The meeting was walled to order at 8:15 p.m. . .Howard Mendenhall
moved that the minutes of the Meeting of December 3, 1969 be approved
`, as written *Bth the exception of noting that Dave Ruley ( Building
Inspector ) was present. Donald Zitzewitz seconded the motion. All
present voted yes except forte. Hoyt who abstained.
John Guidotti moved that the matter pertaining to Dick Brown' s
condominum project be untabled and Stan Haarr seconded. The motion
carried unanamiously.
There then follow+ld a discussion of a possible height limitation
in R-9 zoning areas. The Village Attorney pointed out that there is
a height limitation of 35 feet or 2.5 stories which diver is lower, on
attached single family dwellings. The Village Attorney then noted that
he interpruted a condominum as being attached single family dwelling
and in with our zoning ordinance and therefore limited in height to
35 feet or 2.5 stories. Jim Schroder of the Strathmore Home Owners
Association pointed out that condominums have been interprwited in
all other jurisdictions as being multiple family dwellings. Dick
Brown pointed out the same thing.
../ James Mitchell, an Attorney representing some of the concerned
citizens in Cambridge that indicated that he was in agreement with
the interpretation of the Village Attorney and further pointed out
the problems that exist as to water and sewerage and suggested that
the absence of adequate water and sewerage the apartment would not
conform with our regulations which require functioning facilities.
Mr. Lenz, a resident of Cambridge then spoke and informed the
Plan Commission that Dick Brown informed him that there were going
to be a maximum 0e two stories to these buildings, built on the
area adjacent to Cambridge.

zoning through out the entire Village claiming that all might be
subject to reverseA1as the Village Zoning Ordinance itself pur-
ports to establish a predominent residential community. Mr.
Richard Henrich of Cambridge suggested that a Public Hearing
be necessary in order for a decision to be reached. Mr. Leo
Anderson questions the number of units that are to be put in the
proposed Brown Condominum development. Mr. Moffett asked what
towers the Planning Commission had and he was informed that we
were merely an advisery body. Mr. Gordon Tierney suggested that
the current Village Zoning map was inadequate and he was told that
a new zoning would be published probably by March 197O. Mr. Earl
Marshall of Cambridge asked what the alternative was to the current
Amendment sought by Dick Brown. He was informed that the Dick
Brown currently had approval to put up apartment units having
550 units made up of 4 ( #story) Y shaped buildings and some townhouse
units. Mike Terry of Cambridge question Dick Brown statement
that the structure of the condominum would be more beneficial to
the Village than the apartments Mr. Milt Commings of Cambridge
was adamently against a seven story building and said he would
not be upset with the four story apartment buildings. He claims
that the condominums were seven stories because one story was
under ground. He also questioned the likelyhood that there would
be few children living in the condominuns. Mr. Frank Mc Cue from
Cambridge stated that the property value of homes surrounding
such an area would have to fall. Mts. Jean Clifford of Cambridge
questioned projected water service in the area espically in light
of the difficulty had in Cambridge last summer no water pressure.
After hearing all of the comments from people present at the
meeting and based on the opinion and Legal interpretation of the
Village Attorney, Dick Baca, that what Dick Brown is really seeking
is a Zoning Amendment, Merrill Hoyt made the following motion: It
is moved that the Plan Commission recommend to the Board of Trustees
amend Village Ordinance Number 68-42 by substituting exhibits AA
BB, and CC in place of exhibits A, B and C. Mr. Howard Mendenhall
seconded the Motion and roll call vote the Motion carried five -
fo$.r and one against the against vote being cast by Stan Haarr.
After a brief recess, the meeting continued. It was announced
that the Clemente property annexation problem had been tabled by
the Board of Trustees it was also announced that action on the
aii1d0D ,C.14en-Date 7-11 project had been deferred. It was announced that the
location at Lake Cook Road was presently being negotiated by the
Village with County Officials. It was noted that Mr. Walker from
Cambridge was attending his second Official Meeting it was also
noted that Mr. Larry Gamm of Lake County Strathmore was attending
his third official Meeting as a prosective member of the Plan Com-
mission. John Guidotti then moved that the name of Lawrence Gamm
be submitted to the Board of Trustees as proposed member of the Plan-
ning Commission. Howard Mendenhall seconded the Motion Carried
unanimously.
Howard Mendenhall then moved that the Chairman Appoint sub-
committees to investigate surrounding unincorporated areas of the
Village for the purpose of formulating a Master Zoning Plan for

land use should those areas be presented for annexation. Merrill
Hoyt seconded and the Motion carried unanimously.
It was announced that at the next regular meeting of the Plan
Commission would be January 7, 1970 at 8:00 p.m. The proposed
adjenda for the meeting is as follows:
1. Changing the time of the Plan (Commission Meeting.
2. Goien Dec aoL1 p ft c
3. Possibly a Public Hearing as to the Amendment sought by
Dick Brown.
Carl Genrich moved that the meeting be adjou ied, Merrill Hoyt
seconded and the meeting at 11:00 p.m. the meeting adjourned after
a unanimous vote.

The problem of flooding on University Drive has not been

system of the residential district of Cambridge (thereby. in-
creasing the flooding)? Las it been established as to. who was
at fault for the condition that exists today on University Dry ve?
This new development would indeed be an additional burden
on the uffalo Grove Utility Company. Did the
DistrictPlanning Commission .
seek the advise of the Metropolitan Sanitary so • {Yha t/
there would not be. any doubt as to the utility company 's capa--
bili ty in handling this sewage? If the utility company cannot
handle this problem, what does the village plan on doing? Has
it been taken into 'consideration what effects a lake would have
on the existing water table and drainage in this area? Do the
present zoning ordinances permit a lake or retention basin in
this area? ;:here would the excess storm water from the lake be
drained off?
\..., School District ,=21 has proposed a a.6 million referendum
to •construct a new school and two additions and the tax levy
would be increased slightly. This would include a ten-room
addition to the Tarkington School to help alleviate the present
growth. Have the village authorities consulted. with Supt. Gill
as to what impact the proposed Condom niu`°! complex would have

The function of the elected village officials is to represent '
the residents of the co .ianit Y, but lately it has been necessary
for residents to see& legal] aid for their own protection

had not been for the s IJ\ revealing the existence of widespread
violations in their development, nothing -,;ould have been done.
Do these elected officials represent the residents of Euff'alo
Grove or the developers? It is time now for the residents of
Buffalo Grove to scrutinize their public officials and these
developers. -
Since we will all be affected in sole : ay or another by this
new development, it is essential that all the fLczn be made
public and the elected officials be held accountable for their
actions.
