PUBLIC HEARING
April 18, 1968
The meeting was called to order at 9:05 p.m.
Attendance: E. Fabish R. Axen
I. Moore H. Cimaglio
D. Thompson, as ex-officio member
A quorum was established at 9:10 p.m. with the appearance of A. Stasal.
D. Thompson stated that since a quorum was now in effect, he would not
vote as ex-officio member.
An application for a variation to permit an automotive parts store,
diagnostic testing lane and repair center, car wash, and gasoline
pumps was presented. This area is in Buffalo Grove and presently
zoned B-1.
The following were present for the presentation of their application:
Mr. Robert Shadle, Realtor ; Joseph A. Bulgarelli, petitioner ; and
Cynthia W. Bulgarelli, petitioner. Joseph A. Bulgarelli was sworn
in and he then made his presentation.
The area in question consists of approximately one acre and is located
on the south side of Dundee Road, 233 feet west of Buffalo Grove Road
South. Frontage is to be 120 feet on Dundee Road.
A pamphlet was presented to the Plan Commission by Mr. Bulgarelli and
is made a part of the minutes, labeled Exhibit A.
E. Fabish read a letter from the Buffalo Grove police chief stating
that there would be a potential hazard primarily due to the possible
back up of traffic onto Dundee Road due to the car wash.
Mr. Bulgarelli presented to the Plan Commission a traffic count flow
chart of 1966 as a counter to the letter from the police chief.
It was pointed out that the private utility company would probably not
be able to service the car wash with needed water. The municipal
utility company is approximately 18 months away from being able to
hook up to Mr. Bulgarelli 's business. The owners would have to drill
for their own well in order to have a sufficient supply of water,
Since the car wash will use approximately 100 gallons of water per
minute.
H. Cimaglio moved to adjourn the public hearing. A. Stasal seconded.
All in favor. The meeting was adjourned at 10:00 p.m.

REGULAR MEETING
April 18, 1968

R. Axen moved to approve the variation for an automotive parts store
with special use in accordance with Exhibit A. A. Stasal seconded.
All in favor by voice vote.
Mr. Berendt, 647 Barnard, Buffalo Grove, returned to request his
variation to the fencing ordinance. He requested a fence to block
the entrance to the culvert of the bridge on Barnard Drive.
It was pointed out that if the Village would have to get to the culvert
there may be a necessity to get trucks to the swale. Mr. Berendt
stated that if the need should ever arise, he would either take out
the fence or the truck could go around the fence.
R. Axen moved to approve the variation to the fencing ordinance in
order that Mr. Berendt could install a three parallel rail fence to
be no higher than 3 feet 6 inches and to extend from the edge of the
bridge to Mr. Berendt 's driveway. The fence is to be installed 12
inches away from the side walk. H. Cimaglio seconded. All in favor
by voice vote.
I., Moore moved to adjourn to May 8, 1968, at 8:00 p.m. R. Axen seconded.
All in favor.
The meeting was adjourned at 10:30 p.m.
