In response to a query for questions from the audience, Mr. James Schroeder, 467 Forestway Drive, Buffalo Grove, made the following carne tS . He expressed concern withthe procedures being used in this hearing and invited the Man Commission members altention to c. publication entitled "Guide for •Zoni n`; Administration in the State of Illinois" which he said contains the basis for zoning and re-zoning property and that the guidance therein should be used. IIe cautioned against s- ot zoning and stated that consideration must be given to the Village ' s Comprehensive Plan and the• provisions of Article MIX of the Zoning Ordnance which provides for penalties for violations of the Zoning Ordinance. There being no other questions or comments, the hearing was adjourned.at .47 P.M. At 3 :50 P.M. , a second public hearing was called to order with the same above mentioned members in attendance and the same witnesses as . ercv .ously sworn in. M. LAME 303302 Loftus presented background information on Mr. Bablarz including information on his single family developments in Iheeling and Meant 7rospect . Ho then submitted Exhibit C which is a Site .)1= coa 9-11-69 by Fletcher Engineering Co. , Drawing No. 69-95 and. cx-lained that the development will have 156 units (50% 1-BR and 50% 2-2H) . He said the drives and parking areas will be private property and no municieal responsibilities with regard to those will be recuired. Mr. Fletcher presented the following data on the development : 433,02 SF will be in the R-9 portion; 47,760 SF will be the 121,590 S2 will be for drives and parking (240) spaces) ; 2$ ,:33 31 • will be lawn area; buildings will be 2.?.; stories (about 32 feet) above • ground level; first floor will be about 2 feet below ground level ; there will be 3 floors of living area per building; exterior walls will be solid masonry construction. 2avlovich submitted Exhibit 3-architectural design drawings (:wg No. 6915) prepared by Dewey, Paviovich and Larson, Inc . , Chic:-.go . He stated the design provides for 6 apartment units per building. Loftus stated that they plan to start construction next spring if utilities are available and that it would take 2 to 3 years to complete it. In reply to ouery from M2. Krugly about donation of of land. for • Park and school purposes , Mr. Loftus stated that a park will be -,Drovided within tho development and ' hat Kr. Babiarz would make a financial donation to the School District. AO sugested that conr;ideration be given to the V' llo-el - Con-rche-Isive plan, the preponderance of multi-family developments in the vl- age, the fact that there is no means of controlling the number of 7eo7e that live in apartments, the school district, spot zoning, and. Article XIX of the Zoning Ordinance. Concerning the B-3 business portion, Mr. Loftus stated that it would contain a 10,000 SF shopping building, a 500 seat theater, 5500 s'? medical building, 300 seat restaurant and a Gas station (Leased) .
