WORKSHOP MEETING OF JANUARY 10, 1973
Chairman, Carl Genrich, called the meeting to order at 8 :20 P.M.

Also present were Mr. Arnold Seaberg, Village Engineer, Mr.
William Dettmer, Building Commissioner and Assistant Fire Chief,
Mr. Howard Kiester, prospective member, and Mr. Pat Shields, a
real estate appraiser for Sears and a prospective member.
Mr. James Otis brought his preliminary and final plat of Phase I
for approval. This is the north 15 acres consisting of 106 units.
He said he would like a varied berm effect of evergreens and trees
and bushes along Highway 83 instead of fencing. He will retain
the trees which exist around the barn and transplant any that
would be where a building is planned. The barn will be renovated
and used as a sales office. He is not going to divide the lots
into sub-lots but each condominium-owner will own a part of an
entire block. They will be able to control the maintenance of
the land better that way.
Mr. Otis said he has engaged the Richards group (Art Gingold,
President) to handle the marketing and Mr. Andy McPherson will
be the architect. The cost for landscaping is $750.00 per unit.
The streets will have no curbs and will be crowned so drainage
would be to the outside.
The building layout was approved so Mr. Otis can go ahead on the
final plat of survey.
Mr. Seaberg said there are some changes in alignment along Arling-
ton Heights Road which have not been reflected in the plans. He
said the Fire Department has raised some question on the 6-inch
water mains on Arlington Heights Road because it is at a corner
of the Village and there is not service in all directions . Also,
the building construction may dictate larger mains to the fire
hydrants. They would also like a few additional hydrants and are
unhappy with the placement of some of them. Regarding pavements,
Mr. Seaberg asked how thick they would be and said this require-

ment would depend on what material will be used. He said he has
come up with slightly higher detention figures than what Otis
has. He said he is leery of detention in the backyards and said
they will have to watch that it does not enfringe on the private
portions of the open space. He said he could see problems with
long term maintenance of the roadways and how the sump pumps are
going to be handled; they will probably have to be connected to
the storm sewers . The sales program is going to have to be
oriented toward informing the people that this detention is going
to be happening.
Commissioner Mendenhall asked how useable that area will be during
a summer such as the one we just had. Mr. Seaberg said it should
drain well but it could stay wet much of the time. He said these
areas would have to be graded so that if these areas over-flood
they would drain to other retention on the project rather than
flooding basements.
Chairman Genrich emphasized the notification of the public of
�./ this detention and Mr. Otis said he agreed this would have to be
done so the people would not get upset the first time the ponding
occurred.
Commissioner Fader asked about installing drain tile. Mr. Seaberg
said if the ground stays soggy, this will have to be done but you
do not know this until after this area has been completed.
Mr. Dettmer said he has discussed the roof design with Mr. Otis
and the one they propose to use has a zero fire rating. He also
said proper fire-proofing will have to be done between each unit
so if a fire begins in one unit it does not burn down the entire
building. There will have to be a UL approved fire wall between
each unit.
It was asked that Otis consider posting signs on the private roads
regarding parking, and see that it is enforced, so a fire truck
would have no problem getting into these areas.
If the builder can get the right-of-way to put the utilities along
the roadway on the corner of Arlington Heights Road, they are
willing to do this, but they have had trouble getting approval

from the owner for this easement.
The final approval will be voted on next Wednesday after the
Public Hearing.
Mr. Larson will be presenting a statement on behalf of the Village
on the hearing in Palatine regarding the development on Dundee
Road and Highway 53.
Chairman Genrich said Swanson has amended his plan. He has
omitted the apartments and nothing over two stories and has
also omitted the commercial area.
Commissioner Fader was asked to approach the Park District regard-
ing whether or not they want the Swanson property. Chairman
Genrich said the original Master Plan concept was an idealistic
thing where the Plan was conceived and went on a shelf and was
never looked at. City planning did not make any progress until they
found they had to relate the ideal to the politically feasible.
He said if he could see someone waiting to put up the money for
that land who wanted it to be a park, then he would agree with
Commissioner Fader.
Commissioner Fader said that if Swanson was willing to build only
on maybe the south 1/3 of the property and sell or donate the
rest, this is a concession he may be willing to make.
The meeting was adjourned at 11 :55 P.M.
