MINUTES OF THE REGULAR MEETING OF
THE PLAN COMMISSION OF
THE VILLAGE OF BUFFALO GROVE
HELD ON SEPTEMBER 6, 1972
The regular meeting of the Buffalo Grove Plan Commission was called
to order by the Chairman, Carl Genrich, at 8 :15 P.M. , September 6,
1972 .

Also present were Mr. Arnold Seaberg, Village Engineer, Mr. Robert
Grossman of Associated Planners, Mr. Rex Lewis of the Park District,
and Mr. William Hitzeman of School District #96.
Chairman Genrich asked that the members discuss the PUD Ordinance
so a Public Hearing can be scheduled.
Commissioner Mendenhall made the motion that the minutes of the
meeting of August 9, 1972, be approved as written. The motion was
seconded by Commissioner Haarr. Commissioner Yost abstained.
Motion carried.
Chairman Genrich read a letter from Mr. Raysa, Village Attorney,
regarding the PUD Ordinance wherein he said the Plan Commission
should have a Public Hearing as soon as possible so there are
guidelines to follow when a developer requests to annex to the
Village. He had no corrections or additions and said if problems
arise, the Ordinance can be amended at that time.
Commissioner Harris was unable to attend the meeting and submitted
his recommendations to Commissioner Haarr. He does not agree with
16 units per acre and feels it should be 55% ground coverage. . Dis-
cussion followed and it was decided to leave it the way it is .
The Zoning Ordinances were discussed. It was brought up that there
should be a statement regarding copies of preliminary survey site
plats and the final plat. Commissioner Haarr said he and Mr.
Seaberg had discussed that B-1 has no front yard requirement in it
and there should be one. Commissioner Haarr also said Commissioner
Mendenhall had found discrepancies between the single ownership
Zoning Ordinance under Planned Development and the PUD Zoning

Ordinance. Commissioner Yost said the Zoning Ordinance, Article
3, Section6, should include Planned Development Distructs at a
minimum of four (4) acres . In Article XI, Section 4.1, Paragraph
(i) , it was decided to use the alternative second sentence. It
was then agreed to present the Ordinance as corrected for a Public
Hearing on October 4, 1972 .
Chairman Genrich said the Zoning Board of Appeals has asked that
rezoning requests be given them. Commissioner Haarr said he
thinks the Zoning Board of Appeals is to hear appeals only and
it should be left the way it is. All of those present agreed.
Chairman Genrich referred to a letter from Fire Chief Wayne Winter.
Since he was not present at the meeting this business was tabled.
Chairman Genrich said Gregg Builders wants to meet with the Plan
Commission about changes in the Oak Creek Phase II property. Dan
Larson, Village Manager, sent a memo asked the Plan Commission 's
opinion on an extension of Dundee Parkway to the High School to
relieve traffic on Dundee Road; and the extension of the commer-
cial area in the Dun-Lo Highlands to Dun-Lo Avenue. Chairman
Genrich also received a letter from the Lake County Regional
Planning Commission requesting the village to fill out a ques-
tionnaire to better get a view of the development in Lake County
as a whole.
Mr. Seaberg was asked to bring in the plans for the Bonanza Steak
House for discussion at the next meeting.
Commissioner Haarr said he feels Chesterfield should bring their
revised plans back to the Plan Commission for their recommendation.
It was stated that we would hope that the Village Board will send
these plans back to us so we can give them our views on this.
Everyone agreed unanimously.
Commissioner Gamm made the motion to adjourn at 9 :15 P.M. and

to a workshop session.
Workshop Session
Bob Grossman discussed the Village Plan with School District #96
representatives . Mr. Grossman pointed out that there is no

industry scheduled for School District #96 to bring in any tax
money and it is of great concern to us . Mr. Grossman proposes
only one more new school for District #96. He suggests the
school district enter into legation regarding property willed
to the Archdiocese of Chicago, for this new school.
Mr. Grossman suggested there should be streets connecting these
new developments .
Mr. Hitzeman of School District #96 said he agreed with Bob
regarding the streets, but is reluctant to condemn the land as
proposed by him.
Commissioner Van Engen was asked to have his committee look into
alternative street placement in the Levitt proposal.

Re: Rezoning Application
Dear Mr. Larson:
On July 6 , 1972, I wrote to you on behalf of the
owners of certain property whom I represent, requesting
a public hearing on rezoning of the property therein
described from the R-1 Single-Family District to the R-,9
Multiple-Family District. I am enclosing a copy of my
letter of July 6.
Since that time, we have held several informal
hearings with the Plan Commission on our proposal. I
would now formally request that a formal public hearing
be held. I have discussed this matter with the Village
Engineer and the Chairman of the Plan Commission. We
have tentatively agreed that a formal hearing should be
held on October 25, 1972.
Would you please have this matter set for a formal
public hearing on October 25 or at any other date that the
Plan Commission may choose. My schedule is such that the
October 25 date would be greatly appreciated if it is
possible.
