1969-10-15 - Plan Commission - Minutes VILLAGE OF BUFFALO GROVE PLAN COMMISSION October 15, 1969 Attendance: Absent: J. Guidotti - B. Berth ---- • M. Krugly C. Genrich— ( EX OFFICIO MEMBE ) D. Fabish ( EX OFFICIO MEMBER ) The meeting was called to order at 8:07 p.m. On motion duly made seconded and unanamously carried the minutes of the meeting of September 17, 1969 were approved with the following corrections: Item3 on page 2 of those minutes the word "better" should be rewritten as"it being" . On motion duly made seconded and unanamously carried the minutes of the October 1, 1969 meeting of the plan commission were approved. On motion duly made seconded and unanamously carried the minutes of the public hearing of October 1, 1969 were approved with the following correction: That correction being near the bottom of a e 1 of those minutes 40% being corrected to read "no less than 0% 1 bedroom and no more than 60% 2 bedroom" . The desirability of an R9-height limitation was brought up for discussion. Mr. M. Hoyt suggested that the floor area ratio of 1.5, which is already there may be an adequate built-in height limitation. Since the floor area ratio was 1.5 if a building covering 25% of the surface of a lot were constructed the building could be no taller than six stories high and still be within the 1.5 limitation. Krugly is able to obtain legal descriptionnof the land involved. • PAGE 2 Next item of business was the Chesterfield Annexation proposal. The Chesterfield representative reiterated their position that they were desirous of a B2 zoning rather than a B3 zoning in the area which they intended to develope f r business. However, they did agree that they would covenant Abefollow most of the B3 requirements but that they would be unable to present a single plan at one time because they could not predict what type of occupancy would be required in that business area. Their position was that as the demand developed in the area the necessary shops would be provided. After further discussion, M. Hoyt presented the following motion: That the planning commission recommends approal of the Chesterfield (1st National Bank & Trust Company of Evanston as trustee) zoning proposal with the understanding that: (1) the developer in developing the B2 area will deveope that area with single ownership, architectural integrity, and the development plan of said area will be submitted to the plan commission for approval. (2) Further, this recommendation is based on the presentation made and exhibits submitted by the developer at public hearing held on October 1, 1969. (3) further, that at the time of submitting preliminary plats to the plan commission, the developer will submit a report from his engineer as to the necessity of water-retention on the property. The motion was seconded by D. Zitzewitz and carried unaminously on (4-0 ) role call vote. There followed some discussion of master plan development as to zoning recommendations in areas not yet incorporated but adjacent to the village. Further discussion was tabled to a later date. It was presented to the plan commission a request for a fence ordinance variation on lot 290 in Cambridge, the street address being 1172 Downing Road owned by Charles Pugh. On motion duly made seconded and unanimously carried hearing on this matter was set for November 5, 1969. Stan Haarr was appointed to distribute notices to the surrounding neighbors.
