1969-08-06 - Plan Commission - Minutes PLANNING COMMISSION OF BUFFALO GROVE August 6, 1969 Attendance: Absent: J. Guidotti H. Cimaglio M. Krugly N. Kortus B. Berth D. Zitzewitz M. Hoyt C. Genrich R. Kneppel - Architect The meeting was called to order by the temporary chairman Bud Berth at 8:15 p.m. Minutes of the July 16, 1969 meeting were approved with the correction of the total number of units in the Mi]jcreek De- • velopment being 540 rather than 560. Mr. Michael Krugly moved that the minutes be approved as corrected. Mr. Hoyt seconded. The motion carried. There followed a discussion on the dangers of plants and hedges on corner lds, as such plant life may obstruct vision around corners and thus be a traffic hazard. At the close of the dis- cussio the following motion was made by M. Hoyt. Motion to submits exhibit "A" which is hereby attached to these minutes as the recommendation of the Planning Commission as to what an ordinance limiting the height of hedges bushes and fence screenings on home property boarding street intersections should include and the Planning Commission recommends that the Village Board of Trustees inst ct the Village Attorney, Richard Raysa 'to draft an ordinanc n embody those provisions as set out in exhibit "A". The motion was seconded by B. Berth and carried on a unanimous vote. There followed a discussion of the fact that neither R-9 zon- ing nor O-R zoning had any adequate height limitations. It was pointed out that 0-R zoning height limitations were 75 feet and that there was no height limitation at all as to R-9 zoning for multiple family dwellings. After discussion the following motion was presented by M. Krugly. It is moved that the Planning Commission recommend to the Village Board of Trustees that section 10 of article 10 be amended to add the following provisions to be designated section 10.3 - 1. (Build- ing height for multiple family dwellings uses) . Within the R-9 district, the maximum height of multiple family dwellings shall be determined by use of floor area ratio; however, in • no event shall height of a multiple family dwelling exceed 42 feet exclusive of elevator penthouse•, stairheads and other mechanical equipment facilities. Motion was seconded by B d Berth and carried on a unanimous roll call vote. 4 41 It is the Planning Commissions feeling that immediate approval of the Amendment will be beneficial to the successful continua- tion of planned growth of the Village of Buffalo Grove. The following motion was presented by Bud Berth. The Planning Commission once again requests the Village Board for secretarial assistance for the purpose of: 1. Taking minutes at the Commission regularly scheduled meeting and workshops when required. 2. To prepare such reports, exhibits and other secretarial work as would be required by the Commission. As a designation the Commission member to preform the above men- tioned duties greatly restricts participation in Commission bus- iness, the Planning Commission requests such secretarial assis- tance be made available immediately. This motion was seconded by M. Krugly with a unanimous approval. 44.1 The probable adOe.nda for the next regular meeting of the Plan- ning Commission to take place on August 20, 1969 will include the following items: 1. Rezoning on single family dwellings in area within 1.5 miles of Buffalo Grove currently unincorporated. 2. Possible final approval of the Collendac project. 3. Trailor ordinance. At this point a duscussion took place with the following result. It was offically noted that the Plapnng Commission is authorized to have nine members. It was further noted that the Planning Commission currently had only eight members of which four were present and therefor there might not be a quorum. On motion duly made and seconded the meeting was unanimously adjourned at 9:45 p.m. Respectfully submitted, Merrill C. Hoyt • Secretary 1r Action on the Village Board's referral of the request for Plan Commission action on hedges, bushes, fence screening on property adjacent to street intersections. The Plan Commission recommends the passage of an ordinance to limit the height of hedges, bushes, and fence screenings (ie.: plantings along fences such as vines, etc.), not to include trees, adjacent to sidewalks, curbs or exterior boundary lines of homes or properties bordering street intersections. SMALL (1) The height of these above mentioned plantings not exceed three (3) feet for a distance of 50 feet in each direction from the corner of the property bordering a street, highway, or roadway intersection. (2) Plantings in Parkways on corners shall also be included in this ordinance. (3) T-1 .s distance from the curb or roadway edge to the hedges or plantings covered by this ordinance shall be those hedges or plantings within 20 feet of the curb or parkway edge.
