Dominion Property - Petition for Annexation
Held on May 24, 1972
\„./ Chairman, Mr. Genrich, called the meeting to order at 8 :00
P.M. in the Village Hall of Buffalo Grove, 50 Raupp Boulevard.
Commissioners Present: Chairman Genrich, Commissioners
Harris , Friedman, Fader, Mendenhall , Spence, Yost and Gamm.
Commissioners Absent: Commissioner Haarr.
Also present was Mr. Arnold Seaberg, Village Engineer, Mr.
Robert Grossman of Associated Planners, and Mr. Carl Van Engen.
Chairman Genrich read aloud. the Public Notice announcing
this hearing as published in THE BUFFALO GROVE HERALD on May 5,
1972 .
Mr. James Soble, Attorney, Mr. Alan Foss , Vice President of
Dominion Development Company, Mr Daniel C. Sweeney, Real Estate
Representative from Marathon Oil Company, Mr. Tim Sullivan,
`I Partner and Vice President of Dart Petroleum Company, Mr. Neil
King, Realtor Appraiser and Broker, were sworn in by Chairman
Genrich.
Mr. Soble said he represents Cosmopolitan National Bank,
the owner of the property.
Mr. Alan Foss was called to testify. He stated that
Dominion Development Company has contracted to purchase the
property, which consists of 122 ,000 square feet of land on the
southwest corner of proposed Buffalo Grove Road and Dundee Road.
He presented photographs of the property to the Commissioners
(Exhibit #2) . The site plan was given as Exhibit #3 . They pro-
posed a 24 , 000 square foot retail building and a service station.
There would be one entrance off Dundee Road and three entrances
off Buffalo Grove Road.
Mr. Soble asked Mr. Foss if the service station would have
\./ an adverse effect on the surrounding areas. Mr. Foss stated
there is a need for more service stations because of the increase
in population in Buffalo Grove.
Mr. Dan Sweeney of Marathon Oil Company was asked to testify.
Marathon has an option to purchase the corner site for develop-
ment of a service station. There would be 175-foot frontage on
Dundee Road and 150-foot frontage on Buffalo Grove Road. The

building they propose to construct would be their contemporary
style building of brick, with three service bays and a sales
bay. At the rear would be an enclosed trash room. Mr. Sweeney
then presented a photograph of their contemporary-style building
as Exhibit #4 .
Mr. Sweeney was asked what other Marathon stations were
in the area. He replied, there is one on the southeast corner
of Dundee and proposed Arlington Heights Road, one on the north-
west corner of Arlington Heights and Palatine Roads , and one
on the southwest corner of Hintz and Wolf Roads .
Mr. Sweeney estimated the amount of business that may be
generated at this service station at 42 ,000 - 45 ,000 gallons a
month and related products at $250, 000 - $350 ,000 a year.
Mr. Sullivan stated this corner is excellent for a service
station.
Mr. King gave a general picture of the surrounding area.
The car wash is on the west and west of that is the proposed

,Q,,41 Fem4e-E.eett Steak House. On the northwest corner is the Al Frank
shopping center and a Mobil Oil Station. On the northeast
is the Bank and Medical Center and the southeast corner is vacant.
Mr. King said the traffic pattern at this corner lends itself to
a service station. The growth and development in the area lends
itself to a retail store.
Mr. King stated the land is currently zoned in the County
as R-3 Single Family. You could put five homes on the site with
a value of $40 ,000 . If rezoned, the value would be in excess
of $250 ,000 .
Commissioner Yost said that on the plan, there was not
shown the barrier curbs which will be put at this corner when
the road construction is completed.
Mr. Seaberg said the curbs will be nine inch high barrier
curbs which might affect the amount of business.
Mr. Sweeney said that on their estimates of the business
generated, they have taken into account the barriers.
Mr. Harris asked if they knew how many stations there are
between Arlington Heights Road and the Soo Line Railroad tracks .
Mr. Sweeney said there are seven.

Mr. Sweeney said that when looking at this area, you
might say there are several service stations on Dundee Road.
That is because, with very few exceptions, there are not many
stations on any other roads in the area. So on the whole,
there are not many stations to serve the number of people in
this area.
Commissioner Fader asked if Marathon will operate the
station. Mr. Sweeney answered that they will lease the station,
hopefully to a local person.
Commissioner Fader asked what they would do if the station
did not succeed and would they maintain the property.
Mr. Sweeney said their service stations have been success-
ful and are not closed for any length of time. If there is a
dealer change they would have the change ready to be made before
the station closed. If it did close temporarily, it would be
only a few weeks . They would maintain the station and the pro-
perty because it would be to their advantage to open as soon as
they could.
Commissioner Fader asked if they would be willing to work
with the Appearance Committee . Mr. Soble said "yes" .
Commissioner Mendenhall asked why they felt there would be
no detrimental affect to the car wash.
Mr. Foss answered that it was because most people go to
that type of service station because of the car wash, so he
feels they will generate a different clientele and, therefore,
would not take any of their business .
Chairman Genrich asked if there were any questions from
the residents present. There were none.
Chairman Genrich closed the Public Hearing at 10 :00 P.M.
