Chairman, Carl Genrich, called the Public Hearing to order at
8 :15 P.M. on January 31, 1973.

Also present was Mr. Arnold Seaberg, Village Engineer, Mr. Randall
Rathjen, Village Trustee, and Mr. Howard Kiester, prospective
member.
Fire Chief Wayne Winter was asked to step forward and was sworn
in.
Chief Winter stated that the parcel of land they have taken an
option on is on the south side of Dundee Road near the Kingswood
Methodist Church and consists of 6.4 acres. They only require
2 acres but the owners would not sell only part of it, but they
feel they can get enough money for the remaining 4.4 acres to
pay for the entire parcel. He said they are requesting R-1
zoning for the unused portion of the land so the purchaser will
have to come before the Plan Commission for a change in zoning.
Chief Winter said the Fire Station will be a four (4) bay station
instead of the two (2) bay they now have. The office space is off
to the east side, the entrance road would be to the east side and
separate from the exits used by the fire vehicles so you do not
have cross traffic. The height of the building is 20 feet. The
roof is designed to hold six (6) inches of slow-release water for
retention. There is room for a Fire Prevention Bureau and the
Administrative Offices. This would be the main Fire Station in
the Village. There is an emergency exit out the back and there
is no post so that any vehicle could be maneauvered out that door.
The basement will be finished by the firemen themselves as the
money becomes available for materials. All of the mechanical
equipment such as heating will be in the basement.

Commissioner Fader asked why they had chosen Dundee Road because
of the traffic. Chief Winter said that is the main reason, be-
cause it is desirable to be located on a main arterial street.
Where the Station is located now, they have to go through resi-
dential areas and their speed is cut down considerably. Dundee
Road will be four lanes by the time the Station would be completed
and then people will be able to move their cars out of the way.
The location is also good because it is right in the middle of
the east and west boundaries of the Village. He said they will
be keeping the west portion of the present Station and keep an
ambulance, Squad, truck and pumper in this Station because there
is some talk of the Lake County portion of the Village coming
into our Fire District. When further development occurs, we
would then build a Station north of Highway 83 and move out of
the Municipal Building Station completely, so we would always
have two Stations.
Commissioner Fader said he would like to see the Station more
centrally located. Chief Winter said they may eventually have
more men in the north side Station, but the Administration
�./ Offices would always remain in this one. He also said the
traffic signals will be controlled automatically with the signal
used to call the men to a fire. The lights will all stop at
red giving the men a chance to get to the Station.
Chief Winter said if they are given approval, it will be 12-18
months to complete the Station.
Commissioner Yost asked what effect will this Station have on the
rating of the District. Chief Winter said it will remain the
same and always will until their Department covers the whole
Village, because they do not like a Village broken up into two
Districts. He said our present rating is 8 and if Lake County
Buffalo Grove does change to this District, he would expect the
rating to be around 6.
L./ Commissioner Mendenhall asked if there were other sites of fewer
acres on Dundee Road. Chief Winter said they have checked into
all property within the area the Rating Bureau gives us and there
is nothing.

Commissioner Harris asked what area the Wheeling Fire District
operates in. Chief Winter said Wheeling, Prospect Heights and
Buffalo Grove are all included in this District. Comm. Harris
asked if they can go to fires outside the District. Chief Winter
said yes, they have a mutual aid agreement.
Commissioner Harris said he is concerned about them using the
taxpayers ' money to buy more land than they need. Chief Winter
said they have been trying for three months to sell the remain-
ing parcel and they hope to get back the entire cost of the
original parcel.
Commissioner Gamm asked what if the proposed purchaser comes to
us for R-9 zoning. Because you have to sell this land, there
will be pressures on us to give him the zoning he wants .
Commissioner Haarr asked if this land is exactly west of the
Methodist Church. Chief Winter said yes. Comm. Haarr asked
why they needed B-1 zoning. Chief Winter said that is the most
restrictive zoning allowing a Fire Station.
Commissioner Rech asked who will pay for the lights . Chief
Winter said they will. Comm. Rech asked if their trucks will be
able to turn around on the property. Chief Winter said yes.
Comm. Rech asked where their water supply will come from. Chief
Winter said that in the cost of the Station construction, is the
cost of a well. Comm. Rech asked what about when Dundee Road
floods and traffic is backed up. Chief Winter said it is hoped
that when Dundee Road is completed, it will not flood, but if
that does happen, they would have equipment at the Municipal
Building Station.
Mr. Seaberg said the Village is going to put in a water line on
the north side of Dundee Road. Chairman Genrich asked him how he
felt about a Fire Station at the proposed site. Mr. Seaberg said
he thinks it is fine. Also, there will be a drainage system on
Dundee Road and there should be no flooding. It is also on the
highest ground on Dundee Road between Arlington Heights Road and
Buffalo Grove Road.
Chief Winter said they anticipate putting in an Emergency Command

Center in the basement of this building. Also, people in Lake
County are organizing now to try to get together to vote on a
referendum to come into this District and form a Municipal Fire
District. This would add $7.00 per year on their taxes and re-
duce their Homeowner' s Insurance by $5.00 per $10, 000 of insurance.
He said they cannot initiate this movement themselves. Only the
people in the area in question must do it.
Commissioner Gamm asked if the Station will take up all of the
frontage on Dundee Road and how far will it be from the homes
in Mill Creek. Chief Winter said it will not take up all the
frontage and it will be approximately 450 feet from the Mill
Creek homes.
Chairman Genrich asked if they would have any objections to
having this property revert back to R-1 if it is not used for a
Fire Station. Chief Winter said they have no objections. In
answer to a question from Chairman Genrich, Chief Winter said
the District Trustees have been appointed in the past but he
thinks they will be elected in the near future because of the
size and wealth of the District.
Chairman Genrich asked what kind of setback will they have in
comparison with the Church setback. Chief Winter said they will
not be set back that far. Chairman Genrich stated that we have
a nice-looking Church there and you will not be able to see it
until you are almost there. Chief Winter said they are quite a
ways from the Church (about 300 feet) and the Church is taller.
Commissioner Yost said they had labelled the extra land behind
the building as future parking. What is this for? Chief Winter
said they anticipate renting out the basement for receptions,
dances, etc.
Commissioner Harris asked how and when we collect Annexation fees.
Trustee Rathjen said he did not know.
Upon questioning, Chief Winter said if they get a Municipal Fire
District, the second Station would be put at the cornee of future
Buffalo Grove Road and Busch Road.

Commissioner Rech asked what their plans would be if we annex the
area east of the industrial area. Chief Winter said then another
Station would have to be considered.
Commissioner Fader asked if we could condemn the two acres they
need since the owner will not sell that much of it separately.
Chief Winter said this has been considered, but if we condemned
it, we have to pay the going price for the two acres, which would
be $120,000, and the way we are trying to work it, we would be
able to get that all back by selling the remaining 4.5 acres.
Commissioner Harris asked Chief Winter to please have their
attorney add to Paragraph 7 that the fees usually charges by
the Village that are in effect at the time a Building Permit
is applied for, would apply to Parcel 2 and you hereby agree to
pay an Annexation Fee of $100 for each residential unit construct-
ed on Parcel 2.
Commissioner Mendenhall said he agrees with Commissioner Fader
that the condemnation route is the way to go. Chief Winter
said it would be a lot more expensive because they feel they
will definitely get their entire purchase price back.
Chairman Genrich closed the Hearing at 9 :37 P.M.

Chairman, Carl Genrich, called the meeting of the Buffalo Grove
Plan Commission to order at 10 :05 P.M. on January 31, 1973.

Chairman Genrich stated that Saturday, February 10, will be a
Lake County Homebuilders Association Community Development Con-
ference. Commissioner Gamm said he would be able to attend.
\./ Commissioner Mendenhall made the motion, and Commissioner Haarr
seconded the motion, to approve the minutes of the meeting of
January 3, 1973, as corrected: On Page 4, line 1, change the
word "or" to "of" ; Page 5, second paragraph from the bottom,
change "make a motion" to "amend the motion" ; Page 6, 4th para-
graph, change "make a motion" to "amend the motion" ; Page 6,
paragraph 6, change "made the motion" to "made the suggestion"
and change the last sentence of this paragraph to "A straw vote
was taken with a vote of 6-3 in favor. " ; Page 6, paragraph 7,
change "made the motion" to "made the recommendation" ; Page 7,
paragraph 6, change the last sentence to read "We sat through
three meetings and they did not like the plan relative to those
projects. ". Motion carried.
Commissioner Gamm made the motion to approve the minutes of the
Gregg Public Hearing of January 17, 1973, as written. Commissioner
Mendenhall seconded the motion. Motion carried.
Commissioner Mendenhall made the motion, and Commissioner Gamm
seconded the motion, to approve the minutes of the Lieberman
Public Hearing of January 17, 1973, with the following correc-
tion : Page 3, last paragraph, should read"Kemmerley Real Estate"
instead of "Kingswood Methodist Church". Motion carried.

Commissioner Mendenhall made the motion to approve the minutes
of the regular meeting of January 17, 1973, as submitted. Comm-
issioner Fader seconded the motion. Motion carried.
Chairman Genrich said the Village Board had a Hearing until 1 :30
Monday night and continued it Tuesday night. They agreed the
area east of the manufacturing area to Milwaukee Avenue should
be low-density PUD. They made a change in Phoenix that the north
and south portions may or may not be approved for something of
higher density than R-1 by the Village Board, and if it is not
approved, the builder may take them to court. If he does, the
Village would be on unstable ground. They are also discussing
an office of some sort in School District #96.
Commissioner Fader said he did not see why this same logic they
applied to the Phoenix property does not apply to the Swanson
property.

Commissioner Haarr regarding the incentives
on the PUD Ordinance. Comm. Haarr made the motion that these
changes and ones given out last week be included in the PUD and
given to the village Board and that this be incorporated as our
Official PUD Ordinance. Commissioner VanEngen seconded the

motion. Motion carried unanimously.
Commissioner Gamm made the motion the meeting be adjourned at
10 :30 P.M. Commissioner Mendenhall seconded the motion. Motion
carried.
