1973-05-02 - Plan Commission - Minutes /` �1 3 5/2/73 MINUTES OF THE REGULAR MEETING OF THE BUFFALO GROVE PLAN COMMISSION HELD ON MAY 2, 1973 At 8 :10 P.M., a film was shown to members of the Plan Commission, \./ Appearance Commission and Zoning Board of Appeals on visual pollution. Chairman Genrich called the regular meeting of the Plan Commis- sion to order at 10 :10 P.M. Commissioners Present: Mr. Genrich, Chairman Mr. VanEngen Mr. Haarr Mr. Shields Mr. Mendenhall Commissioners Absent: Mr. Gamm Mr. Keister Mr. Harris It was noted that Commissioner Evan Fader has moved out of the state, but had not yet submitted an official resignation; and Commissioner John Yost has not attended a meeting for a couple of months and had stated verbally that he was resigning; and Commissioner Clarice Rech submitted her resignation April 18. Because of this, it was noted that the Commission has eight actual members and it was agreed that the five members present would constitute a quorum. Also present were Mr. Arnold Seaberg, Village Engineer, and Mr. Stephen Goldspiel, a prospective member. Ranch Mart Shopping Center Representatives of Gregg Builders in attendance were, Mr. Kenneth Rodeck, Mr. Joe Raccuglia, architect, 1101 Lake Street in Glenview, and Mr. Gregg Loesch of Al Frank Associates. Mr. Rodeck testified that the original plan of the Shopping Center allowed for expansion to the north. He said the architecture will be the same as the existing buildings. The total additional area is approximately 65, 000 square feet. This includes the building to the north, a building abutting the Bowling Alley on the east, and a restaurant in the area between the Bowling Alley and the Service Station. 5/2/73 \id Mr. Rodeck said they will mound and landscape the area along Dundee Road and Buffalo Grove Road similar to what they have done with Oak Creek Apartments. Mr. Seaberg suggested a continuous sidewalk along Buffalo Grove Road and Dundee Road rather than having people walking through the parking lot. Mr. Rodeck agreed to this. Mr. Rodeck said storm retention is planned to be handled by draining the parking lot directly into the storm sewers and storing equivalent water in the Oak Creek retention. Mr. Seaberg suggested allowing the outer parking area to flood, but Mr. Rodeck said standing water tends to break up the pave- ment faster. :Z'' ~/ rr.14Rodeck said they are definitely considering a hardware store and an appliance store. He said they have no particular restaurant in mind,' but would like a franchise. He said they p were interested in The Red Balloon but they have sold out. Commissioner Haarr said the Zoning Ordinance prohibits building that close to a 4-lane arterial highway. B-3 zoning requires a 150-foot setback and they plan to build to within 25 feet of Buffalo Grove Road. There was some discussion on whether this would be termed an arterial highway by definition. Mr. Rodeck said they would not like to build that far back and if it cannot be approved as is, he would like to request a variation. Comm- issioner Haarr said they could only be granted a 1/3 variation which would still be a 100-foot setback. Commissioner Mendenhall said this parcel was zoned and approved at a time when that Ordinance was not in effect and we are probably stuck with it. Commissioner `/ VanEngen suggested we ask Mr. Raysa about this. Mr. Rodeck said he and Verna Clayton went through the old re- cords all morning and found that the property was .p-xed in 1960, it was zoned "B" Business according to the i'':`_� Zoning Ordinance on January 9, 1961, and the final plan was approved in 1964. The parcel was reclassified B-3 on March 16, 1961. 5/2/73 `./ Chairman Genrich asked Commissioner Haarr if he would be able to meet with Mr. Rodeck and Mr. Raysa. Chairman Genrich asked Mr. Rodeck if they were going to screen the loading area from the apartments. Mr. Rodeck said they are screening with a tennis screen which is vinyl or canvas. There will be a fence around the area near the Bowling Alley. Commissioner Mendenhall expressed concern that the entrance off Buffalo Grove Road would become a major street in front of the stores. Mr. Seaberg suggested a curb blocking the drive and forcing the cars to go into the parking area and yet allow- ing emergency vehicles to get through there. Mr. Seaberg also suggested putting islands at the east end of the parking lanes to delineate the drives so people would not cut across the parking area. Mr. Seaberg agreed to meet with Mr. Rodeck to work something out on this. Appointment of New Member Chairman Genrich made the motion to recommend Mr. Steve Gold- spiel be appointed to the Plan Commission. Commissioner Haarr seconded the motion. The motion carried unanimously. Appointment of Secretary Commissioner Haarr made the motion to appoint Commissioner VanEngen as Secretary, replacing Commissioner Fader. Commissioner Shields seconded the motion. The motion carried unanimously. Liaison Appointments Chairman Genrich made the following liaison appointments : Commissioner Gamm - School Districts 96, 102, and 125 Commissioner VanEngen - Fire Protection District Commissioner Mendenhall - Park District Commissioner Shields - School District 21 Commissioner Keister - Engineering and Public Works Agencies (Village, County and Township) Chairman Genrich said they do not have to attend all of the meetings but asked that they attend enough to establish contacts Li 5/2/73 \N/ and get to know the people. Commissioner Mendenhall was asked to check out the sidewalk requirements along Arlington Heights Road near Plum Grove. Mr. Seaberg said they will be put in this year. Chairman Genrich entered into the minutes, a document dated April 24, 1973, from School District 125 regarding school fin- ancing in connection with contribution ordinance and master plans. Mr. Seaberg said there are problems developing with townhouses where they are counting the ramp to the garage as the second parking space. The streets are too narrow to park on, but people are having to park there anyway. He stated that we should have a requirement for wider streets to allow for parking or a guest parking area. The meeting was adjourned at 11 :30 P.M. This submittal is in accordance with the original approved plan of the shopping center labeled Exhibit A. The additions shall be a store or stores with an approximate gross area of 40,650 square feet running east and west from the north end of the existing Jewel Food Store to Buffalo Grove Road. Secondly, between the existing bowling alley and the existing drug store on the south end of the shopping center, there will be an addition of stores on the first floor level and offices on the second level totalling approxi- mately 25,500 square feet.. It is contemplated that both of these areas will be built this year. In addition, we are showing an approximate 6,000 square feet along Dundee Road west of the existing service station which is projected as a future restaurant site. Our submittal includes the overall layout, the proposed floor plans and the proposed elevations of these additions. Subject to the Plan Commission's approval of the submissions, we will proceed to complete final architectural and engineering plans for per- mit submittal.
