandywyn Lane intersections with the proposed collector street
and at Carlyle Lane. He asked what type of signage would be used
if the future collector street and Carlyle Lane were aligned.
Mr. Carmignani stated that stop signs have to meet various
warrants to justify their installation as a traffic control
measure. These warrants deal with traffic volumes, pedestrian

volumes, accidents and several other conditions which justify
placement of all way stops. He said that in his opinion the
warrants would not be met for a three-way stop at the intersection
of the future collector with Brandywyn Lane, and this would be the
case if the street is aligned with Carlyle Lane or offset 160 feet
to the west. He said it is likely that a stop sign will be needed
on the collector road at the Brandywyn intersection, but traffic
on Brandywyn Lane will not be regulated by stop signs.
Commissioner Samuels noted that residents complain about the speed
of traffic on Brandywyn Lane, and it seems that traffic should be
forced to slow down near a school.
Mr. Carmignani commented that stop signs are not effective in
controlling traffic speed. Speed control is the function of law
enforcement and if the Village did, in fact, place a stop sign at
a street that did not meet the warrants, it could expose itself to
a liability issue.
Chairman Silbernik stated that he read Mr. Carmignani 's report and
given his numbers he does not have a problem with the intersection
offset as proposed. He indicated that the bus parking area should
not be used for off-peak parking.
Mr. Cohen said the bus parking area would only be used on
occasion, and this type of use would be at night.
Commissioner Rosenston asked where bike parking would be provided.
Mr. Brockway indicated the area for bike parking on the plan.
Commissioner Rosenston asked where the bike cross walk would be
from the north side to the school property.
Mr. Brockway noted that the bike cross walk had not yet been laid
out.
Commissioner Rosenston noted that he would really like to have an
8 foot sidewalk along the entire front of the school.
Chairman Silbernik noted a letter had been sent by Mr. Edward
Schwartz who owns the property in the Carlyle subdivision
immediately north of the school, noting his concern that adequate
landscape screening be provided along the north property line of
the school. He asked if any landscape plans had been made for that
area.
Mr. Brockway noted there were no plans for landscaping on that
area.
Mr. Moons stated that since they intend to keep many of the trees
in that area, it will remain essentially the same as it is now.

Mr. Cohen stated that part of the northeast section will be
detention which may require that some of the trees be removed.
However, as many of the key trees as possible will be saved.
Commissioner Rosenston asked that a footprint for the model house
on the northeast corner of the development be shown on the plan
for the public hearing.

Mr. Pfeil noted the public hearing for the School District 102
middle school will be on June 16, 1993.

Moved by Commissioner Rosenston, seconded by Commissioner Howard
and carried unanimously to adjourn. Chairman Silbernik adjourned
the meeting at 8: 15 p.m.
