1973-10-03 - Plan Commission - Minutes 10/3/73 WORKSHOP SESSION BUFFALO GROVE PLAN COMMISSION Centex Development OCTOBER 3, 1973 Chairman, Carl Genrich, called the meeting to order at 8:15 P.M. , October 3, 1973, in the Municipal Building, 50 Raupp Boulevard. Commissioners Present: Mr. Genrich, Chairman Mr. Gamm �./ Mr. Harris Mr. Keister Mr. Mendenhall Mr. Shields Commissioners Absent: Mr. Haarr, Asst. Chairman Mr. Van Engen, Secretary Also Present: Mr. Kittle (Buffalo Grove Park District) Centex Mr. Morton Kaplan, House Counsel represented Centex. Mr. Charles DeBruler was also present. Mr. Kaplan addressed the commission and stated that things had just been moving too fast. It had been Centex's intention to put sidewalks on the plan, but since they were in such a hurry the omission of sidewalks on the plan had been an oversight. He stated that he had spoken with Mr. Genrich and informed him that Centex does have a contract with the Tekton Group in regard to a timetable which requires them to proceed on this matter and he hopes that it would be possible to set a date for a public hearing. With respect to the Hank Farm, he would have his expert planner come in to answer any questions that the Plan Commission might have. He also stated that the Hank Farm was approved by the Lake County Board Study. Commissioner Mendenhall stated that what Mr. Kaplan had said sounded good. He also stated that he called Mr. Crosland and that Mr. Crosland indicated that he did not like the tot lot situation. No date was set for the Public Hearing on the Hank Farm. Commissioner Keister gave a report on the water study. He stated that he had met with Mr. Seaberg and that the study has been followed-up and indicated that the new reservoir is part of the recommendations of that study. He also stated that he had spoken to Dan Larson about the hooking on to Chicago Water System. Mr. Larson had indicated that he felt the Village would try to get onto the Chicago Water System at this time, because it would probably be several years before Buffalo Grove would actually be able to connect. PRELIMINARY MINUTES - NOT APPROVED 1 9/26/73 WORKSHOP SESSION BUFFALO GROVE PLAN COMMISSION Centex Development - Winston Square SEPTEMBER 26, 1973 Chairman, Carl Genrich, called the meeting to order at 8:20 P.M. , September 26, 1973, in the Municipal Building, 50 Raupp Boulevard. Commissioners Present: Mr. Genrich, Chairman Mr. Keister Mr. Haarr, Asst. Chairman Mr. Mendenhall Mr. Van Engen, Secretary Mr. Shields Commissioners Absent: Mr. Gamm Mr. Harris Also Present: Mr. Kittle (Buffalo Grove Park District) Centex- Winston Square Representing Centex in attendance were: Mr. James Blaeser, Vice President and Mr. Morton Kaplan, House Counsel . Mr. Charles DeBruler was also present. Mr. Blaeser stated that Centex had made some changes from the plan presented to the Commission originally. The major change was that the original entry showed a curve and it was changed to a double entry and the road was straight- s ened. The recreation area was moved into the area with the most desirable trees. Mr. Kaplan stated that they had met with the Tekton Group and he indicated that all provisions of the annexation agreement would be met either by the Tekton- Richards Group or Centex. Mr. Kaplan then distributed the revised plan data to the Commissioners. Commissioner Mendenhall indicated that he had spoken with Mr. Stan Crosland, but insufficient input was available at this point. He also stated that it had been indicated in March that 5.5 acres would be needed for the recreation center. Mr. Blaeser stated that 31 acres had been eliminated and would be used for tot lots, six in all . Commissioner Mendenhall stated that the Park District needs to sit down and have a meeting with Centex in regard to the tot lots. Mr. Kittle asked the location of the retention facility. Mr. Blaeser stated that there would be a retention area, but he also indicated that Centex did not want to start building until some semblance of a basic agreement is approved. He stated that these homes will be identical to the homes in Bolingbrook. Mr. Blaeser said it is their intention, after they have made the final petition to the Village Board, to bring in a movie of what Winston Village will look like. Commissioner Mendenhall stated that he would still like to get rid of the commerical triangle. Mr. Blaser said that particular site would probably sit there until the development is completed and it would probably be a gas station site. Commissioner Mendenhall asked if Centex would give the Commission a run down on the variation of the architecture. { Plan Commission 9/26/73 Page 2 Commissioner Keister asked the size of the tot lots and if Centex would provide parking there. Mr. Blaeser stated that there would be parking at the tot lots. Commissioner Kesiter questioned the 2.68 parking spaces per unit. Mr. Blaeser stated that all houses will have at least a one car garage with drive-way plus gest parking. Commissioner Van Engen stated that if Centex planned to build 542 townhouses on this property, that he was sure the Richards Group was aware that the townhouse area would be used up. The Commercial Portion on Milwaukee Avenue is 3.6 acres Chairman Genrich asked the size of the Hanks property. There are 86 acres. Commissioner Shields asked the street dimensions from North and South property line. Mr. DeBruler stated approximately 800 feet. Commissioner Mendenhall indicated that he did not think it was good to just have one primary access. He feels there would be quite a problem. Commissioner VanEngen stated that Milwaukee Avenue is a State Highway and we won't have control over that highway. Commissioner Haarr asked what kind of zoning would be required on Mr. DeBruler's two parcels. Mr. DeBruler stated that it was a business zoning. He also stated that since the plans are not yet crystallized he did not know what kind of zoning would be asked for. Commissioner Haarr also asked about the zoning on the western portion of the eastern half. Commissioner Keister asked how many 3-story units there are. Mr. Blaeser replied that there are 360. Commissioner Keister also asked how long before the completion of this project; it was his understanding that it would be 5 or 6 years. Mr. Blaeser stated that it would take as long as the time required to sell the units. Commissioner Kesiter asked it they would start the three stories now. Mr. Blaeser stated that they would first start building townhouses. Mr. Kittle asked if Centex would be willing to have their recreation center become part of the Buffalo Grove Park District. Chairman Genrich asked Mr. DeBruler if he had received the annexation agreements and he stated that he had not. Chairman Genrich stated that he is totally satisfied that most of the Hanks and Hawthorn portion of the property was covered this evening. He also stated that he would like Centex to meet together with Mr. Crosland. Chairman Genrich informed Centex that the Commission would ask the Park district to comment on the plans at the Public Hearing. Mr. Kittle inquired as to soil tests or surveys on the Hanks farm.
