VILLAGE OF BUFFALO GROVE PLAN COMMISSION
DECEMBER 16, 1970
The meeting was called to order at 8:35PM, December 16, 1970.

Reports of Office and Committees
Mr. Berth announced there would be a Public Heaping concerning the
petition to change the R Zoning on the Dro, . rty around the Ranchmart
to Planned Unit Develop�t."' the date"`was set for January 20, 1971.
A Public Hearing was announced for January 27, 1971 for a petition
to change the plot plan on the Villa Verde property.A workshop session
was set for January 13, 1971 to discuss the proposed changes.
It was announced there would be no Plan Commission meeting in December.
Mr. Berth reported that the Village Board conducted no work affecting
the Plan Commission
Mr. Berth reported that the proposed change to the Fence Ordinance
was still in the Legislative Committee'.

Mr. George Moser, Jr. of Moser Builders came before the Plan Concision
to request changes in the plans for Stonegate Apartment—Phase #2.
He outlined the following changes:

1)Since four (4) story buildings are not economical for Moser
Buildsers to construct they would like to reduce height to
three (3) stories. A reduction from 40ft. to 30ft"'
2)Reduce the number of units from 100 units to 90 units.
3)Increase parking speces from 1.5 per acre to 147 per acre.
4)The floor area for each apartment unit would remain the same.
5)The buildings would meet all codes as prescribed by Mr. Ditmore
and would meet or exceed current standards for fire wlls
sprinkler systems and fire stops.
6)The buildings would be of quality construction while keeping
rent prices down.
7)Ration of one to two bedroom apartments will remain the same
8)There will be the same number of units on each floors 15 unite
Motion was made by Tom: Heinrioh and seconded by Mrs. Spence that the
Plan Commission grant request of Moser ; ilders for variation to Stonegate

A motion was made lkyllrt, Haar and seconded by Mrs. Heinrich that the
Plan Commision recommend to the Village Board to amend the Zoning
Ordinance as stated in attachment to reads Two (2) parking spaces per
unit in multiple family developents.
Discussion followeds
There is no rela feeling or experience for an excat number of parking
spaces needed in the Village.
Parking in Skokie a village with ample public transportation requires
;�15 spaces per unit and experience shows this figure is inadequate'.
Stonegate Apartments now has 1;5 spaces per unit and this has shown
to be inadequate because people from that development often park
on the street.
New developements, as they are planned to be constructed, will not
have streets to parks on.
More parking is needed in single family areas.
More parking area set aside will mean less green area in the Villager

PUBLIC HEARING: AMENDMENT TO COMPREHENSIVE ZONING ORDINANCE

The hearing was called to order at 8:05PM, Ne,entxi 16, 1970 in the
Municiple Building of the Village of Buffalo Grove.

The Public Notice was read as published in the BUFFALO GROVE HERALD.
There were no objections raised from the floor to the proposed ordinance
change.
Mr. Moser was sworn in and offered the following testimony:
The national average is 1,7 parking spaces for each dwelling unit.
The trend, however, is to increase this average. Two spaces per
dwelling unit is presently uneconomical to build and difficult to
work into developement plans.
Mr. Guidotti asked why the village needs two spaces per unit. This
might be reversing NIPCE recommendations if Buffalo Grove requires
two spaces in multi-family developements and only one space per unit
in single family developements.
Mr. Berth: There are usually two cars for each family and apartment
families usually have two working members, therefore, two cars are
owned by these families. Parking around multi-family developements is
difficult, especially at times visiting is heavy.
Mr. Genrich: 1.2 spaces is adequate, particularly when a developement
is near shopping or commercial centers where there is ample parking.
This is usually the case in multi-family developements. A figure less
than two should be considered.
Mr. Heinrich: Parking in Skokie, a village with an ordinance requiring
less than two spaces is inadequate. Skokie has public transportation.

Buffalo Grove is not near, nor is it served by public transportation,
therefore, private automobile traffic would be even heavier than
traffic in Skokie.
