Correction and Am-royal of Past Mihutes Donald Zitzewitz moved that the minutes of the public hearing of January 21, 1970(The approved after correction in the spelling le Stan Haarr's name. Carl Genrich seconded and the motion carried unanimously. Merrill Hoyt moved that the nimutes of the Plan Commission meeting of January 21, 1970 be approved. Carl Genrich seconded and the motion carried unanimously. III. Communications and Bulletins The chairman reported that several planning services had responded as to what services they would provide and at what fee. The responses are now being studied.. The chairman announced that the Plan Commission meeting of March 4, 1970 is cancelled. It was a'so announced that Richard Brown and associates had withdrawn their prior request for zoning amendment and had submitted a new request identical to the old. It was also announced that notice has been mailed to surrounding land owners in conformity with vill- age statute announcing the new public hearing on Richard Brown and Assoc- iates proposed zoning amendment, hearing to take place on Feb. 25, 1970. Old Business Mr. Beaubien, on behalf of the benneficaries of a land trust (Wheeling Bank is the Trustee), thennasked the Plan Commission the status of their �./ annexation proposal. Mr. Hoyt then advised Mr. Beaubien that a new public hearing might be required due to the possible violation of a tillage ordinance which apparently requires mailed notice of public hearings on annexation and zoning proposals. Mr Beaubien then sated that he would confer with the village attorney and then report back to the Plan Commission. There followed a discussion of the village notice ordinance no. 66 passed Feb. 17, 1966 and published Feb. 24, 1966. The consensus was that an ordinance requiring mailed notice is needed but our notice ordinance may be too broad as to who is entitled to mailed notice. s;rt Mr. Hooper then presented to the Plan Commission the aigbt plans and density statistics pertaining to the Cholmondeley Development. A descrip- tive brochure was left with the commission. The ddvelonment is to have: 800 Town houses with garage: 275 two bedroom units $25, 000,00 425 three bedroom units $30, 000.00 300 Apartment units : 150 one bedroom units $20, 000.00 150 two bedroom units $25, 000.00 Density per residential acre will be 8.87 units/acre. Scheduled starting date is 1971 to be completed by 1976. Total estimated assessed valuation is 20 million. The village engineer indicated that the new zoning map was nearing c completirn and the first draft will be ready by the end of February. VI. New Business A first draft of pronosed By-Laws for the Plan Commission was turned over to M.Hoyt, Chairman of the legal committee. Further discussion was tabled until the next regular meeting ba the Plan Commission. The Commission next interviewed the five applicants for the vacant comm- ission chair. he applicants were: Robert Kent, 70 St. Ma7y's Parkway John Yost, 974 Harvard Lane Phillip Lembo, 232 Anthony Ct. who withdrew due to possible conflicts of interest but did offer advisory aid. On motion of Carl Genrich, the commission �./ recommended that the Board of Trustees ao oint Richard Heinrich to the Plan Commission. Stan Haarr seconded and the motion carried unanimously.
