Vice Chairman Goldspiel called the meeting to order at 7: 30 p.m.
in the Municipal Building, 50 Raupp Boulevard, Buffalo Grove,
Illinois and read the Notice of Public Hearing as published in the
Buffalo Grove Daily Herald. Vice Chairman Goldspiel explained the
format of the public hearing and swore in persons who were to give
testimony at the hearing.

The following exhibits were presented by the petitioner at the
public hearing:

Mr. Bruce Bingham of Hamilton Partners presented an overview of
the Chevy Chase Business Park and stated that Computer Discount
Warehouse proposes to construct a 100, 000 square foot building, of
which they will occupy approximately 75, 000 square feet for use as

a warehouse, offices, and telemarketing center to include 1, 500
square feet for retail use.
Mr. Bingham addressed the Plan Commission concerns regarding the
parking count, noting that Village ordinance requires 1 space per
250 square feet of retail area and therefore 6 spaces have been
allotted. The ordinance requires 1 space per 300 square feet of
office space and 89 spaces have therefore been allotted. The
warehouse area requires 2 spaces per three employees and 14 spaces
have been assigned for a total of 109 parking spaces plus 5
handicapped spaces which are required by ordinance. He further
noted that they have provided a total of 334 spaces plus 5
handicapped spaces, well in excess of the required ordinance.
Commissioner Rhodes asked if the handicapped parking spaces is for
customers or employees.
Mr. Bingham noted the 5 handicapped spaces are for all people in
the building.
Commissioner Rhodes asked how many handicapped employees would be
at the facility.
Mr. Zeman of Computer Discount Warehouse that at present there are
no handicapped employees.
Mr. Bingham noted the Plan Commission had expressed

see an engineering plan which has now been supplied.
Mr. Bingham stated that the Plan Commission requested double exit
lanes at the driveway to Hastings Lane, and this same has now been
provided on the plan. He further stated that a review by Village
staff has indicated a need for a barrier median between the
ingress and egress lanes of the driveway. He stated that they
would have further discussions with Village staff concerning the
best design of such a barrier.
Mr. Bingham noted the Plan Commission's concern with the Northern
Illinois Gas Company property to the east of CDW and stated that
the easement for the gas company property would be provided from
Hastings Lane through the CDW site.
Mr. Bingham noted that the Plan Commission had suggested that the
parking lot would need enhanced landscaping and that the plan now
has one landscaped island per 20 parking spaces as required. He
further noted that the landscaping has reduced the parking count
but the count is still well in excess of the ordinance
requirement.
Mr. Bingham stated that discussions with PACE officials has
revealed that there is no PACE bus service to the proposed site.
The nearest bus service is one bus that comes up Wolf Road to

Milwaukee Avenue and another bus that comes east on Lake Cook Road
and goes north along Milwaukee Avenue. He further stated that
PACE officials said they are constrained by lack of equipment and
high operating costs to maintain equipment and therefore could not
entertain any thoughts of bus service to the proposed site.
Mr. Bingham stated that PACE did indicate that they have a program
to provide vans so that six to eight individuals can share
transportation to work sites. The person driving would then have
limited use of the van during non-working hours. Mr. Bingham
noted that this would perhaps be an even better solution than bus
service and would help meet the standards of the Clean Air Act
that call for reducing the number of single-occupant cars
traveling to work sites.
Mr. Bingham stated that the need for curb barriers at the driveway
has been resolved by adding curbs at all islands and points of
ingress and egress to the access aisles.
Mr. Bingham further stated that they concur with the Plan
Commission's concerns regarding the non-disturbance of the natural
prairie adjacent to the site. He noted that the building is
constructed well back from the prairie so that there will be no
encroachment.
Mr. Bingham also stated that trucks will have a 91 foot area to
maneuver and based upon the size and types of trucks to be coming
to CDW, that will be sufficient.
Mr. Bingham noted that the trash area will be enclosed per Plan
Commission recommendation and that the same has now been noted on
the site plan.
Mr. Bingham distributed a written narrative addressing the six
Special Use criteria of the Zoning Ordinance. The narrative
addressed the criteria as follows:
1. The public will be able to satisfy its interest in examining
and testing computer equipment and purchasing such equipment
on site along with business related software. The retail
function is small and ancillary to the main activity of
telemarketing and mail order distribution of computer
equipment.
2 . The special use component is 1,500 square feet, as part of a
building of 100, 000 square feet. It will be housed in the
office area, near the main entry to the Computer Discount
Warehouse lease space.
3 . Because this retail use is so small, at 1,500 square fee
t,et, it
will have no impact on the surrounding neighborhood. Only
six to ten customers on average, are shopping in the facility

at any one time. The main function of the building, that of
distributing computer components, accounts for 98 percent of
the space of Computer Discount Warehouse within this proposed
building in Chevy Chase Business Park.
4. This building comports well with other structures in Chevy
Chase Business Park. Its structure and function is
compatible with neighboring buildings. Its architecture will
add to the aesthetics of the park and this location within
the Village.
5. All Village requirements for utilities are in place, such as
storm water detention, water supply and sanitary sewer. The
other utilities of electricity and natural gas will be
provided as the building is constructed, as is the normal
practice.
6. The parkingcount for the buildingrequired byVillage

Ordinance, including handicapped spaces, is 114 spaces. The
plans provide for 339 spaces, including handicapped space. A
separate parking area for retail customers will be designated
near the front entry to the office area. The entry to the
building is from Hastings Lane, which has full access at Lake
Cook Road. During times of peak traffic, a signalized
intersection is available at Lexington Drive and Lake Cook
Road, accessible from Hastings Lane via Armstrong Drive.
Site access from Hastings Lane is via a single lane of
ingress traffic. Egress to Hastings Lane is via a double
exit lane from the building parking lot. Because Computer
Discount Warehouse's retail component is only 1,500 square
feet, no traffic congestion will be created due to this
special use.
Vice Chairman Goldspiel asked Mr. Bingham to speak on the need for
variations of the standards concerning the retail special use.
Mr. Bingham noted that the Village Ordinance will allow up to
1, 000 square feet of retail space in the Industrial District for
parts that are manufactured within the facility. He noted that
although CDW's main function is telemarketing, there are a number
of people who wish to come in and see the product.
Mr. Zeman stated that their retail component exists to service
approximately 80 percent of their corporate accounts. The retail
area is used for customer will calls and for customers coming in
to see new developments in the industry as well as for
demonstrations with manufacturers for corporate clients.
Mr. Bingham also noted that the retail area functions as a
training area for the telemarketing services operated by CDW.
Mr. Bingham stated that the retail area is a small but very
important part of the services provided by CDW and it is only a

slight excess footage which exceeds Village ordinance. He
therefore respectfully requested a variance to handle these needs.
Commissioner Krug asked if there would be an opening in the curb
at the east side of the parking lot to provide access to the
Northern Illinois Gas Company property.
Mr. Bingham stated that could be arranged and then the opening
would be chained.
Commissioner Krug asked if the access easement to the paved
parking lot would have to be built of specially reinforced
pavement.
Mr. Bingham said the Village's pavement standards are very
stringent, and the parking lot would be strong enough to support
occasional use by heavy vehicles going to the Northern Illinois
Gas property.
Commissioner Rhodes asked if anything would be assembled on site.
Mr. Zeman stated there would be light assembly of computer
components for specific systems needed by customers.
Commissioner Rhodes stated that roof-top mechanical equipment
should be screened because this building faces Lake Cook Road and
the property should be as attractive as possible. He asked what
kind of building materials were to be used.
Mr. Bingham stated the building would be constructed of precast
concrete with a glass and metal canopy at the entrance.
Commissioner Rhodes noted that since this building would be
visible on three sides from Lake Cook Road he would like to see
something attractive.
Mr. Bingham stated that they would be using architectural panels
and precast panels.
Commissioner Rhodes asked what kind of sales taxes would be
generated by CDW.
Mr. Zeman stated he was not sure about sales taxes but CDW shipped
out approximately $28,000, 000 today at their present facility.
Commissioner Rhodes recommended a stop sign be placed at Hastings
Lane.
Commissioner Howard asked if CDW would be having any public sales.
Mr. Zeman stated that they have decided to discontinue the sale
due to a lack of residual value.

Commissioner Genell asked if there had been any reports from the
Police and Fire Departments.
Mr. Pfeil stated that the Fire Department has no concerns with the
site plan, but they will want to review fire hydrant locations
when engineering plans are submitted. He noted that the Police
Department had made no substantive comments other than
recommending stop signs for the parking lot and at the driveway to
Hastings Lane.
Vice Chairman Goldspiel asked about the easement to the gas
company property.
Mr. Bingham stated they had sold 2 acres of the site to the gas
company and granted them an easement to the site along the north
property line with the understanding that the easement could be
relocated in the future to conform to any access that was
practical for the parking lot.
Vice Chairman Goldspiel asked if the parking spaces adjacent to
the easement should be removed in case emergency access to the
property is required.
Mr. Bingham stated he would discuss this situation with the gas
company and staff to determine the need for such emergency access
space.
Vice Chairman Goldspiel asked if there is any need for
accessibility to the second floor for handicapped employees.
Mr. Bingham stated an elevator has been provided for second floor
accessibility.
Commissioner Rhodes asked about the parking lot drainage.
Mr. Bingham noted that there are storm sewers in the parking lot
which drain into the detention area.
There being no further comments, Vice Chairman Goldspiel closed

APPROVAL OF MINUTES
Moved by Commissioner Genell, seconded by Commissioner Rhodes to
approve the minutes of the Public Hearing of January 6, 1993 .
Commissioner Rhodes noted that Mr. Don Hedlund of the Buffalo
Grove Park District should be added to the list of those present.
Commissioner Goldspiel asked that the words "were added" be placed
in the ninth paragraph.

Vice Chairman Goldspiel asked for a vote to approve the minutes as
corrected, and the motion passed unanimously.
Moved by Commissioner Rhodes, seconded by Commissioner Berman to
approve the minutes of the Regular Meeting January 6, 1993 .
Commissioner Rhodes again noted that Mr. Don Hedlund should be
added to the list of those present at the meeting.
Commissioner Rhodes that the word "case" on page three should be
"cage. "
Commissioner Genell noted that the words "and its close proximity
of 120 feet from the playground area" be added to paragraph three
on page three.
Commissioner Goldspiel noted a correction of the word "been" to
reflect "be" on page three.
Vice Chairman Goldspiel asked for a vote to approve the minutes as
corrected, and the motion passed unanimously.
COMMITTEE AND LIAISON REPORTS
Chairman Samuels attended the Village Board meeting of January 18,
1993 and submitted a written memo of the contents of the meeting.
The memo stated that:
1. President Mathias announced that future workshops and public
hearings conducted by the Plan Commission will be taped for
broadcast by local cable TV. The first meeting to be
televised will be the meeting of February 3, 1993.
2 . The Village Attorney advised the Board that he had determined
that the list of property owners for notice of the public
hearing submitted by Scarsdale Homes for the Manchester Green
P.U.D. amendment was defective, and requires re-noticing.
Therefore, the Board referred that matter back to the Plan
Commission for a new public hearing.
3 . Approval of Ordinance 93-6 approving the Special Use and
Preliminary Plan for Grove Park located at Route 22 and
Buffalo Grove Road.
4. Approval of the Concord Place development at the Crossings.
5. Referral to the Plan Commission of the Rolling Hills
Subdivision proposal.
6. Referral to the Plan Commission of the Comerica Bank project
at the southeast corner of Busch and Weiland.

COMPUTER DISCOUNT WAREHOUSE, LOT 1, CHEVY CHASE BUSINESS PARK WEST
SPECIAL USE FOR RETAIL SALES IN AN INDUSTRIAL DISTRICT
Moved by Commissioner Rhodes, seconded by Commissioner Genell to
recommend approval of the Special Use and Preliminary Plan for an
accessory retail use in the Industrial District with the following
variations: ZONING ORDINANCE - Section 17.48. 020.C. 14 .a. and b.
to allow computer products not manufactured on the premises to be
sold in the retail operation, and to allow a retail sales area of
approximately 1, 500 square feet, subject to the inclusion of a
stop sign at Hastings Lane and staff recommendations as to the
design of the median at the three-lane entry driveway to the site.
Commissioner Krug stated that CDW would be a welcome addition to
Buffalo Grove and hoped that they would perhaps ease the
unemployment problem for the youth in the area as well as relieve
the burden on residential taxpayers.
Commissioner Rhodes stated the sales tax revenue makes this plan
very appropriate. He noted that the retail activity would be very
limited and would not impede the traffic or work flow of the area.
Commissioner Berman noted his agreement with the Special Use and
variations as there is no competing retail supplier in the area.
Vice Chairman Goldspiel called for a vote on the motion and the
vote was as follows:

INDIAN CREEK, NORTHWEST CORNER OF PORT CLINTON ROAD/PRAIRIE ROAD
ANNEXATION WITH R-3 AND R-4 ZONING AND PRELIMINARY PLAN --
WORKSHOP #2
Mr. Freedman of Ash, Anos, Freedman & Logan stated that the
proposed project is located on the northwest corner of Port
Clinton Road and Prairie Road now comprising 14 . 176 acres. He
noted that the project had been deferred for almost one year for a
definitive policy on the configuration of the proposed roadway.
He stated that the plan now calls for 33 lots with R-4 zoning.
Mr. John Martin of JEN Land Design stated that 4.88 acres of the
Buffalo Grove Plan Comm-Regular Meeting-January 20, 1993-Page 3
original site is not now included in the present plan because this
area will be used for right-of-way for the Port Clinton/Prairie
Road improvement. Mr. Martin stated that 2 .8 acres of the
property is devoted to stormwater detention. He noted that the
detention is beyond the flood plain area adjacent to Indian Creek.
Mr. Martin stated that the largest lots are side loaded so that
there are only four lots that are actually facing the proposed
roadway. Four additional lots along the roadway are positioned so
that they are side orientated and are not looking out at the
roadway. He noted that corner lots have a full 30 foot set back
along the front of the lots and a 30 foot setback along the
proposed right of way.
To service the site, Mr. Martin noted that they are coming in at
the farthest northern most point where lots are 125 feet in depth
and are therefore a minimum of 10, 000 square foot lots. This is
the area where the roadway will be coming through for the
subdivision. There are two cul-de-sacs along the internal roadway
and the road dead ends at a large cul-de-sac at the southern
portion of the site right up against the right of way to provide
ample opportunity for emergency access into the street system.
This also allows the streetscape to be opened up.
Mr. Martin stated that there are eight lots that are at 70 x 125
feet for a the 8,750 square foot lots which, however, back up to
the Vernon Township park. This, in effect, provides these homes
with rear yards backing up against permanent open space. There is
one other lot that is slightly less than 10, 000 feet.
Mr. Martin noted that with 33 lots in the lot area of 8.95 acres,
there is an average lot size of 11,818 square feet. The revised
density based on 14 acres is 2. 33 per acre.
Mr. Freedman stated that home prices would average between
$275, 000 and $325,000 and would range in size from 2, 650 square
feet to 3, 350 square feet.
Vice Chairman Goldspiel asked staff what the roadway situation was
at present.
Mr. Kuenkler stated that what is shown on the developer's Concept
Plan appears to be the agreed upon roadway alignment and design
speed.
Vice Chairman Goldspiel asked what is present on the north end of
the property.
Mr. Martin noted that the creek runs along the north side of the
site and the park is along the west side of the property. The
Mormon Church site is south of Port Clinton Road. He further
noted that there is one single family home between the creek and
Buffalo Grove Plan Comm-Regular Meeting-January 20, 1993-Page 4
the proposed development.
Mr. Freedman stated that although the developer believes that a
"T" intersection would be adequate for the Port Clinton/Prairie
Road intersection, they understand the Village's position that a
curved alignment is needed to implement the future design for
Buffalo Grove Road.
Commissioner Rhodes asked how the emergency access to the cul-de-
sac would be designed.
Mr. Martin stated that the design of the access would be up to the
engineers of both the county and the Village. He noted that the
cul-de-sac right-of-way touches the proposed roadway right of way
along a distance of about 100 feet.
Commissioner Krug asked if there would be an 8-foot sidewalk on
the west side of the future Buffalo Grove Road alignment.
Mr. Freedman stated that the 8-foot sidewalk would be in the road
right-of-way, not the land to be developed by Mr. Schwartz. He
said that the right-of-way area would be landbanked by the owner
of the property.
Mr. Pfeil concurred that the 8-foot sidewalk will be in the right-
of-way, but he suggested that the developer may have an obligation
to construct this sidewalk. Mr. Pfeil said that the Fire
Department recommends a second full street connection to the
subdivision, but he noted that it will be difficult to provide a
second street access since the Buffalo Grove Road alignment is
curved in this area.
Mr. Martin stated he does not think access is necessary at the
southern cul-de-sac for anything other than emergency services,
since the development is a relatively small 33 lot subdivision.
He noted that there is 100 feet available where the cul-de-sac
right of way attaches to the roadway configuration and there is
plenty of room for whatever kind of design the County or Village
may want at the cul-de-sac.
Commissioner Rhodes asked if there would be internal sidewalks on
both sides of the road.
Mr. Martin stated that there are no variations being requested or
�./ planned.
Commissioner Rhodes stated that he thinks that with three and four
bedroom homes, sidewalks at least on one side need to be included
because families with young children will be living in these
homes. He asked what type of park donations is proposed.
Mr. Schwartz stated that the detention area would be donated to as
Buffalo Grove Plan Comm-Regular Meeting-January 20, 1993-Page 5
park land and be maintained by the Village.
Commissioner Rhodes asked if that would be acceptable.
Mr. Pfeil stated that the Park District will not accept stormwater
detention areas as active park land, and he suggested that Vernon
Township may have some interest in accepting the detention area
since it is adjoining the land acquired by the Township.
Commissioner Rhodes stated that a cash donation to the Park
District would probably be in order.
Mr. Freedman stated that they would do whatever is necessary.
Commissioner Howard asked if any berming has been considered for
the homes along Buffalo Grove Road.
Mr. Schwartz stated that the lots are not deep enough for berming
and they would like to use a solid fence along the Port Clinton/
Prairie Road right-of-way.
Commissioner Rhodes asked that the fencing not be in a straight
line and that touches of landscaping and fence sculpturing be
added.
Commissioner Howard asked if there had been any further Fire
Department comments on the cul-de-sacs.
Mr. Pfeil stated that the Fire Department would like a second full
street connection. He further noted that he would confer with the
Fire Department to determine if a second street connection is
absolutely necessary.
Commissioner Howard noted that she would prefer sidewalks on at
least one side of the street.
Commissioner Genell asked if the park is a county park or township
park.
Mr. Martin stated it is a township park.
Commissioner Genell asked how far the railroad tracks are from the
proposed site.
Mr. Martin stated the tracks are at least 300 feet from the site
on the other side of the township park.
Commissioner Ge
nell asked if there is a swimming pool at the park
and how close the pool would be to the proposed homes.
Mr. Schwartz stated that there is a pool at the park which comes
close to two or three of the homes. However, since this park is

an extremely wooded area, the pool would not be visible to the
residents.
Commissioner Genell noted her concern with the noise from both the
pool and proximity of the railroad tracks.
Commissioner Berman asked where the home models would be located
and where the parking would be.
Mr. Schwartz stated they are planning on building models and
parking would be on the street.
Commissioner Berman noted his concern with homes adjacent to the
proposed roadway and there salability.
Mr. Schwartz stated that this does make it a tougher sell but
these homes are priced considerably lower due to this situation.
Commissioner Berman asked what the expected build out schedule
would be.
Mr. Schwartz stated that this would be either a one or two year
program depending on the market.
Vice Chairman Goldspiel asked where the contiguity is for this
annexation.
Mr. Freedman stated that the owner of the property would sell the
development site to Mr. Schwartz, and the future road right-of-way
area would also be part of the annexation.
Vice Chairman Goldspiel asked how this development would be
serviced with utilities and road access as there is no road there
now.
Mr. Freedman stated that they would obtain easements from the
owner. Cars will go from Prairie Road across the seller's
property also.
Vice Chairman Goldspiel asked for an explanation of the turning
lane interference if the second street access is aligned with the
leg of Port Clinton Road.
Mr. Kuenkler reviewed the road design and noted that left turn
lanes will be needed for the driveway to the Mormon Church
property and the future leg of Port Clinton Road. The location of
these turning lanes would interfere with the location of the
second access street to the Indian Creek subdivision.
Vice Chairman Goldspiel noted his concern with the design of the
dead end cul-de-sac and the hazards of nighttime driving with
glaring lights coming from the future Buffalo Grove Road.

Mr. Schwartz noted that he would like to fence across the entire
area allowing access to the Fire Department only.
Vice Chairman Goldspiel noted that this matter needs to be
explored further.
Vice Chairman Goldspiel noted that the size of some of the lots
had been a concern to the Village Trustees and asked for an
explanation.
Mr. Schwartz noted that the Board referred the plan to the
Commission with R-4 zoning.
Mr. Freedman stated that the four smaller lots abut the township
park which will provide permanent open space adjacent to the rear

Vice Chairman Goldspiel noted that staff needs to examine the
issue of the Village buying the right-of-way as opposed to the
right-of-way usually being donated. This is a large section of
right-of-way to be purchased.
Mr. Schwartz stated that he has been working with Mr. Balling all
along.
Vice Chairman Goldspiel stated he would like to see the bikepath
idea mentioned by Mr. Martin to integrate the flood plain area
with the development along the creek.
Vice Chairman Goldspiel asked if there had been any flood plain
calculations done to determine the sufficiency during a 100 year
occurrence.
Mr. Schwartz stated that Manhard Engineering had conducted such
calculations.
Chairman Rhodes reiterated that the following items needed to be
addressed:
1. Ownership and maintenance of the stormwater detention area
2 . Information concerning if sidewalks will be provided on both
sides of all internal streets
3 . Design of an emergency access connection with comments from
the Fire Department
4. Verification of what type of park land donation will be made
Mr. Freedman stated that in the past the Village has taken
responsibility for maintenance of stormwater detention areas in
Buffalo Grove Plan Comm-Regular Meeting-January 20, 1993-Page 8
single-family developments. He stated that he would like some
guidance from the Plan Commission as to what would be appropriate.
Vice Chairman Goldspiel agreed that the Village has accepted
ownership of stormwater detention areas for single-family
developments.
Commissioner Howard expressed concern at any right-in, right-out
access to the subdivision at the southern cul-de-sac which would
create cut through traffic.
Mr. Schwartz noted that access at the southern cul-de-sac would be
hazardous to vehicles trying to pull out of the subdivision onto a
busy roadway.
Mr. Martin suggested that there be a bikepath designation at the
southern cul-de-sac running through the subdivision on one side in
lieu of sidewalks and crossing the street to the south side of the
street and continues on to connect with Prairie Road. This could
then be used not only for emergency vehicle but for pedestrian
movements. It would therefore read as a bikepath not a street but
emergency vehicle could use this eight foot access since it could
be plowed as it would be blacktopped. This would be the only
opening to the subdivision at the southern end which would, in
fact, be a blacktopped surface that could be open all the time.
Vice Chairman Goldspiel noted his approval for this suggestion.
Vice Chairman Goldspiel called for a polling to determine if the
Commissioners preferred sidewalks on only one side of the street
or both sides of the street.
The polling showed that a majority of the Commissioners preferred
sidewalks on both sides of the street.
Commissioner Genell reiterated her concern over the impact from
the noise of the train and park amenities and the cost of the
homes.
Commissioner Krug asked if there were any wetlands present on the
site.
Mr. Schwartz stated there are no wetlands.

Mr. Pfeil indicated that a workshop for the Rohrman Saturn
dealership on the Chatham B-3 parcel is scheduled for February 3,
1993 .
