The meeting was called to order at 8:03 p.m. T. Finnegan moved to
approve the minutes of the Public Hearing and the Regular Plan Com-
mission Meeting of June 19, 1968. N. Kortus seconded. All in favor.
Mr. Zink and Mr. Wilner were in attendance to answer any questions
which may arise concerning the request for the Brunswick Car Wash.
Mr. Zink stated that if water is the main problem, Brunswick would
consider putting in a well, provided they are given a sufficient
amount of time in order to amortize the costs involved. Also, a
deceleration lane would be considered if it were made a condition
of the special use permit. The currently proposed building would
require a maximum of 1600 gallons per hour. It was recommended that
the Brunswick representatives verify engineering data with Mr. Hooper,
the Village Engineer.
Mr. Tom Buckley, Alan Hartman, and Howard Borde, lawyers, stated that
the petition for annexation regarding the approximately 155 acres of
land located south and east of Dundee Rd. and Arlington Heights Rd.
is now a voluntary annexation petition. They stated that the annexa-
tion petition would call for B-2, R-5, and R-9 zoning. Mr. Borde
submitted Exhibit A, showing his suggested provisions relating to
parcel C-1 on plat of survey dated January 17, 1968, relative to an
R-9 planned development.
It was pointed out to Mr. Borde that a B-3 zoning would be better
than his request for B-2, because it would allow for a business planned
development. Mr. Borde stated that the proposed public land would be
warranteed as buildable for a school site. Access would be accomplished
by means of Arlington Heights Rd. on the west and four arterial streets
on the east. Mr. Borde also stated that, if requested, the lower por-
tions of parcel C-2 would be filled in and rough graded, if possible
under sound engineering.
Hank Cimaglio moved to recommend to the Village Board that Parcel B
be zoned B-3, that parcel C-1 be zoned R-9 planned development and
subject to Exhibit A, that Parcel C-2 be zoned R-5 and designated as
public land, and that parcel D be zoned R-5. R. Axen seconded. The
vote was five yes, one no (I. Moore) .
R. Axen moved to adjourn. T. Finnegan seconded. All in favor. The
meeting was adjourned at 9:35 p.m.

SUGGESTED PROVISIONS RELATING TO PARCEL C 1
ON PLAT OF SURVEY DATED JANUARY 17, 1968

Zoning R-9 subject to the following conditions:
That when developed it shall be developed pursuant to the
provisions of the Planned Development Ordinance of the
Village of Buffalo Grove with the following restrictions
imposed:
(a) Gross ground coverage of Parcel C 1 shall not exceed
thirty-five (35%) per cent.
(b) There shall be permitted one, two and three bedroom
apartments comprising not less than forty (40%) per
cent one bedroom and not more than ten (10%) per cent
three bedroom units. In the event OWNERS determine
to construct three bedroom units, for the purpose of
calculating the same, each three bedroom unit shall
have the equivalent land density of two 2-bedroom
units.
(c) If height requirements are desired by the Village,
no building shall exceed forty-five (45') feet in
height.
(d) If parking area ratio above those required by Ordi-
nance are desired, I suggest 1.75 parking space for
each unit.
It is suggested that all restrictions could be incorporated
in the proposed Annexation Agreement heretofore submitted
to the Village Attorney. In addition thereto, Ordinance
zoning Parcel C 1 could similarily incorporate the above
provisions. In addition, if desired, a voluntary restrict-
ive covenant could be delivered by the developers of Parcel
C 1 to be placed of record by the Village.
