PUBLIC HEARINGS
May 15, 1968

The Public Hearings were called to order at 8:05 p.m.
PUBLIC HEARING #1: Petition for rezoning of B-1 to special use as a
planned development for multiple family dwellings. The applicant
and owner is the River Forest State Bank &,TrustCompany, Trust #579,
and George A. Moser, Sr.
The property in question consists of 6.9 acres at the northwest
corner of St. Mary's Parkway and .Buffalo Grove Rd. Mr. Richard V.
Houpt, 135 S. LaSalle St. , Chicago, was the attorney representing
the petitioners. Mr. Houpt acted as moderator for the presentation
and introduced Mr. George Moser, Sr. , 713 N. Pine, Arlington Heights,
who is the contract purchaser of said property. Mr. Moser explained
that the planned development would consist of 80 1-bedroom units,
renting for approximately $160.00 per month, and 84 2-bedroom units,
which will rent for approximately $190.00 permonth. Mr. Moser stated
that the private utility would service said property. Mr. Robert
Babbin, 5233 Elston Ave. , Chicago, who is the architect, gave a dis-
course on the planned development. Mr. Babbin stated that there would
be four two storey buildings with 16 units per building, two three
story buildings consisting of 24 units per building, and one four
story building consisting of 52 units. Mr. Babbin pointed out that
approximately 120 cars would enter and exit from an area now located
on the two-lane portion of Buffalo Grove Rd, Mr. Babbin handed out
a site plan sketch which is to be referred to as Exhibit A.
Mr. George Kranenberg of 1322 N. Dearborn, Chicago, was presented to
the Board. Mr. Kranenberg is a professional city planner and zoning
consultant. He gave a descourse on the zoning surrounding the land
in question. Mr. Houpt submitted a review of the tax impact for the
proposed devellopment. This review is to be referred to as Exhibit B.
Mr. Donald Thompson, in support of the development in question, stated
that upon acceptance of the petition for rezoning, Mr. Moser would
donate $12,000.00 worth of equipment for recreational purposes. Mr.
Moser affirmed this fact. H. Cimaglio moved to close the public
hearing. A. Stasal seconded. All in favor by voice vote.
PUBLIC HEARING #2: Application for annexation and zoning for business,
multiple family dwellings, and single family dwellings. The applicant
and owner, the Exchange National Bank as Trustee, Trust #21405 dated
March 12, 1968, and Chicago Title and Trust as Trustee, Trust #51364
dated November 8, 1967.
The land in question is broken up into six sections. Parcel A is
located directly north of Dundee Rd. and consists of 1.4 acres with a
250 foot frontage. There is no projected usage for this land other
than to insure continguity to the Village. Parcel B represent 10

acres on the southeast corner of Arlington Heights Rd. and Dundee Rd.
The proposed zoning if for B-2. Parcel c is broken up into two
parcels. C-i represents 32.9 acres, and it is requested that R-9
zoning apply. Parcel C-2 is proposed as a donation to the Village
for public land. Parcel D represents approximately 97 acres and is
proposed for R-5 zoning. A plat of survey was presented to the Board
and is to be referred to as Exhibit C. Mr. Howard Borde, attorney
representing applicant and owners, conducted the presentation. Mr.
Thomas Buckley, land planner, showed the general., plan and gave as-
.- course as to its intended use. Mr. Buckley stated that in Parcel D
there would be 377 lots planned with an average lot area of 8,425
square feet. Mr. Buckley made the following assumptions regarding
the R-9 zoning. There would be 45% (300) 1-bedroom units, 45% (300)
2-bedroom units, 10% (66) 3-bedroom units. , Mr. Buckley stated that
the above would require 1, 320,000 square feet of land area. The
projected value and tax basis was stated. Mr. Buckley stated that
there would be approximately 240 elementary students and 60 high
school students generated by the 666 units. Mr. Buckley stated that
the operational costs per pupil were currently at $515.00 per year
for elementary students and $986.00 per year for high school students.
Mr. Frank Angelotti, engineer, was present representing the petitioners.
He gave a discourse on the drainage of the areas in question. He
stated that there were two areas of drainage. One drainage would run
across Parcel B and the northern section of Parcel C-1 into Buffalo
Grove Creek. The other drainage would run across Parcel C-2 and a
portion of Parcel D and then into the McDonald Creek. Mr. Angelotti
stated that the water mains were currently at the corner of Dundee Rd.
and Arlington Heights Rd and that the plans call for the connection
with the Metropolitan Sanitary District tie-in at Hintz and Buffalo
Grove Rds.
Mr. John Barger, Assistant Superintendent of High School District #21,
disagreed with the conclusions drawn by Mr. Buckley. Mr. Barger stated
that he believed that the tax rates which were stated in the presenta-
tion would leave no excess, as Mr. Buckley stated. Mr. Barger stated
that there would be 600 elementary students present when the single
family parcel is included in projections. He also stated that the
school district plans call for a school site in this general area.
Mr. Borde stated that if necessary or more desirable, the 121 acres
of donated land could be placed in either Parcel C-1 or Parcel D.
C. Giebelhausen moved to close the public hearing. N. Kortus seconded.
All in favor. The public hearing closed at 11:00 p.m.

Regular Meeting

The Regular Meeting was called to order at 11:05 p.m.
R. Axen moved to approve the Public Hearing Minutes and the Regular
Meeting Minutes of May 8, 1968. N. Kortus seconded. There were 5
yes votes and 2 abstained (Stasal and Giebeihausen) .
PUBLIC HEARING #1: 6.9 acres at the northwest corner of St. Mary's
Parkway and . Buffalo Grove Rd. Petition for rezoning to allow multiple
family dwellings. C. Giebeihausen moved to table until the next
meeting. A. Stasal seconded. There were two yes votes and five no
votes.
R. Axen moved to approve the petition for rezoning of B-1 to a planned
development for multiple family dwelling. units as presented on Exhibit
A. C. Giebelhausen seconded. There were five yes votes and two
abstentions (Stasal and Moore) .
PUBLIC HEARING #2: Application for annexation and zoning for business,
multiple family dwellings and single family dwellings. H. Cimaglio
moved to table the petition until after plat committee and the Village
engineer could go over the plans. R. Axen seconded. All in favor by
voice vote.
Mr. Wolf, representing the Levitt Corporation, requested the approval
of Strathmore Units #4, #5 and #6. H. Cimaglio moved to approve the
final plats for Strathmore in Buffalo Grove Units #4, #5, and #6.
C. Giebelhausen seconded. The vote was 4 yes, 2 no (R. Axen, N. Kortus) ,
and one abstention (I. Moore) .
C. Giebelhausen moved to table the public hearing on the Friedman
property to the next meeting. R. Brown seconded. All in favor.
A. Stasal moved to adjourn. C. Giebelhausen seconded. All in favor
by voice vote. Meeting was adjourned at 11:55 p.m.
