VILLAGE OF BUFFALO GROVE PLAN COMMISSION MINUTES
The meeting was called to. ordet at 8 :05 P.M. on June 3, 1970.
I. Roll Call: Present - J. Guidotti, lid. Berth, C. Genrich, D. Zitzewitz, M. Hoyt,
H. Mendenhall, L. Gam, R. Heinrich, W. Dettmer ( Building
Commissioner) and M. Stearn (for Village Engineer).
Absent - S. Haarr.
The usual order of business was then altered at the direction of the Chairman and
request of Mr. and Mrs. William Eberhart of 250 Lincoln Terrace was heard as per
their written request marked Exhibit 1 and attached hereto. The Chairman announced
that written notice of the hearing had been delivered to all within sight of the
proposed fence.
Two neighbors of the petitioner appeared. They were :William Means, 260 Rosewood
and Carl Davis, 251 Rosewood. They reside respectively next door and across the
street from the petitioner. They both stated that they were in favor of the
proposed variation. They and the petitioner stated that due to the odd shape of
the petitioner's lot,it had become a neighborhood playground and dog run which
detracted from the rest of the area and made the yard area useless to the petitioner.
Commissioners Heinrich and Guidotti asked the petitioners if they had considered
fencing less than the area presented in their request. they answered that many
alternatives had been considered. It was pointed out that a chain link fence was
proposed in order to avoid atrffic hazard since the fence came to a point at the
intersection ofLincoln Terrace and Rosewood. It was next suggested that the proposed
fence came within § 2 of the fence ordinance and thus no variation was required.
M. Hoyt was than asked if the words "Public Highway" as they appeared meant something
different than "street". M. Hoyt responded that the village attorney should rule.
As the village attorney was not present, M. Hoyt stated that Rosewood and Lincoln
Terrace were "public highways" within § 2 and thus no variation was required.
After further discussion, a majority of the Commission decided to proceed as though a
variation were required. C. Genrich than moved that the Plan Commission recommend
to the Village Board that petitoners residing at 250 Terrace Place be granted a
variance so as to allow the construction of a.chain link fence of no greater height
than 49 inches and extending no further than that configuration and/or perimeter
as submitted to the Plan Commission as Exhibit A wherein the fence is sketched
in red. Second by D. Zitzewitz. Roll Call vote : J. Guidotti-No, C. Genrich-Yes,
D. Zitzewitz-Yes, M. Hoyt-Abstain, H. Mendenhall-Yes, L. Gamm-Yes, R. Heinrich-No,
W. Berth-Yes. The motion carried 5 yes, 2 no, 1 abstention.
II. Correction and approval of passed minutes
It was noted that Mr. Genrich had to leave the meeting early and was no longer present.
The minutes of the meeting of May 20, 1970 were presented. The following corrections
were noted. D. Zitzewitz was present. III item 4 correct past to passed. III item
7 insert "due" after the word announced". R. Heinrich moved that the minutes be
approved as corrected. D. Zitzewitz seconded. The motion carried.
The minutes of the public hearing of Feb. 25, 1970 were removed from table on motion
duly made, seconded and carried. M. Hoyt abstained. Various corrections were

noted and recorded on the face of the minutes of that meeting contained in the
official minute book of the commission. The minutes were than approved as
corrected on motion duly made seconded and carried with M. Hoyt abstaining.

III. Communications and Bulletins
There were none.
IV. Reports of officers and committees
The Chairman announced that the Board had done the following.
1. The Gershefsky annexation had been approved.
2. Mr. Schmitt had been granted a fence variation per Plan Commission recommendation.
3. Commissions of M. Hoyt and C. Genrich were renewed.
V. Old business •
A list of village street names was turned over to the Checker Dr. subcommittee.
It was noted that Mrs. Betty Spence of 901 Westbourn Lane was attending her 2nd
meeting as a prospective mrmber of the Plan Commission.
VI. New Business
Flooding and stagnant water problems in relation to swails were discussed. W.
Dettmer stated that the problem was already being looked into .
VII Audience participation
No audience was present so the meeting adjourned on motion duly made seconded and
carried at 10:00P.M.
