STATE 2-7189 CHICAGO, ILLINOIS 60606 April 8, 1970 VILLAGE OF BUFFALO GROVE PLAN COMMISSION Meeting was called to order at 8:10 P.M. `/ 1. Roll Call: Present- J. Guidotti, W. Berth, C. Genrich, M. Hoyt, S. Haarr, H. Mendenhall, L. Gamm, R. Heinrich, M. Stearn (for village engineers), W. Ditmer(Building Commissioner), Fabish and Thoroun (Trustees). : ;rt- Abc-;ent:: D. Zitz4witz. II. Correction and Approval of past minutes. On motion duly made and seconded, the minutes of the public hearing of March 25, 1970 were approved with one correction; the number 3+-appearing on page 1, paragraph 3 being corrected to 3.7. On roll call vote J.Guidotti abstained and the remaining commissioner- voted approval. On motion duly made, seconded and carried the mnutes of the plan commission meeting of 3/1770 were approved with the correction of the of 'h.E. Berth in the roll call and with the insertion of the date 2/20/70 as"the date of the SHA letter referred to in (a) on page I . III. Communications and Bulletins Mr. Kittel of the Park District informed the Plan Commission that the Park District was formulating an overall elan for Village Park Development and would report back to the commission as soon as the basic program was outlined. Mr. Heinrich requested the presence of Mr. Decker in order to discuss a certain memorandum distributed to the V;;llage Trustees and Plan Commissioners . on April 2, 1970. As Mr. Decker was not present, further discussion of that ma matter was temporarily passed over to be raised again under the heading IINew Business." IV. Reports of Off.icerF, and Sub-Committees. A. W.E.Berth reported as follows: April 6, 1970-- Village Board approved Col'lendaa, changed Checker Drive to Willow Grove Drive, and took the recommendation of the Plan Commission to insist on land donations under advisement. April L , 1970-- Village Board met in special session to arorove a contract to purchase the Water and Sewage Revenue Bonds . April 7, 1970-- Wheeling Zoning Board of Appeals recommended rezoning to a higher density certain land just south of Cambridge. Mr. Berth also reported that the Cambridge residents had filed a suit seeking an injunction against the village. B. Mr. Hoyt, Chairman of the Lake County Pre-Zoning Sub-Committee reported as follows: • After making an on site inspection of certain land West of Route 83 and contiguous to the pronosed path of Lake-Cook road and commohly i known as the Gerschefski property, the sub-committee noted the following: , • MERRILL HOYT ATTORNEY AT LAW E: d 965 W. The site is located in close proximity to St. Mary's Church, the General Store, the John Deere Service Center, and other commercial property. \./ 2. The maps which are part of the 196,1 Comprehensive Plan are in conflict in that one map calls for relatively high density multipl e family development of the area and the other calls for low density single family development. 3. The .Gerschefski property itself due to its nlacement and its odd shape is a key to the manner in which the entire peninsula of land bounded by Rte. 83 on the North and East, McHenry Road on the 'west and the Lake Cook County line on the South will be developed in the future. Kdening all of these factors in mind, it is the finding of the Lake- County Pre-Zoning Sub-Committee that the highest and. best use to which the . Gerschefski property can be put is that use embodied by The Buffalo Grove Zoning designation R-7. R-7 zoning is a transitional zoning which will n Permit the rest of the above described land mass to be developed for single family, multiple family or commercial use. At 9 :00 PIIIM. the meeting of the Plan Commission recessed and. was called back in session at 9:17 P.Y . `./ V. Old Business: • The Plan Commission next considered the recommendation to be made concerning the proposed land use contained in the aheeli_ng Trust annexation petition (the Gerschefski Pronerty). Mr. Beaubian indicated that the owners desired to put un 4 units on the 5.16 acres proposed for R-9 and that the owners might consider donating some part of that 5.16 acres to the Park District in lieu of a cash donation if they could still nut un 84 units. Mr. Beaubian also indicated that the owners - desired B-2 and R-9 with covenants rather than B3 and the planned development zoning available under. the special use portion of the zoning ordinance. • Mr. Genrich commented that the Gerschefski property is a key to the development of the entire land peninsula and as such has a large impact on the whole area. as to land use. Further, Mr. Genrich noted with some Zli dissatisfaction that the Plan Commission was being, forced to make a very ti .e' significant decision as to the fature development of a considerable land ,S ` �1 mass wi.tnout the aid of a Professional Planning Service. ': ith this in mind, a Mr. Genrich renewed the Plan Commission request(70PC 101-Request) for - ky :$20,000 from the village with which to retain some professional aid from a Planning Consultant. \i‘k In Response to a qu• stion, Mr. Beaubian indicated that no construction on the property was Planned. for at least 2 or 3 years. Mr. Kittel of. the Park 1istrict then presented several ideas concerning the number of children that the Gerschefski property would generate. Mr. Kittel suggested 75 as the probable number based on certain studies which he cited. Mr. Beaubian replied that he had no studies to cite from, thought such studies to be so amenable to manipulation as to be without value. Mr. Beaubian also indicated that his clients would agree to covenant some given acreage to be used for recreational purposes of the tenants and to be maintained by the MERRILL HOYT ATTORNEY AT LAW 365 W. The meeting recessed at 10:00 P;M. and reconvened at 10:10 P.M. _ _-- Mr. Hoyt commented that he was opposed to anproving the petition for R-9 and B-2 land use for those reasons outlined in the pre-zoning sub-committee report and several additional reasons: 1. The owners plan no construction for 2 or 3 years. { 2. The Plan Commission is currently interviewing Professional Planners. 3. There is a pending request by the Commission for funds to hire a professional planning consultant. 4. With all of these factors in mind, it would seem best to delay making a recommendation approving any zoning request which would have an impact on a land mass of the size and importance of that area currently under discussion. Mr. Mendenhall commented that he was adverse to approving any blanket R-9 zoning request, especially without any accompaning site plans or similar ekhibits. Mr. Mendenhall then moved that th elan commission recommend to the Board of Trustees disapnroval of the entire petition in so far as it concerns land use due to the request for blanket R-9 zoning on 5.16 acres of the 8.86 acre tract. Mr. Stan Haarr seconded and on roll call vote all voted in favor of the motion �./ with the exception of Mr. Berth w}no abstained. (70PC 102-Recommendation). Mr. Beryl t, n er� ested ;.n ch ymi.ssioner prepare a written statement abo to the Board as to his reasons for disapproving the zoning request in the zr- annexation netition. The next item of old business was proposed Sy-laws for the Commission. Two proposed sets were passed out to the members for study and review prior to V the next regular meeting. Next, the Plan Comm ssion renewed its request for secretarial aid from the Board of Trustees (70PC 103-Request) The next item of business was discussion of the memo of Mr. Decker to the trustees and commissioners dated 4/2/70 and Mr. Gamm' s reply thereto. Both documents were read. into the record. At 10:30 P.M. the meeting recessed so that Mr. Decker could confer with trustees Thor-laud am r rabis prior to- answering questions from the commissioners. The meeting reconvened at 10:40 P.M. Mr. Mendenhall queried Mr. Decker as to the use of Village Police for the purpose of delivering the memo. Trustee Thoroud answered for Mr. Decker• that such use of Police was customery. Mr. Hoyt commented that in 9 months \./ as a commissioner he had never before received a letter delivered by the police. Mr. Decker refused to answer any of the further questions put to him and requested that all questions be submitted to him in writing. Mr. Hoyt moved that each interested commissioner set forth in writing his questions to Mr. Decker relative to Mr. Decker's memo of April ?_, 1970 • so that at the next regular meeting of the Plan Commission a single list of .4f)) • MERRILL HOYT ATTORNEY AT LAW X d 365 W.
