PLANNING COMMISSION OF
THE VILLAGE OF BUFFALO GROVE

The regular meeting of the Buffalo Grove Plan Commission was
called to order by Acting Chairman, Mr . Carl Genrich, at 8 : 10 PM,
October 20 , 1971 .
Members present : Mr. Genrich, Acting Chairman, Messrs . Berth,
Haarr, Mendenhall , Gamm, Fader, Harris and Mrs . Spence .
Members absent : Messrs Hoyt and Yost .
In attendance were Mr. Bernie Friedman, 781 Silver Rock Ln. ,
Buffalo Grove , for consideration as a prospective member to fill
the vacancy on the Plan Commission, and Mr. Robert Grossman of
Associated Planners , 210 Skokie Valley Rd. , Highland Park , Ill .
Minutes of Previous Meetings and Hearings :
Mr . Berth made a motion, seconded by Mr. Haarr, that minutes
of September 15 , 1971 , be approved, as amended. Motion carried
on roll call vote of 6-0 ; Messrs . Fader and Harris abstained. On
motion duly made and seconded, minutes of October 6 , 1971 were
approved. Motion carried on roll call vote of 7-0 ; Mr. Haarr
abstained.

Old Business :
As to the proposed rezoning of Cambridge from R-7 to R-5 ,
Mr. Haarr, Chairman of the Cambridge sub-committee , reported
that all the land is presently R-5 use , that 11 pieces of this
property are currently zoned R-9 , and the entire Western section
is zoned R-7 . He further stated that because of its ' shape it

was difficult to provide an adequate description of the property.
It was noted that the matter of rezoning had been considered in
the past and upon presentation to the old Village Board, Plan
Commission was instructed to hold the necessary hearings . The
project was slowed down because a question arose as to who would
obtain the names of property owners affected in the R-9 section.
It was suggested that at this time the Village Clerk might perform
this task. Commissioners have determined that this rezoning should
be done for the best interests of the Village , that Mr. Haarr
should continue to work with the sub-committee , and the Village
would be informed as plans progress for any objections prior to
acting on same . A motion was made by Mr. Berth, seconded by
Mr . Fader and unanimously carried that Plan Commission inform the
Village Board, via the report to the Board of Trustees , that Plan
Commission will proceed under directive from the old Village
Board, to hold a public hearing for the purpose of rezoning from
R- 7 and R-9 to R-5 the property in the Cambridge area where the
land has been developed R-5 .
With regard to proposed changes in SUBDIVISION REGULATIONS ,
currently under study by Mr. Yost , it was suggested that Mr. Yost
submit his recommendations to the Village Engineer for final
analysis prior to presentation to the Village Board.
Mr . Genrich stated that President Armstrong had submitted to
the Plan Commission a copy of recommendations from various developers
for the Planned Unit Development Ordinance , and that copies would
be provided for all Plan Commission members .
New Business :
Acting Chairman, Mr. Genrich, announced that the Village
Board has engaged Mr. Robert Grossman, Planning Consultant of
Associated Planners , for the purpose of preparing a comprehensive
plan for the future development of Buffalo Grove . Mr . Genrich
addressed Mr. Grossman and asked for his recommendations and
proposals insofar as the Plan Commission is involved in carrying
out this plan. Mr. Grossman submitted copies of an Agreement
between the Village and Associated Planners to members of the
Plan Commission and stated his firm will be actively involved in
the business of the community, having, under most circumstances ,
someone from his office present at the meetings , will submit
various studies and information as they develop in the course of
their work and will provide a plat review prior to meetings , if
necessary. Each member of the Plan Commission will be supplied
with a loose leaf plan notebook, to be used as a reference resource
as certain matters are brought before the Board for consideration.

Additions will be made to the notebooks as information is available .
Mr. Grossman estimated the planning services to be completed
within 6 to 8 months , depending on review after the first of the
year, at which time several alternate plans for development will
be provided, with a recommendation for adoption of a plan at that
time .
As to previous experience and background, Mr . Grossman stated
he has been in the consulting field exclusively , having worked
in 6 states , 70 cities and 22 counties and has worked in the Chicago
Office the past 3 years . Associated Planners was formed as a
new organization on September 1 , 1971 , by Mr. Grossman and his
partner, Mr. Norman Drummond, a former consultant to the State of
Illinois .
It was suggested that copies of Agendas and Minutes of all
Plan Commission meetings be sent to the office of Associated
Planners .
Upon questioning by Board members , Mr. Grossman indicated
that Buffalo Grove is listed as No . 4 priority in the State on
the time table for sewage plants , and that funds will loosen up
in Washington after the first of the year . Planning Consultants
will be working directly through the Plan Commission, and while
there are no plans to develop a working committee , a technical
committee structure may be formed. During the course of their
work the office of Associated Planners shall be considered an
extension of the Village staff.
It was announced there would be a public hearing before the
Plan Commission on November 3, 1971 at 8 : 00 PM in the Village Hall ,
to consider a request for B-1 zoning of the Kemmerly (formerly
Stenholm) Property.
Adjournment :
On motion duly made , seconded and unanimously carried, the
meeting of the Plan Commission adjourned at 8 : 50 PM.
