The meeting was called to order at 8:15 p.m. It is noted that Mr.
Decker, the Village Manager was in attendance at this meeting. On
motion duly made seconded and unanamously carried the minutes of
the meeting of October 15, 1969 were approved with the followin
corrections : In the fourth paragraph of said meeting the words
Chesterfield Research Facilities were amended to read Chicago
Home Builders Association Research Facilities. In that same para-
graph the phrase Official from Chesterfield was amended to read;
Mr. Hillman, Vice President of Chesterfield. The first word in
line two of the fifth paragraph was amended from were to where.
In the fifth line down from the top of page two the word the between
the words covenant and follow was amended to read to.
Approval of the public hearingninutes of October 22, 1969 was
tabled to the next regular meeting of the Planning Commission.
There followed a Public Hearing on the request for a variation in the
Fence Ordinance made by Charles Pugh of 1172 Downing Road, the
property involved being lot 290 in Cambridge. Neighbors from the
area were also present at that meeting to voice their views. in
brief, the Fence Variation requested was permission to. extend a
Fence 19.3 feet beyond the building line in the/front >yard of the
home. For both esthetics reasons and reasons of--safety the Plan
Commission voted to disapprove the variance requested. Motion by
John Guidotti and seconded by Merrill Hoyt to recommend disapproval
of the veriance requested to the Village Board of Trustees. On
roll call vote, Carl Genrich abstained all the rest voted approval
of the Motion.
There then followed a discussion as what action was to be taken
concerning the Public Hearing held October 22, 1969. M. Hoyt made
the following motion "move to disapprove zoning requested on the
Clemente property for the reason that it fa4s., to conform with
B (1) zoning ordinance as to minimum acreage 'dcquired. That motion
was seconded and carried unanamously. .It is noted that no action
was taken on the property known as Babarts property for the roes .
it is no longer contiguous to the Village in light of disa rova
of the Clemente property.

There next followed a discussion as to those areas in the Village
\w/ Zoned R (7) and R (9) but which are actually built as single family
dwellings . In that regard the follol;ing motion was presented by
M. Hoyt moved that we recommend to the Village Board of Trustees
to institute rezoniz procedures as to those areas in Cambridge
and Weidner Subdivision currently zoned H (7) and R (9) to a use
more harmonious and ce;:lpat,,zble with its current actual use. The
motion was seconded by Stan Haarr and carried unanamiously.
It was then announced that there would be a Public Hearing next
week concerning annixation of the property known as the Wheeling
Trust Property. It was also noted that the next regular meeting
of the Planning Commission will take place on November 19, 1969.
Don Zitzewitz suggested that the Fence Ordinance be redrafted so
that in the future, such Public Hearings relating to veriance on
Fence Ordinances be heard by the Zoning Board of Appeals rather
than the Plan Commission. Further discussion on this matter was
tabled til next meeting.
On motion duly made seconded and unanamiously approved the meeting
adjourned at 10:21 p.m.

November 5, 1969
The Plan Commission held Public Hearings on the
Clemente and Babiarz pre-annexation zoning requests on
October 22, 1969. A copy of the minutes of those hear-
ings is enclosed with this report.
A hearing was held by the Commission on a request
for a variation in the Village fence ordinances. The
request was made by Mr. Charles Pugh, 1172 Downing
Road. The property is lot 290 in Cambridge Unit 6.
Neighbors were present to voice their views. A copy
of the plat enlarged to 1/8 scale and showing the ad-
joining property to the west is enclosed with this
report. The shaded area is the area th-t would be af-
fected by a variance. The fence would extend some
19 feet beyond the building set back line at the side
yard of the home. By a vote of 5 ayes, 0 nays, 1 abstension,
the Plan Commission voted to disa=ove the request for
a variance sits ng esthetics and safety as reasons for the
denial.
After discussion of the Public Hearing held. October 22,
1969 on the pre-annexation request for B-1 zoning by
Sylvia Clemente, the Plan Commission by a vote of 6 ayes,
0 nays, voted to deny B-1 zoning because the property
does not confor a to ordinance requirements of 1 acre
minimum area. It will be noted that no action was
taken on the Babiarz property zoning request because
this property would no longer be contiguous to the
village in light of the disapproval of the Clemente
property.
The Plan Commission recommends that the Viilare
Board of Trustees institute rezoning procedures as to
those areas in Cambridge ap4 eidner subdivisions that
are currently zoned R-7 and R-9 to a use _ore harmonious
and compatible with its current use. A copy of the
properties affected is :.ncluded wLth this report.
Village Manager Decker has been asked by the Commission
to redraft our fence ordinance so that in the future any
request for variations will be channeled through the
Zoning Board of Appeals rather then the Plan Commission.
A report on this ordinance will be fo bhcoming.

but there are only two houses located there, one occupied and one
under construction.
