PLAN COMMISSION MINUTES REGULAR MEETING -A4 5, 1969 Attendance: Fabish R. H. Brown M. Stearn M. Krugly J. T . Finnegan R. Knoeppel N. Kortus J. Guidotti �,. The meeting was called to order at 8:07 P.M. J. T . Finnegan moved to dispense with minutes of previous meeting because of absence of the secretary. Seconded by N. Kortus. Passed unanimously. A comprehensive report was submitted by J. T . Finnegan and R. H. Brown on a study conducted relative to a request by the Raupp Disposal Company for an exclusive franchise or contract with the Village of Buffalo Grove for scavenger service. The report contained data on similar type service in other communities in the area and recommended that the Village enter into a contract agreement for the Raupp Disposal Company to provide scavenger services for all residential, commercial, industrial and municipal facilities in the village and give consideration to including the scavenger service charges with the ',later and Sewer billings . J. Guidotti moved to accept the report and present it to the Village Board. Seconded by M. Trugly. Passed unanimously. N. Kortus discussed the trailer parking ordinance survey that he made of the surrounding villages and said that copies of their ordinances will be sent to the Village office. A discussion was held on a letter request from Mr. Friedman for permission to use unmarked sewer covers in lieu of the covers that include the village' s name as now required. Basis for the request was the time delay in °I'D-tailing marked covers . R. H. Brown moved to table this item until the next meeting. Seconded by J . T . Finnegan. Pa sed unanimously. brief discussion was held on obstructions caused by gateways to subdivisions and the changes made in lowering the height of the walls at Bernard Drive and Arlington Heights Road. Action was held over to the next meeting. Chairman Fabish mentioned that the Plan Commission will soon be reviewin-g a request or annexation of the Arlington Country Club which will include the probybosed construction of condomitrtimras along Dundee Road. Respectfully Submitted, 4:Jogor- Guidotti Acting Secretary .ce e t1a1 y J, 1969 PLAN COMMISSION REPORT SCAVENGER SUBCOMMITTEE The subcommittee of the Plan Commission assigned to investi- gate and prepare recommendations on Mr. James Raupp's (Raupp Disposal Company) petition to enter into an exclusive contract and/or franchize agreement for scavenger service with the village of Buffalo Grove presents the following data: I. Communities/Village's considered in the survey: 1. Mt. Prospect 7. Northbrook 2. Glenview 8. Arlington Heights 3., Elk Grove 9. Hoffman Estates 4. Highland Park 10. Palatine 5. Prospect Heights 11. Park Ridge 6. Mundelein II. Specific points considered in the survey: (See attached chart) 1. License availability • 2. Frequency of Pickup 3. Type of service 4. Charge • III. 1968 Financial statement of Raupp Disposal. IV. Projected number of single family dwellings thru January, 1973 - 3886 homes. Source: Data supplied by engineering report on acquisition and rehabilitation of Buffalo Utility Company. V, Projected apartment developments and units thru January, 1973 - 7 developments totaling 3950 units. (Source: same as above) VI. CONCLUSION: It is evident from the graphic illustration that Buffalo Grove has high quality service at a reasonable cost. This conclusion was substantiated by conversations with residents of other • villages whose dissatisfaction ranged from the feeling •of slight inconvenience to real outrage. Particularly interesting were the comments of residents of Prospect Heights who were most satisfied with their former service (Raupp) and most unhappy with the current situation, (Wheeling) . ram-' • • It is strongly urged that the Plan Commission recommend to the Village Board the following: 1. The Village enter into an exclusive contract agreement with the Raupp Disposal Company for service to the Village for a period of not less than three (3) nor more than five (5) years. This contract is to be subject to the standard legal terms and conditions of. the Village of Buffalo Grove. 2. That this service extend to all residential and commercial units presently serviced by Raupp Disposal and all future residential and commercial and indus- trial developments constructed in the village. 3. That the financial committee of the Village Board investigate the actual costs of including the Scavenger Service Bill in the Water and Sewer Billing and any saving incurred be applied to a reduction of the per month cost per residential unit or service improvements such as pickup at front of attached garages or front building line. Li. That the present unlimited service be maintained for the duration of the contract. 5. '''While realizing that the cost of the service may require adjustment during the period of the contract • and Raupp Disposal may desire an escalation clause, it is urged that this be tied to a recognized norm such as the Consumer Price Index. 6. That the Garbage and Rubbish Ordinance #0-60-11 be reviewed and updated by a committee consisting of the Health and, Welfare Commission and the Village Manager, William Bannister. 7. That the Raupp Disposal Company will provide at no charge complete service to all buildings owned by the Village within the Village, designated street litter baskets, and all churches within the Village. After review by the whole commission, it is unaminously recommended that the Village Board enter into an agreement with the Raupp Disposal Co. I wish to publicly commend Mr. Finnegan and Mr. Brown on their fine report. This caliber of work will certainly contribute much to good village operation. MANHOLE FRAMES AND COVERS: There will be a final report after the next commission meeting. ENTRANCE GATES: The gate at Bernard and Arlington Heights Road has had 3 courses of brick removed to lower its height. If the height as now altered can be maintained, the commission finds it acceptable.
