PUBLIC HEARINGS
October 16, 1968

The Public Hearings were called to order at 8:17 p.m.
PUBLIC HEARING #1: Application for annexation to Buffalo Grove with
a special use to permit the erection of a church and Sunday school
facilities; applicant being the Kingswood Methodist Church, an Illinois
religious corporation. The property in question consists of 400 foot
frontage on the south side of Dundee Road.
Mr. Francis Cuneo, attorney, and the Rev. Mr. Clark Holt were in atten-
dance and presented the following facts to the Plan Commission:
The land in question consists of approximately 6.4 acres, and Mr. Cuneo
stated that the church and Sunday school would conform to all Village
codes and regulations .
Mr. Paul Maas, architecht for the petitioners, stated that the church
would comprise 6200 square feet, and the buildings currently in use
will be located to the south of the church and will be used as a
parsonage and a Sunday school.
Exhibit A was given to the plan commission and consists of architec-
tural drawings and construction plans.
C. Giebelhausen moved to adjourn the public hearing. R. Axen seconded.
All in favor.
PUBLIC HEARING #2: Petition to rezone from R-5 residential to B-1
business. The applicant and owner of said property is Edward Schwartz
and Company, an Illinois corporation. The premises affected are lots
141, 142, 143, 144, and 145 in the Arlington addition to Buffalo Grove
fronting on Dundee Parkway just east of Golfview Terrace and north of
Dundee Road.
Witnesses for the applicant were Joseph Ash, attorney; Edward Schwartz,
owner and president; James Teufel, White Hen Pantry Division, Jewel.
Tea Company.
Mr. Schwartz stated that he was approached by the Jewel Tea Company to
erect a White Hen Pantry on the above property.
Mr. Ash stated that tax revenue would be better with commercial than
with residential zoning. Acreage involved is approximately 7/8 of an
acre, and the building size would be approximately 40 feet by 63 feet
in length. Mr. Ash stated that in addition to the White Hen Pantry
there would be another building or buildings erected in order to get
the maximum number of buildings on the above land. Mr. Ash stated that
, a stockade fence of any height desired would be erected behind the
business area in order to form a buffer between the stores and the
homes directly to the north.

Mr. Teufel presented a rendering of the proposed building and gave a
`/ discourse on the operations of a typical White Hen Pantry .outlet.
The Plan Commission was presented with a petition of 42 signatures
consisting of people living in the immediate vicinity. This petition
requests that the Board deny the rezoning request.
Mr. McFarland, 801 Golfview Terrace, stated that he was a previous
owner of a White Hen Pantry and that he objected to the building of a
White Hen Pantry in the residential area because of his knowledge of
the operations of this type of store.
A discussion ensued wherein the public in attendance stated their feel-
ings against the general idea of a business district on the property
in question.
H. Cimaglio moved to close the public hearing. R. Axen seconded. All
in favor.
The public hearings were closed at 9:45 p.m.

REGULAR MEETING
October 16, 1968

The regular plan commission meeting was called to order at 9:57 p.m.
C. Giebelhausen moved to approve the minutes of the public hearings
and the regular meeting of September 18, 1968, with the addition of
J. Hooper to the attendance roll. R. Axen seconded. All in favor.
PUBLIC HEARING #1: Request for annexation to Buffalo Grove with special
use for construction of church and school.
R. Axen moved to recommend the annexation of the Kingswood Methodist
Church to Buffalo Grove, to be zoned R-1 with special use for construc-
tion of a church and school as per Exhibit A. C. Giebelhausen seconded.
All in favor.
PUBLIC HEARING #2: Petition to rezone from R-5 to B-1.
Mr. Hooper stated that if the request is recommended for approval, a
request for vacation of 40 foot frontage would be needed.
N. Kortus moved to recommend to the Village Board that the request for
rezoning be denied. C. Giebelhausen seconded. There were four yes
' votes and 1 abstention (H. Cimaglio) .
Mr. William Farrington was present to show a plan for the future
Buffalo Grove bank building at the corner of Buffalo Grove Road and
Dundee Road. Mr. Farrington presented a drawing showing the proposed
location of the bank building, and this was presented to the Board as
Exhibit A.
C. Giebelhausen moved to recommend approval of Exhibit A (Bank of
Buffalo Grove) to the Village Board with provision of a 50 foot road
dedication on both Buffalo Grove Road and Dundee Road. R. Axen seconded.
All in favor.
R. Axen moved to adjourn the regular plan commission meeting to 8:00 p.m.
on October 23, 1968. H. Cimaglio seconded. All in favor. The Plan
Commission meeting was adjourned at 10:38 p.m.
