PUBLIC HEARING
Chrysler Property a Request for B-4 Business Zoning
Held on August 25 , 1971
\./ Chairman Hoyt called the meeting to order at 8 : 15 PM in the
Village Hall of Buffalo Grove , 50 Raupp Blvd.
Commissioners present : Chairman Hoyt , Messrs . Genrich, Guidotti ,
Berth, Haarr , Gamm, Yost and Mendenhall . Also present , Mr .' Bill
Dettmer, Director of Bureau of Inspections for the Village of Buffalo
Grove .
Commissioners absent : Mrs . Spence and Mr . Fader .
After roll call Chairman Hoyt withdrew as Chairman of tonight 's
Public Hearing and from consideration of this Petition for rezoning,
inasmuch as he is currently the attorney representing Chrysler Realty
Corp . at the Cook County Courts . Mr. Genrich was appointed Acting
Chairman .
Mr . Genrich read aloud the Public Notice , announcing this
hearing as published in THE BUFFALO GROVE HERALD on August 10 , 1971 .

Michigan and Mr. H. J . Washington, Supervisor - Real Estate ,
1229 Oakwood Lane , Glenview, Ill . , representing Chrysler Realty
Corp . , were sworn in as witnesses .
Mr . Dwyer testified that on June 28 , 1971 Chrysler Realty Corp .
filed with the Village of Buffalo Grove a request for rezoning from
B-3 to B-4 of a parcel of land consisting of 8 acres , located at
the southeast intersection of Arlington Heights Rd. and Dundee Rd.
The purpose of this request is to allow the development of this
site fora retail automobile and truck sales and service facility.
This facility will be owned and controlled by Chrysler Realty Corp .
for leasing out to a franchise dealer and will be of the standard
Chrysler modern type design. It was announced that the engineer
representing Chrysler could not be present at tonight ' s meeting , but
that he and Mr . Washington did meet with members of the Plan Com-
mission at the workshop meeting of August 18 , 1971 and discussed
details of the development at that time .
Mr. Genrich, addressing Mr . Washington, asked him to outline
details of the plans for the public hearing .
Mr . Washington testified that at this time the preliminary
plat plan indicates location of facility on premises and as plans

progress , they will be submitted to the Village in compliance with
Village Codes . He further stated that in two years there would be
an estimated retail sales of 3 ,000 new and used automobiles through
this facility, which could result in a possible revenue of $40 ,000
�.S to $60 ,000 to the Community. Photographs of Chrysler structures
in other communities were then submitted.
Mr . Dwyer suggested that detailed plans not be available to
the public until plans have been approved.
Mr . Genrich, addressing petitioners , requested that they submit
construction plans to the Plan Commission prior to obtaining a
building permit .
Mr . Guidotti inquired as to whether such vehicles as house
trailers and campers would be sold.
Mr . Washington replied this could be part of the dealership ,
but the dealer operating the facility is required and is limited
to carry only those products manufactured by the parent corporation,
such as Dodge cars , trucks and the Sportsman Van Mobile Home , etc .
Mr . Haarr asked what size trucks would be sold and what acreage
of land would be occupied by the development .
He was answered the smaller type trucks which would service
the existing community needs , possibly through the 2-ton classification,
would be sold, and that 2-1/2 to 3 acres of land would be utilized.
Mr. Berth, addressing Mr . Dettmer, inquired as to water and
sewer problems .
Mr. Dettmer stated there are no problems of flooding , as the
water demand would not be that great .
Mr . Genrich then asked for any questions from the audience at
this time .
Mr. Alwin Preusker, 568 Weidnew Rd. , Buffalo Grove , inquired
about water drainage , with particular reference to water which runs
off the White Pines Ditch Retention Basin.
Mr . Dettmer responded there is a split drainage which flows to
Arlington Heights . With reference to the Chrysler Development, the
parking lot could accommodate drainage by special construction.
Mr . Yost asked if trucks would be serviced at this location,
pointing out that regulations do not allow truck repairs above 1-1/2
tons .

Mr . Washington stated the bulk of trucks sold would fall under
1/2 to 1 ton category.
Mr . Albert Frankel , 860 Shady Grove , Buffalo Grove , asked what
type buffer would be used.
He was answered by Mr . Dwyer there are no plans as such, but
they will abide by the codes of the Village .
//- Mr. Dettmer stated a recommendation that a privacy fence be

Mr . Dwyer pointed out there would be a need for some exposure
for traffic purposes .
Mr. Yost pointed out the water retention problem, further
stating that After January 1 , 1972 , all large developments will be
required to contribute to an area wide water drainage program to
combat flooding problems endangering existing residential areas .
Mr . Washington cited his familiarity with the problem and
assured Plan Commission of intent to comply with whatever is required.
Mr . Guidotti suggested that a 1 acre plemd..LamisaniMped for
storm drainage at the southern portion of property, which, according
to the Plat Plan, is undeveloped.
Mr . Genrich asked if Chrysler Realty Corp . would be owners of
the facility .
Mr . Dwyer explained that Chrysler Realty Corp . has an equitable
interest in the property with a Purchase and Sales Contract with the
dealer and a lease on the basis of a 5-year dealership . If necessary
Chrysler would open the facility themselves and bring a dealer in
later ; the structure of the dealership will depend on whether
Chrysler can obtain a private capital dealer .
Mr . Dwyer was then asked to state reasons for the requested
B-4 zoning . He submitted that the B-4 Section of Ordinance is com-
patible with the proposed development because it appears that the
B-3 zoning contemplates somewhat of a planned unit development which
would encompass a variety of establishments . B-4 fits the type of
usage contemplated by Chrysler for this property.
Mr . Guidotti suggested consideration be given to a letter from
Village Attorney, Mr. Raysa, dated July 22 , 1971 , to the effect that
either B-3 or B-4 could be used, that a B-3 use could be granted,

limiting the use to the particular business and excluding others ,
because B-3 requires a special permit .
Mr . Genrich announced that a vote on this property would be
taken at the next regular meeting of the Plan Commission on
September 1 , 1971 .
On motion duly made , seconded and carried unanimously, the
Public Hearing Meeting of August 25 , 1971 adjourned at 8 : 55 PM.
