MINUTES OF THE
BUFFALO GROVE PLAN COMMISSION
PUBLIC HEARING - FIRE STATION
(continuation)
HELD ON MARCH 2g, 1973
Chairman, Carl Genrich, called the Public Hearing to order at
�./ 8 :17 P.M. , March 27, 1973, in the Municipal Building.
Commissioners Present: Mr. Genrich, Chairman Mrs. Rech

Also present were Mr. Arnold Seaberg, Village Engineer, and Mr.
Randall Rathjen, Village Trustee.
Fire Chief Winter gave a summary of the Fire Station plans. He
said there will be a driveway on the east side for Fire Station
use only and parking in the rear for 24 cars. There will be a
turn-around lane so they will not be tying up traffic on Dundee
Road.
Mr. Ralph Broughton and Mr. Bob Allen, architects, were present
to represent the proposed purchasers of the remaining four acres
of land. Mr. Broughton said he represents a group of business-
men and investors who intend to own and develop the property and
stay with it.
Mr. Broughton said the Bank will be a bank for the Village and
the Board will be made up of Buffalo Grove people. The other
two buildings will have complete medical facilities with lab-
oratory, x-ray and radiology, and every type of doctor.
The medical buildings will have two tiers of underground park-
ing for the medical building. It is 27, 000 square feet total,
will hold 22-27 professional people and 35-40 office personnel.
They have named it the Buffalo Grove Campus.
The bank and medical buildings will be made up of brick, bronze,
wood and glass.

Mr. Broughton said the purchasers are asking for B-1 Zoning.
Mr. Griffin distributed a list of the people involved in this
project. Commissioner Gamm read the list for the people present.
Commissioner Haarr asked if the underground parking is for the
\./ tenants only. Mr. Broughton said if they want to lease the
space, they can, but it is also for the customers. There will
be space for five (5) cars per 1, 000 square feet.
On further questioning, Mr. Broughton said the setback is 85 feet.
To the east and west it is 60-70 feet from the lot line. The
height is 30 feet for the largest medical building and 16 feet
for the bank. There will be three stories on the main medical
building, two stories on the other, and one story on the bank.
The signs will be very simple.
In answer to a question from Commissioner VanEngen, Mr. Broughton
said the bank will not handle business for other banks, but will
only be for the Village. The appraised value will be $3-1/2 4'
million for the complex.
Commissioner Rech asked what provisions they had made for storm
retention. Mr. Broughton said they will do whatever is required.
Mr. Bert Rhodes of Arlington Heights asked how binding is this
design? Mr. Broughton said the only thing that may change is
that the large medical building would be smaller if they could
not rent the space. Chairman Genrich said the Annexation Agree-
ment would allude to the Site Plan presented and it would say
the applicant agrees to develop within the concept of the Site
Plan that has been presented. If there are any major changes,
they will have to come before the Plan Commission for review.
Mr. Broughton said the complex will all be completed about the
same time and they are anticipating starting within 4-6 months.
Mr. Rhodes said this all sounds very good but would it entice
other commercial property south of this? It was stated that
each proposal is judged on its own.
Commissioner Gamm asked for the Contract of Sale from the buyer.
Mr. Ray Mahoney said you have never asked all of these questions

of other developers and I cannot see why you are opposed to this
because it is for the Fire Department. Commissionerr Gamm said
this is normal procedure. Commissioner Haarr s idd isr of

is considered on its own merits and we ask things of one developer
that we do not ask of others because of the nature of the project.
Upon questioning from Chairman Genrich, Mr. Broughton said he
would send prints of the Exhibits and a photograph of the per-
spective to the Village Attorney.
Chairman Genrich said the Plan Commission will make its decision
next week.
Fire Chief Winter said a lot of their operating money comes from
fund-raising such as Bingo. Therefore, there will be a hall in
the basement and the lot in the rear of the building is to be
developed as parking for these activities and will be developed
immediately if the money is available and if not, it will be
graded down for retention and released however the Engineer sees
fit.
Chairman Genrich asked what about some screening? Mr. Broughton
said this is already planned for. There is a 12-foot strip of
grass and landscaping along the south end.
Commissioner Harris arrived at 9 :00 P.M.
Chairman Genrich asked if they would be able to have a setback
equal to the Church. Mr. Broughton that would only leave room
for one small building and would do away with the project. He
stated that the open areas can be used for art shows, bank con-
certs, etc. and will be for the public.
Chairman Genrich asked Mr. Broughton how he liked the Fire Station
Building. He said he would be glad to help them with it at no
charge.
The Hearing was closed at 9 :15 P.M.

HELD ON MARCH 25, 1973
Chairman, Carl Genrich, called the meeting to order at 9 :30 P.M. ,
March 27, 1973.

Hinze Property
Mr. Jack Whisler was present to get approval to construct four
(4) commercial stores on the Hinze property located on the
southwest corner of Betty Drive and Dundee Road.
This property was previously zoned B-1 for the purpose of a
pottery shop. The property has been sold to Mr. Brosio, developer
of the Dunell Shopping Center.
Mr. Whisler distributed plans for what they propose to develop.
They plan to build retail stores much like what is in Dunell
Shopping Center. They plan to build a total of 650 square feet
of building space and parking for 57 cars. He said there will
be no restaurant or tavern. Mr. Jim Ray is the architect.
Commissioner VanEngen asked if they had considered moving the
building back and putting more parking and grass in the front so
you would not have all blacktop to look at. Mr. Whisler said
this will be set back a little more than Dunell and Dunell will
be dressed up more after Dundee Road is completed. He added it
is very difficult to get shrubs, etc. to grow because of salt
from the road. They would like to have the building completed
by the time Dundee Road is finished.
Mr. Whisler said they have talked seriously to one tenant so far
but do not have a lease. They are interested in the large 30-foot
store for Home Accessories such as draperies, etc.

Commissioner Haarr said we will have to ask Mr. Raysa about
whether we have to have a Public Hearing on this. Mr. Whisler
said Mr. Brosio purchased the property with the understanding
that all they had to do was bring a plan to the Village.
Commissioner VanEngen asked why they are using the same plan as
they used for Dunell. Mr. Whisler said they have found this type
of front is successful. Commissioner VanEngen asked if the build-
ing design in Dunell is the best they can do? Mr. Whisler said
no but there is not much you can do with these types of stores.
Commissioner VanEngen said he does not care for this type of
architecture. Mr. Whisler said he feels what is objectionable
is the signs. Mr. Ray said what is important in these small shops
is the maximum exposure, which means maximum glass so this does
not :Leave a lot of variations. There are variations with what we
could do with what is above the glass in roof designs. Commiss-
ioner VanEngen said he does not feel this character would be an
asset to Dundee Road, and he does not go shopping at Dunell be-
cause he does not like the looks of it.
Commissioner Rech added it is also difficult to get into Dunell
Shopping Center. Mr. Whisler said he would welcome any sugges-
tions on the ingress and egress because it is a problem.
Chairman Genrich asked what the life of a building like this would
be? Mr. Whisler said he would estimate 40 years with some refacing
after 15 years. Commissioner Shields said he finds this type of
building to have a life of about 20 years maximum.
Nursery School
Mr. Whisler said he would also like to bring up another piece of
property, which lies south of Dunell and borders on Ellen Drive.
He said they would like to propose a building of 7, 000 square
feet f r Nursery School. This is the school that is in the
n' t Church at this time. He said they feel this
would make a good buffer between the shopping center and the
residential area to the south. They propose 20 parking spaces.
Chairman Genrich asked Commissioners Keister and VanEngen to meet
with the Appearance Commission in order to secure an opinion from
the Commission on the practibility of design and appearance as-
pects of the water retention facility being proposed for the Oak
Creek Apartments.
