REGULAR MEETING OF THE
BUFFALO GROVE APPEARANCE COMMISSION
HELD ON APRIL 12, 1973
Chairman, Tod Trayser, called the meeting to order at 8 :15 P.M. ,
April 12, 1973, at the Municipal Building.

Also present was Mr. William Dettmer, Building Commissioner.
Approval of Minutes
Mr. Helms made the motion to approve the minutes of March 22, 1973,
as written, Mr. Glauner seconded the motion. The motion carried.
Uniroyal Sign for Hetlinger 's Service Station
Mr. Roy Delmont and Mr. Hetlinger were present to submit the plans
for the proposed signs. Mr. Hetlinger is the owner of a service
station and tire dealership on the corner of Buffalo Grove Road
and Highway 83. He proposed to erect a 5 ' x 8' (40 square feet)
double-faced illuminated sign 20 feet high in colors black, red
and white. Mr. Dettmer said our maximum sign height is 15 feet.
Mr. Hetlinger agreed to amending his application to 15 feet high
(10-foot pole with the sign remaining 5 feet high) .
Mr. Hetlinger also proposed to put UNIROYAL TIRES in 36 " red
letters across the white front of the building. This would be
36 feet long. This sign would be 108 square feet and the
Ordinance allows 120 square feet for a wall sign.
The pole on the other sign will be 8 " around and will be set
below grade. It will be going in an area which presently has
concrete already there.
Mr. Glauner made the motion to recommend the village Board approve
the Uniroyal signs. Mr. Lembo seconded the motion. Motion
carried unanimously.
Mr. Dettmer said this would go before the Village Board on April
23.

Otis Sign - "The Crossings"
Mr. Andrew C. McPherson, Jr. , an architect for Otis and Associates,
presented the plans.
Mr. McPherson said they propose four signs 8 ' x 16 ' , ground
mounted. They would be 3 ' off the ground. The signs will be
brown with black and white letters. They will be of masonite
and will be back with timber structure, and they will be single
faced.
Mr. Dettmer said these four signs are over the square foot limit
allowed for an entire project and would not allow for any con-
struction signs, which are required by the Village. Mr. McPherson
said he would change his application to three signs.
Mr. McPherson said they are also planning to put up 20 small
24" x 18" "Burma Shave"-type signs. They are requesting 20 signs
although they may put up 10 and move them around periodically.
These will be placed along the main roads telling people what
the development has to offer.
Mr. Helms said he would like to see some trees around the signs
so there is- not just a bare billboard and would like them to
come in with a plan showing the sign and any plantings. Mr.
Lembo suggested something be put in the Agreement regarding main-
tenance of the signs and that the Commission has the right to
review them. Mr. Dettmer said maintenance of the signs is re-
quired by the Ordinance and they make regular inspections.
Mr. McPherson said the signs will be purchased and maintained by
Otis.

Mr. Glauner made the motion to approve "The Crossings" signs with
the requirement that they provide plantings sufficient to enhance
the sign and a maintenance contract be taken out. This motion
was defeated.
Mr. Glauner made the motion the Commission recommend the Village
Board approve the sign and, if they would like to add some plant-
ings, it would be appreciated. Mr. Lembo seconded the motion.
The motion carried unanimously.

Mr. Helms suggested there be a change made in the Sign Ordinance
requiring landscaping around signs. Discussion followed.
Mr. Lembo suggested they take each sign as it comes in. The signs
for developments are only temporary and if plantings are put in,
who will maintain them after the signs are removed? Mr. Trayser
agreed.
Mr. Helms stated that everything in the Sign Ordinance is put
there for aesthetics purposes and if they were not there, the
people would not do them and, he said he feels it is the same
way with plantings.
Mr. Glauner said he agreed with Mr. Lembo.
Mr. Dettmer said a man from downstate Illinois will be coming
here May 2 and he suggested they ask him any questions they have,
including the feasibility of plantings around signs and see
whether he would have any suggestions on whether these would be
maintained. It was agreed to table this discussion until then.
Arbor Day
Mr. Helms said the deadline for the return of the order forms
will be next Tuesday, April 17.
Mr. Helms stated that some schools did not wish to participate
in this program, so anyone wanting some forms can pick them up
at the village Hall.
The seedlings will be given out at the schools and the 6 '-8 ' trees
will be passed out at the Ranch Mart on May 28.
Mr. Dettmer said letters are being sent to all V. I.P. ' s requesting
them to be present at the ceremony. It will be held on Saturday,
May 28, between 9:00 A.M. and 10 :00 A.M. and trees ordered from
the Village Hall will be passed out between 10 :00 A.M. and 12 :00
A.M.
Mr. Trayser said they will discuss the Sign Ordinance at the May
10th Workshop meeting.
