The hearing started at 8:10 P.M. M. Krugly read a copy of the Public
Notice of the hearing which was published in the Wheeling Herald,.
Sept 15, 1969. It concerns an application by the First National
Bank and Trust Company of Evanston, Trust No, R-1410, for pre-
annexation zoning of 31.1607 acres of land immediately North of Lake-
Cook Road and East of Arlington Heights Road. The petition requests .
to have 3.9788 acres in the B-2 General Retail District and 27.1819
acres as planned residential development in the R-9 Multiple Family
Dwelling District.
The following witnesses were sworn in:

Mr. Smith, presented the following exhibits: '
Exhibit 1 pages 2 and 3 of insurance commitment, showing title,
Trust No. R-1410.
Exhibit 2 - letter from 1st National Bank and Trust of Evanston
to Mr. Zaltzman.
Exhibit 3 - Plat of Survey
Exhibit 4 - letter of Sept . 29, 1969 from Mortgage Bankers.
The first witness was Mr. Hillman who presented a brief history of
Chesterfield Builders, described the property involved in the.petition
and the surrounding property and described its planned use. There
will be 435 apartment units (40% - 1 Bedroom and 60% - 2 Bedroom)
with rental structures of $190 to 0205/month for 1 BR and s 240 to
260/month for 2 BR units. He said the density of 16 units per acre
is much less than permitted by R-9 zoning, that the management will
maintain the roads, perform snow removal, etc. , and that they desire
to start the development as soon as possible.

second witness was Mr. Balaban who 3ummarized his firm' s oxi,-elenco
in designing planned dovolouments He presented Exhibits 5,6 and 7
which are architects sketches of the planned development. . He said
f the 1 DR units will have 750 SF of floor space and the 2 BR will have
1000 SF; building area coverage will bo about 19.5% and floor area ratio
is about .38 versus 1.5 allowable; about 54% of. the site will be used
for recreational area; 650 parking spaces (1- per unit) will be provided
versus the 1 per unit required; the buildings will be about 21 feet high.
The third witness was Mr. Spies who gave a briefing on the water, sanitary
and storm water systems. He stated that all systems are adequate to
serve the development . An 8 inch water main is available at Lake-Cook
Road and 10 inches south of there; sanitary sewer is available on
Checker Road but the sanitary sewer will have to go north about 1000 feet
including running under the creek by means of a lift station; storm
sewer will run on east side of the development and drain out at the
north east corner to Buffalo Creek.
The fourth witness was Mr. Berliant who gave a briefing on the Institute
of Urban Life and presented copies of e. 'report (Exhibit 8.) dated July 25,
1969 entitled "The Financial Impact .of the proposed Apartment -Commercial
Development on the Village of Buffalo Grove, Illinois and Public School
Districts 96 and 125." He summarized the report and the procedures
used in making the analysis.
M. Krugly brought the developers attention to the fact that Lake-Cook
Road will become a limited access highway and may present a problem
in the planned accesses to the development.
C. Genrich requested information on what was being done about donating
•L 10% of the land area for public use as prescribed in Section 9 of the
Subdivision Regulations. Mr. Smith noted that the pre-annexation
agreement provides for donation of 100/unit and that recreation facili-
ties are included in the development. He suggested that the plan
Commission recommend a waiver of the requirement for dedicating streets
and donating land.
J. Guidotti noted that no recreation facilities are shown for small
children and that sidewalks are not being provided to permit egress
from the development for school children.
Questions were solicited foo the audience.
a. Mrs . Dorothy Berth asked whether the builder's would provide
"tot lots" for children if the 10% land donation were waived. Mr. Balaban
said that plan equipment for children will be provided. Mrs . Berth
also wanted to know what is planned for the business area. Mr. Balaban
said they have no definite plans at this time and they will be based
on eventual demanO.s of the area residents and by what will be included
in the planned business area south. of Lake-Cook Road.
b. Dr. Jantzen, Kildeer School Board, requested whether the land
north of the planned development is controlled by Chesterfield Builders.
AMr. Balaban said that it is not. Dr. 'Jantzen also suggested that
provisions be make for egress to future school sites. Arrangements
gill be make for a meeting - between the builder and the school board.

road widening.
B. Berth moved to adjourn the hearing; seconded by C. Genrich; it
passed unanimously; hearing was adjourned to 10:27 P.M.

The meeting was called to Order at 10:45 p.m. , immediately fol-
lowing a Public Hearing on Annexation. The approval of minutes
of the last meeting was tabled until the meeting to held on
October 15, 1969.
There followed some discussions on the Chesterfield Development
espically as to the adequacy of water and sewers and as to the
possibility of the business area being zoned as B (3) .
Some discussion of property to be up for Public Hearing on Oct-
ober 22, 1969 then took place. It was also suggested that in
that case there might be inadequate water and sewerage facilities.
There may also be a continuity problem as to Annexation.
M. Hoyt then moved that the Public Hearing on land owned by
the Wheeling Trusteunder Trust Number 723 be held on November
12, 1969 at 8:00 p.m. , as to Annexation. The motion was seconded
by Bud Berth and carried unanimously.
John Guidotti moved that paragraph eight (8) (d) (1) of Section
eight of the sub division regulations be Amended with regard to
Cul de Sac to read as follows - Cul de Sac shall be paved to have
a diamlter of 87 feet and a crown of 10 inches. Stan Haarr sec-
onded the motion and it carried unanimously.
On motion duly made and seconded and unaMously carried the
meeting was adjourned at 11:30 p.m.
