It was duly noted that Richard Heinrich of 635 South Patton Drive (541-2085) was attending his second meeting as a prospective member of the planning commission. Merrill Hoyt moved that the minutes of the meeting of December 17,1969 `./ be approved with the following corrections: Ed Fabish and Hank Cimaglio be shown as village trustees and not ex officio members; Richard Raysa be shown in attendance as village attorney; On pages two and three the spelling of Colandaq be corrected to read as here shown; That the word four as it appears in the last line of the first paragraph on page two be corrected to for; Stan Haarr seconded the motion and it carried seven for with Larry Gamm abstaining. The chairman announced that all future meetings would be conducted according to the following agenda; 1. Roll Call 2. Correction and approvel of old minutes 3. Communications and bulletins received G.. Reports from sub committees 5. Old business 6. New business 7. Questions from the audience. (As numbers 1 and 2 of the agenda are above reported, number 3 follows. ) 3. Communications and Bulletins Received A letter from G.J. Gdowski objecting to existing and proposed multi- family zoning was read. It was announced that Donald Thompson has been nominated for president of the Nohthwest Municipal Conference and Richard Decker has been nominated for secretary. Reports and Bills The village board decided to take no action on the proposed amendment to the annexation agreement with Richard Brown without a public hearing. A public hearing is now scheduled for January 21, 1970. The chairman then set up the following sub committees: a) Three prezoning committees were established to investigate and recommend land usage in the unincorporated areas surrounding the village. 1) All land north of Lake Cook Road - Hoyt, Gamm 2) All land south of Lake Cook toad and East of Buffalo Grove Rd.- Guidotti, Haarr 3)All land south of Lake Cook Road and west of Buffalo Grove Rd.- Mendenhall,Zitzewitz b)A zoning committee whose function is to determine how proposed annexations fit into the village master elan; and also to act as liason with the zoning board of appeals.- Genrich,Gamm4 Hoyt c)A resources committee whose function is to coordinate and ascertain the extent of municipal resources (i.e. water, sewage, flood plain et al), natural resources(i.e. trees, parks et al) with respect to proposed zoning. - Guidotti, Mendenhall d)A legal committee to act as liason with village attorney and to determine when his prescence at commission meetings would be desirable.- Hoyt e)A Northwest Suburban Communittee Planning Committee to act as liason with all Northwest area Planning groups.- Berth f)Public Relations Committee to act as liason with all civic groups, interested private citizens and communication media personel.- Berth 5. Old Business The inadequacy of the present zoning map was discussed and it was noted that the new map is to be ready by March 1, 1970. Rezoning of those areas in the village currently zoned multiple family and built single family was discussed. Legal descriptions of the properties involved will be obtained by Dave Ruley and he will discuss the problem of publishing notice with Raysa and Decker. It was reported to the Commission that no action has yet been taken as to Colandaq as Engineering Approval and County Highway Approval has not yet been `/ obtained. It was announced that work of drafting a new Zoning Ordinance and Master Plan would recommence in the near future. 6. New Business A second -wheeling Trust Pre Annexation Agreement was presented to the Plan Commission. After some discussion H. Mendenhall moved that the planning Commission take no action at this time on the Cholmondeley Development due to a lack of information. D. Zitzewitz seconded and on roll call the motion carried unanimously. Mr. Ruley announced that he would contact the developer at the Commission's request to set up a presentation of the plan to the Commission. The Commission next discussed the need for professional assistance in Performing its duties. Carl Genrich then presented the following motion: The Plan Commission recommends that the Village Board budget $20,000.00 so that professional planning services can be obtained during the next fiscal year XAXIEUXIAXICKUllifXz EUXXXXXXININ to render professional assistance to the Plan Commission in its work and to initiate a program of updating the 1961 Comprehensive Village Plan. D. Zitzewitz seconded and on roll call vote it carried unanimously. The next order of business was the currently existing vacancy on the Commission. It was noted that there are three applicants for that position. It was also noted that the Commission believes it to of some value to obtain a semblance of representation on the Commission of all sectors of Buffalo Grove. Richard Heinrich was then questioned by the commission and Feb. 4, 1970 was set as the day to interview the remaining candidates for the vacancy. Carl Genrich was appointed Vice-Chairman by *( Berth to serve as chairman in the absence of Mr, B. Berth. On motion duly made seconded and unanimously carried the meeting adjourned at 10:30 P.M..
