1972-11-08 - Plan Commission - Minutes w ir 97 MINUTES OF THE REGULAR MEETING OF //1/72 THE PLAN COMMISSION OF THE VILLAGE OF BUFFALO GROVE HELD ON NOVEMBER 8, 1972 The regular meeting of the Buffalo Grove Plan Commission was called to order by the Chairman, Carl Genrich, at 8:15 P.M. November 8, 1972. Commissioners Present: Chairman Genrich Mr. Gamm Mr. Friedman Mr. VanHoorebeke Mr. Harris Mrs. Rech Mr. Yost Mr. Mendenhall Commissioners Absent: Mr. Haarr Mr. VanEngen Mr. Fader Also present were Mr. Norman Drummond of Associated Planners, Mr. Rex Lewis of the Park District. Mr. Robert Brandwein, Attorney, and Mr. Ken Campbell were present to represent Levitt & Sons. Commissioner Gamm made the motion, seconded by Commissioner Friedman, to approve the minutes of October 4, 1972, with the following corrections: The heading should read "Public Hearing and Regular Meeting". Page 2, paragraph 3, line 3, should be changed from "35-40%" to "35-40 units per acre". The last sen- tence of this paragraph should read "generate many children but this . . .". The last sentence on Page 2 should read "the Villige Board they enact the recommended changes and the PUD Ordinance as soon as ., .". Motion carried. Commissioner Harris abstained. Commissioner Mendenhall made the motion, seconded by Commissioner Gamm, to approve the minutes of November 1, 1972, with the follow- ing corrections: Page 2, 2nd paragraph from bottom, 5th line, delete the words, "he was told that". Page 3, paragraph 5, last line, should read, "reference to paying $28,030 as being 20% of the projected water tap-on". Page 4, paragraph 2, line 1, should read: "Commissioner Haarr stated there should be a . . .". Motion carried. Chairman Genrich stated that the main item on the agendum would be the consideration of the Levitt proposal. Mr. Campbell distributed documents of a Planned Residential Com- munity on November 8, 1972. The Commissioners received a third draft of the Annexation Agreement and revised Plat of Annexation and revised DeMuth Plan (November 8, 1972, draft) . There was disagreement on whether the retention on the Wagner Parcel could be termed a channel or a lake. It was decided to let Mr. Seaberg interpret the ordinance and determine how it applies to their proposal. A motion was made and passed 5-2 to delete the remainder of Paragraph 19 after the word "with" in the last line on Page 11. 98- Plan Commission 1/4/7'7 November 8, 1972 Page 2 There was considerable discussion regarding the fact that there was no clause in the Agreement providing for sidewalks along Arlington Heights Road and Aptakisic Road. Mr. Campbell said they have discussed this with Mr. Larson and, the Village Board, two months ago, agreed to Levitt putting no sidewalks along Arlington Heights Road in Strathmore 11, 12 and 13 because it would be undesirable to have sidewalks along a major thorough- fare. Commissioner Mendenhall was asked to check into this. Chairman Genrich stated that there are children riding bikes and walking along Arlington Heights Road and ourconcern is that there will be no sidewalks put in until someone is killed. It is also our thought that this new area could become just as busy. At a vote of 6-2, it was agreed to change this sentence on Page 8, Paragraph 13, to reads "On Arlington Heights Road and Long Grove/ Aptakisic Road, the Developer agrees to provide sidewalks and/or screening utilizing plant material, fencing, mounding, or other buffer as desired by the Village. " Rex Lewis said the Park District has agreed to accept the dona- tion of 10 acres open space referred to on Page 7. Mr. Brandwein said that, in order to bring the question of the lake to an issue, we would like to add to Paragraph 19 that the • setback shall be 50 feet and let the Plan Commission recommend it be deleted and then it can be resolved before the Village Board. Commissioner Harris made the motion the Plan Commission recommend to the Village Board the approval of the Annexation Agreement as presented and amended with the stipulation that, in Paragraph 19, everything after the phrase "shall be fully complied with" shall be stricken. Commissioner Friedman seconded the motion. A voice vote found the followings Ayes: Comm' s. Friedman, Harris, Yost, Gamm, VanHoorebeke, Mendenhall, and Chairman Genrich Mayes: None Abstains Comm. Rech It was asked that the records show that the Village Engineer will determine the figures regarding Arlington Heights Road. The public meeting dates for the presentation of the Master Plan were set up for November 14, 16, and 21. Commissioner Harris made a motion to adjourn. Comm.
