AN ORDINANCE GRANTING VARIATIONS FROM THE BUFFALO GROVE SIGN CODE
FOR A WALL SIGN
BMO Harris Bank at 500 W Half Day Road
WHEREAS,the Village of Buffalo Grove is a Home Rule Unit pursuant to the
Illinois Constitution of 1970; and
WHEREAS,the real property ("Property") is commonly known as 500 W Half
Day Road, Buffalo Grove, Illinois and is hereinafter legally described in Exhibit A; and
WHEREAS, Bright Light Sign Company, on behalf of BMO Harris Bank,
("Petitioner") is seeking variations from Section 14.16 of the Village Sign Code (Title 14
of the Buffalo Grove Municipal Code) for the purpose of replacing the existing east
elevation wall sign on the subject property; and
WHEREAS,the Planning &Zoning Commission held a public hearing on
March 6,2024, concerning the petition for the Sign Variations; and
WHEREAS,the Planning &Zoning Commission made findings of fact and
determined that the petition meets the criteria for Sign Variations as set forth in the
Buffalo Grove Sign Code, and as described in the minutes attached hereto as Exhibit
C; and
WHEREAS,the Planning &Zoning Commission voted 7-0 to recommend
approval of the requested Sign Variations; and
WHEREAS,the Corporate Authorities of the Village of Buffalo Grove hereby
determine and find that the requested Sign Variations are in harmony with the
general purpose and intent of the Sign Code (Title 14 of the BufFalo Grove Municipal
Code); and
1. The literal interpretation and strict application of the provisions and
requirements of this Title would cause undue and unnecessary hardships
to the sign user because of unique or unusual conditions pertaining to the
specific building, parcel or property in question; and
2. The granting of the requested variances would not be materially
detrimental to the property owners in the vicinity; and
3. The unusual conditions applying to the specific property do not apply
generally to other properties in the Village; and
4. The granting of the variances will not be contrary to the purpose of this
Title pursuant to Section 14.04.020

NOW,THEREFORE, BE IT ORDAINED by the President and Board of Trustees of the
Village of Buffalo Grove, Cook and Lake Counties, Illinois, as follows:
SECTION 1. The preceding WHEREAS clauses are hereby adopted by the Corporate
Authorities and made a part hereof.
SECTION 2. The variations are hereby granted to Section 14.16 of the Village Sign
Code (Title 14 of the Buffalo Grove Municipal Code) to exceed the maximum number
of wall signs allowed, allow a wall sign on the east elevation that does not face a
public right-of-way, and to allow a wall sign larger in the size than the wall sign over
the primary entrance at 500 W Half Day Road, subject to the following conditions:
1. The wall sign shall be installed in accordance with the documents and
plans submitted as part of this petition.
2. The Petitioner shall comply with all applicable Village codes,
regulations, and policies.
SECTION 3. This Ordinance shall be in full force and effect from and after its
passage, and approval.This Ordinance shall not be codified.

Elevation of BMO Bank,located at 500 W Half Day Road, Buffalo Grove, IL 60089. The proposed square
footage for the sign is 15.5 square feet,and the purpose of the sign is for business identification. The
sign is made of acrylic faces,aluminum trimcap and returns,and polycarbonate backs. The sign is dual
illuminated with HLED-P2072W Hanley White LEDs for the face illumination,and the rear illumination is
with Blue Hanley LEDs. Further details on the materials can be found on the drawings provided.
The business has an existing sign on this elevation reading"BMO Harris Bank"that is to be removed,and
replaced with this sign reading only"BMO"with logo as a part of their rebranding efforts.

RESPONSE TO STANDARDS
During your testimony at the Public Hearing you need to testify and present your case for the variance being
requested. During your testimony you need to afFirmatively address the six(6)standards listed below.
The Planning&Zoning Commission is authorized to grant variations to the regulations of the Sign Code(Chapter 14.40)
based upon findings of fact which are made based upon evidence presented at the hearing that:
1. The literal interpretation and strict application ofthe provisions and requirements ofthis Title would cause undue
and unnecessary hardships to the sign user because of unique or unusual conditions pertaining to the specific
building,parcel or property in question;and
Response:YES,the original sign on the east elevation was approved through variance in 2012.The new sign is
going back on the same elevation at a reduced square footage from the existing.This elevation offers much
needed visibility to the main entry drive to the shopping center.
2. The granting of the requested variance would not be materially detrimental to the property owners in the vicinity;
and
Response:NO,we are reducing the sign of the size from the existing,so it will not have an negative impact on
the nearby property owners.
3. The unusual conditions applying to the specific property do not apply generally to other properties in the Village;
and
Response:CORRECT,what makes this site unusual is the adjacent large shopping center and the private drive.
4. The granting of the variance will not be contrary to the purpose of this Title pursuant to Section 14.04.020.
Response:CORRECT,the granting of the variance would be in alignment with the previous variance from 2012
that has already been granted.
B.Where there is insufficient evidence, in the opinion of the Planning&Zoning Commission,to support a finding under
subsection(A),but some hardship does exist,the Planning&Zoning Commission may consider the requirement fulfilled
if:
1. The proposed signage is of particularly good design and in particularly good taste;and
Response:YES,signage design and style is consistent with the existing sign that is being replaced.The bank is
simply re-branding with a simplified logo.
2. The entire site has been or will be particularly well landscaped.
Response:YES,there are existing trees around the property of the bank.

WHEREAS, the Village af Buffalo Grave is a Home Rule Unit pursuant ta the Illinois

WHEREAS, request has been mad.e by Icon Identity Solutians, 1418 Elmhurst Road, Elk
Grove Village, Illinois on behalf of Harris Bank, 500 Half I?ay Road, the owner of the

Call to Order
The meeting was called to order at 7:30 PM by Commissioner Kevin Richards

1. Consideration of Multiple Variations to Title 14(Sign Code)to Allow BMO Harris Bank to
Replace a Wall Sign on the East Elevation of fhe Building at 500 W Half Day Road

einder,Associate Planner,provided a background on the subject property and the
request.
Com. Worlikar asked if the new sign is a part of BMO Harris's new corporate standard.
einder stated that he believes to be the case.
Bill Holly, Bright Light Sign Company, was swom in as the Petitioner and gave an �
overview of the request.He indicated that the building does not have a freestanding sign
or a tenant panel sign and this proposed sign along the east elevation will help with the
identification of the business for cars traveling west along Half Day Road.
Com.Au asked aboui the size of the sign and if the new sign will be the same size as the
existing"BMO"and logo.
Petitioner indicated that they are similar in size.
Com. Moodhe asked about the lumen output of the sign.
Petitioner indicated that he was unsure of the lumen outpur of the sign.
Com.Spunt asked about the shortened name of the business.
Petitioner indicated he wasn't sure why they were changing the name.
Com.Spunt asked about the location of the sign and its visibility.
Petitioner responded that they wanted to take advantage of the flat facia,and increase
visibility from the shopping center.
The public hearing closed at 7:45 PM.
Commissioner Moodhe made a motion to make positive recommendation to the Village
Board for approval of the variations to Title 14 (Sign CodeJ of the Village Code to allow
more than two wall signs on the building, to allow a wall sign on the east elevation that
does not face a public right-of-way, and to allow a wall sign larger in size than the wall
sign over the primary entrance at the BMO Harris Bank located at 500 W Half Day Road
subject to the following conditions:
1. The wall sign shal!be installed in accordance with the documents and plans submitted as
part of this petition.
2. The Petitioner shall comply with all applicable Village codes,regulations, and policies.

Com. Moodhe spoke in favor of the motion due to the east elevation being guite visible
from the public ROW. He continued that this limitation should be changed when we
update our sign code.
Com Worlikar spoke in favor of the motion and indicated that the sign variation is
equivalent to and consistent with othersign variations we have granted and will help
with the business's visibility.
Vice Chairman Richards spoke in favor of the motion as the reguest makes perfect sense. �
He indicated that it provides visibility for the business.
