Sisson-Engineer The meeting was called to order at 8:05 p.m. by M. Krugly. It was J noted that Mr. Howard Mendenthall of 505 Widner Drive (ph. 537-6841) was attending his third meeting as a perspective member of the Plan- ning Commission. t-f M - aez• r 0 Donald Zitzewitz moved that the minutes of the meeting of September 3, 1969 be approved with the following corrections - that Lot 19 of Unit 12 appear to be 8,706 sq. feet whereas our zoning ordinance requires 8,?50 sq. feet per Lot, however more accurate computation showed the lot to be in compliance; the length of Block One was also corrected to 3,011 feet instead of 12011 feet. It was announced that at the meeting of October 1, 1969 would be an open public meeting. It was also announced that further discussion of an R-9 height limi- tation would be tabled until more time was available to discuss it thoroughly. The next item of business was discussion of a trailer ordinance. A straw pole was taken and it was decided that trucks not be included in the trailer ordinance and the trailer ordinance refer only to recreational vehicles and perhaps mobile homes. J. Guidotti motioned that a ordinance be drafted regulating the parking of re- creational vehicles, trailers and perhaps mobile homes. Bud Berth seconded. The motion carried over the descent of M. Hoyt. To facil- itate the drafting of such an ordinance D. Zitzewitz was appointed as chairman of the committee comprised of J. Guidotti, S. Haarr and M. Hoyt. Next item of business was final approval of Strathmore Units 11, 12 and 13. Mr. Charles Wolff of Levitt and Sons was present. It was noted by the members that the culdesacs radius remained unchanged and still were 50 feet though our ordinance calls for a 60 foot ra- dius in caldesacs however, it was also noted the street radius of 67 feet of paved concrete was in compliance. Engineering reported that there was some variations from the code but that Ha4ttts Engi- neering recommended approval dispite thq slight variations. The variations related to certain block gratiing problems as ell 0,7 a some drainage ditch construction. q Charles Wolff commented that Levitt may put in an energy dissipater in conjunction with the drainage ditch. The absence of crosswalks was again brought up and this brought about a discussion relating to the lack of school sites for the Kildeer School District. Dr. Jantzen made a presentation on behalf of Kildeer School District. Mr. William C. Hitzeman, Superintendent of the School District was also present. A letter briefly stating the Kildeer School Districts position is hereby attached and made a part of these official minutes. The Planning Commission requested the Village Engineer to obtain from the Post Office a letter of approval as to street names and numbers in Strathmore Units 11, 12 and 13. After further discussion the following motion was made by M. Hoyt: move that the Planning Commission disapprove the final plat of Strathmore Units 11, 12 and 13 due to non-compliance with roprovisions of sub-division regulations as follows: 1. Absence of five stone monuments, three monuments located at the Northwest Corner of Unit 11 being missing as well as monuments located at the Southeast Corner and South- west corner of Unit 12 being missing. 2. Absence of a crosswalk on Block 23 of Units 11 and 12 on u the South Side of Alden Lane; it being the recommendation of the Plan Commission that the lack of another crosswalk on Block 1 of Units 12 and 13 be waived as lack of that crosswalk. This physically not feasible of remendy. 3. Sub-division regulations requires 60 foot culdesacs radius and the plat of Units ,r12 and 13 show all culdesacs with only 50 foot radius: the recommendation of the Plan Commission that the requirements be waived as the paved ra- dius of the street surface does comply with Sub-division re- gulations. On roll call vote only Donald Zitzewitz voted no the others voted yes. There followed some discussion among the members of the Planning Com- mission of the request of Kildeer School District for School sites to be provided in Strathmore Units 11, 12 and 13. It was then moved by C. Genrich that the Plan Commission recommend the Board of Trustees to take whatever measures possible to assist the School District in ac- quiring two additional school sites for Kildeer School District #96 so that public educational facilities will be available for the growing Lake County residential area of the Village at the earliest date pos- sible. Motion was seconded by Don Zitzewitz and carried unanimously. C. Genrich then presented to the Planning Commission a rough draft of a letter supporting the development of a Cook County Planning Department. The letter is hereby attached to and made a part of the minutes of this meeting. It was decided that the rough draft be put in final form and sent out to the interested parties. There followed some further discussion of Strathmore Units 11, 12 and 13 especially the necessity of screening the Arlington Heights Road a- long the west boundary Units 11, 12 and 13 and the north boundary of Unit 11 along Route 83. Charles Wolff representing Levitt and Sons committed Levitt and Sons to the continuation of such screening. Discussion of the Widener area and the Cambridge area as to rezoning the lower density followed and the committee of Hoyt and Krugly were appointed to obtain the legal descriptions of those areas. Donald Zitzewitz then moved that J. Guidotti be reappointed for one year term to the Plan Commission and after being seconded the motion carried unanimously. The Plan Commission then looked over plans for an area called Ryans Sub-division located at Hins Road and Showenbeck Road which is lo- u cated within 1.5 miles of the Buffalo Grove limits and approved the zoning of single family residential. At 12:00 midnight the meeting was adjourned to reconvene on September 24, 1969 at 8:00 p.m. On September 24, 1969 at 8:07 the meeting of the Planning Commission of Buffalo Grove recommenced. Present at the meeting were M. Hoyt, J. Guidotti, M. Krugly, B. Berth and D. Zitzewitz. Absent were S. Haarr, C. Genrich and N. Kortus. It was announced that the resignation of N. Kortus had become effective. The Plan Commission then set October 22, 1969 as the date for public hearing on a piece of property located North of Checker Road between Buffalo Grove'Road and Route 83 on the east side of Buffalo Grove Road for annexation, said property to be zoned R-9 as to 10.4 acres, B-3 as to 12.5 acres and B-1 as to one lot. Motion was made by B. Berth, seconded by M. Hoyt and carried unanimously and the October 22, 1969 public hearing date was set and it was ordered that publication be made in time for that meeting. It was also suggested that as a matter of policy of the board that no decision ever be made the night of a 'public hearing as to accept or or reject annexation of a piece of land discussed at the meeting. J. Guidotti was appointed to draft an amendment relating to the paved area required in culdesacs with special attention to be paid to crown height. On motion of Donald Zitzewitz and seconded by J. Hoyt Secretary J We have noted with keen interest the Board's recent decision to move ahead in the establishment of a Cook County Planning Depart- ment. As one of many, many municipalities striving to do a good job in planning and development and trying to maintain an orderly growth process within its municipal limits, we have been concerned for quite some/ime that the development in the unincorporated areas of Cook County have not had any overall direction or coordination. The fact that numerous private builders, and even, for that matter, the various Cook County agencies have operated in a vacuum for number of years has been a deplorable situation. The Board is to be commended highly for its decision to move ahead in planning. We want you to know, also, that if there is any way we can assist you in bringing this conception to actuality, we would be more than glad to lend a hand. HITZEMAN R. 2, BOX 266 SUPERINTENDENT PHONE NEWTON 4-3074 September 16, 1969 Mr. Michael Krugly Chairman, Planning Commission Village of Buffalo Grove 150 Raupp Avenue Buffalo Grove , Illinois 60090 Dear Mr. Krugly: At the Regular Meeting of the Board of Education of Community Consol- idated School District No. 96, Lake County, Illinois, held on Monday, September 8, 1969, at 8:00 P.M. at the Kildeer Countryside School, the Board of Education voted to request your Commission and the Village of Buffalo Grove to give serious consideration to obtaining for School District 96 a site of approximately 15 acres in the Strathmore II area for educational purposes . The Board of Education is specifically referring to the 100 acre site on the southeast corner of Route 83 and Arlington Heights Road that is under planned development by Levitt and Sons. Such a site would be necessary for our school district in order to provide adequately for the education of the children that will be moving into such a development. As you know, the largest portion of the tax dollar goes towards the local school system/s. One of the primary reasons for people moving into one area and not another is the school system. A good school system requires adequate sites on which to locate and build its schools. With such facilities, a community becomes more desirable and prospers. It is the sincere hope of the Board of Education that your Commission and the Village Board will not overlook the importance of a good school system in a community and give our request very serious con- sideration before approving any final plats for the development in Buffalo Grove.
