Planning Commission Public Hearing held_October 261961
The meeting was called to order at 8:10 P.M. by Charles Gramer,
Acting Chairman in the absence of Eugene Racette, Chairman.
Alex Stasal was also absent.
[r. Gramer introduced the members of the Planning Commission --
Norman Kortis, Ken Lewis, Charles lhelm, George Krug, Derrick
Palmer and. Eugene Huxhold,honb ry ember of the commission.
Mr. Huxhold is a trustee and attends meetinri:s in an advisory
capacity.
:r. Cramer stated the purpose of public hearing was to consider

46101W0041, of the meeting was published in the Wheeling Independent
on October 5, 1261 nd read this notice out loud. Fe asked those ;
representing the utility if the description of property as given
in the public notice conformed with the nron>erty they wished reclassified..
They stated it did .
Mr. Brown , tie attorney representing the utility, asked to present
the rosit on of the neti tioner, i with evidence to be given by
r . McCabe , Jr. , consulting engineer. He felt this would be helpful
to the commission and those attending the meeting.

Showed Plat and said it represented area under discussion. The well
as proposed would be 415 feet north of Dundee Road and approximately
`./ 70 feet north of bowling alley building. Future shopping center
shown on nap with reference to stores which would built and their r�j`'�,
position with reference to well. It would be between shopping
center buildings and multiple dwellings if approved. Identified
on basis of exhibit where present well is in relationship to pro-
nosed well . McCable desribed this saying it would be a out one
mile from proposed well.
Question asked, Does the present well now satisfy requirements of
the village? Yes was the answer. Question asked, Would the
present facilities serve proposed homes? Answer was the present
well will service 1080 homes. No need for addition well for
every day service. Suggest new well for emergency service and
proposed. homes. Brown again askee if the present well would
service the xroposed homes. McCabe said no , not entirely. -,
Brown asked ": cCabe if he was familiar with the Cook County Inspection
Report. McCabe said yes. Brown explained this bureau a non-profit
organization which reviews industrial , commercial and municipal
installations , investigatinrr them impartially. Said it was an
insurance bureau. Gave a copy of their report to Planning
Commi .sion pointing out expecially their conclusions concerning
an additional well .

that additional wells should be provided . Sug rested a new well by
1962.

No additional traffic expected and no noise which could be heard.

Citizen asked if company willeventually erect a storage tank there .
He wanted to know how high it would be . The citizen said. i.f you are
going to put another building there and a tank, it would. 'he a good
idea to nick land with new type of structure in mind.
Brown asked if ! cCabe was familiar with zoning ordinance of village .
Our classification governing them. McCabXe said in substance.
Brown asked if there is going to be only one business district.
Only one , said McCabe, except for possible eight acres. Hux said
there is one other area but it is that area where St . . ary' s and
Buffalo Grove Road meet. N.W. corner of St. Mary' s and3uffalo Grove
Road.. McCabe said they could not put it there. They tried to locate
it as far away as possible from present well to avoid counter-
influencing other well. Wants to be as far away from present well
as possible ::; cCabe went on to say first of all they tried to get
into commercial type use rather than a residential area. Mentioned
draw down curve . If -e locate ¬her well to close to the first
`./ well , draw down curves will overlap and they would fight each other
so they must get far so they don' t counter-influence iother well .
Krug asked questions on existing well - how deep, how long; it has
been in oper.etion. McCabe testified it met requirements of 1000 .
Krug said if it broke down, then what. Brown said the insurance
company eM recognized need for another well. McCabe said,
We have a gradually dropping water table wher we are using well #1 .
We have an emergency situation here. He would like to shut down
well 41 to make repairs. We are hanging by our finger/O/iii/
nails when we have only one well in the village. If truss bars
go out on us, we are in trouble . Chuck pointed our insurance
rates went down two points. How come. Whir the emergency?
If we had to use reservoir we might get along but we need a second
well - a stand-by well. Chuck asked how long this condit'.on
existed. cCab& said a her since the village started. Now we
are up against it. We need a second. well . The second well will
tie in with general distribution in the village, not only commercial.
Chuck asked canacit,y of second well. McCabe said we are anticipating
better than 400 gallons per minute from proposed well. If we get
what we hope , with additional storage , we could almost double the
system. Need for third well brought up.

Breeson, Chief of Fire Department wondered about one well and the
Cook County Inspection =Bureau report stating under normal consumption
condition and with the reservoir in service that the fire flow is
ltihited to an average of two good and one fair fire stream by the
capacity of present pumpXing and storage facilities. He said if
pumpin station went out,h that would be it. He sees a need for
another well looking at it from a fire standpoint.#*Frown said it
covered the presentation from the Utility' s standpoint.
Chuck asked for recommendations or questions . According to the
ordinance , the Planning Commission had 30 days to make recommendations
to the board . They plan to defer recommending and further consult
with each other and engineers and. then ,give recommendation.
A Mr -grill or `;oll ( ?) said from a geological standpoint is this
the most probable location for the well? We have two sections zoned.
commercial and some outside the limits. We only have two areas -
this one and the area ate St.Mary' s and. B.G. Rd . where well could be.
Citizen says we know there is a need for two wells. He thinks that
we should consider whether is well situated.
