1971-01-27 - Plan Commission - Minutes •/0 PUBLIC HEARING BEFORE BUFFALO GROVE PLAN COMMISSION HELD ON JANUARY 27, 1971 Chairman Berth called the hearing to order. at 8 : 00 P .M. The following members of the Plan Commission were in attendance: Chairman Berth, Mr. Guidotti, Mr. Genrich, Mr. Haarr, Mr. Gamm, Mr. Heinrich, Mrs . Spence, Mr. Fader and Mr. Yost. Mr. Hoyt and Mr. Mendenhall were absent. Also in attendance were Mr. Stearn of Robert Hattis Engineers and Mr. Det.tmer, Buffalo Grove' s Director of Inspectional Services. Chairman Berth read the Public Hearing Notice printed in Buffalo Grove Herald of January 6, 1971. The hearing was being held based on an application by the LaSalle National Bank under Trust No. 40890 for modiricatiori of planned development under Annexation Agreement dated November 11, 1968 and for rezoning request relative to 40 acres southwest of the intersection of Dundee Road and the north extension of Arlington Heights Road. Since a court reporter was present and a copy of her report will be made available to the Plan Commission, these minutes will not be detailed. The attorney for the applicant presented the following witnesses who were sworn in: Mr. Earl Broms, Mr. William S. Lawrence, Mr. Richard Donatoni, and Mr. Frank Angelotti. Mr. Broms briefly outlined the proposed development to be known as Villa Verde and presented Exhibit 1 which was a title policy on the property under Trust No. 40890. He stated that the development will consist of 336 apartments on the south 1 of the 40 acres and commercial buildings on the north 1. The apartments will be in 6 buildings with 56 units in each building. A swimming pool and clubhouse will be included. Mr. Lawrence, City Planning and Zoning Consultant, submitted as Exhibit 2 a brochure containing architectural layout, floor plans, rendering and data relative to the composition of the development and its impact on the village. `.� Mr. Donatoni, Architect, elaborated on the description of the apartment buildings and the tpe of construction proposed. The buildings will be 3 stories and 32 feet in height with mansard roof and brick veneer exterior. Mr. Broms stated that construction could start at once and • `,/ should be completed in about l years. The major tenant for the shopping comple— will probably be a major supermarket but other tubes of businesses to be included are not known at this time . Height of the office building will be about 45 feet. Mr. Haarr questioned the 5 story height of the office building in view of the fact that the Zoning Ordinance for a B--3 Planned Business Center District limits building heights to 3 stories. Chairman Berth said that a legal opinion on this matter would be obtained from Mr. Raysa, Village Attorney prior to the Plan Commission' s next meeting. Following questioning of the witnesses by Plan Commission members, Mr. Genrich moved to close the public hearing, which was seconded by Mr. Heinrich and was passed unanimously, The hearing was ended at 9: 33 T .M.
