1976-07-28 - Plan Commission - Minutes WORKSHOP SESSION BUFFALO GROVE PLAN COMMISSION July 28 , 1976 The informal Plan Commission meeting was called to order at 8 : 20 P. M. , Wednesday , July 28. Present were Commissioners : Jacobs , Keester , Shields , Kuenz , Goldspeil , and Chairman Genrich I . Town Center Study Bill Whited , Administrative Assistant for the Village , presented a slide show, prepared by the staff , on the central business districts of nearby Villages . This presentation was to act an an overview of the possibilities in store for the proposed Town Center of Buffalo Grove . Chairman Genrich followed with a brief description of the various concepts discussed in the study prepared by Economics Research Associates Toups & Olson . II . Lake County School Situation An informal "fire-side chat" was conducted to approach the issue of future schools in Lake County. Present were : Larry Weaver , Assistant Superintendent of District 21 ; Ed Ellis , Assistant Superintendent of District 125 ; Frank Clayton , member of District 125 Board of Trustees ; Harold Roggendorf, Superintendent of District 102 ; Bill Hitzman , Superintendent of District 96 ; Lane Kendig , Ex-Director of Lake County Regional Planning Commission ; Mark Frank , Lake County Regional Planning Commissioner ; Ivan Murphy , representing District 125 . Mr. Weaver led the conversation emphasizing the importance of planning future schools . He mentioned the fact that at Cooper School , con- struction was still underway at the start of the school year. Commissioner Jacobs stated that the Village is looking at approximately 3000 units to be developed and asked if the School Districts would be able to handle the rapid growth . He wondered whether the Village should start to curb construction . Mr. Roggendorf said that District 102 has tried long rang planning ; however , the State won ' t accept projected student figures for funding . He further suggested pressure should be put on the legislative bodies to remedy this situation . Mr . Weaver stated the present method is that the State will allow funding once the children are a present reality ; however, a minimum of 18 months should be allowed for building construction . Commissioner Jacobs restated the expected growth and the need for close contact between the School Districts for the common cause of a long range plan . �� �.� .`s - 2 - Mr. Whited suggested that land donations by developers would definitely help the School Districts . Commissioner Goldspiel specified two basic problems : ( 1 ) Phasing., There should be a rational pattern to growth ; the school service should be a gradual expansion along with development . (2) Once every- thing is there, the tax base be such to allow continued operation? Commissioner Jacobs pointed out a situation in Washington , D. C . , where the growth was so big , it was necessary to place a moritorium on all building . He mentioned that this shouldn ' t be done in Buffalo Grove , rather , we should see the problem row and start to slow down growth . Commissioner Goldspiel suggested a type of Master Plan to establish goals between Lake County and Cook County as well as the School Districts . Mr. Whited stated that a Master Plan is a nice idea , but it must be flexible , otherwise , the courts could intervene and change the plan bit-by-bit . Mr . Clayton said the initial impact is not at the High School level , rather High Schools have a substantial period of time to build . The major impact is at the grade level where there could be a surplus of students as a result of one development . Mr . Roggendorf and Commissioner Jacobs expressed views that pressure should be applied to the Legislature and that Mr. Fabish and the Village Board should apply that pressure where necessary to help the School Districts . Mr . Kendig personally felt that a series of talks should be arranged between Lake County and the municipalities to aid in long-range plans . Specifically, to work out a plan where the county would discourage development in unincorporated areas and place the focus on incorporated areas. It was his feeling that the County should be willing to work with the municipalities . The specifics would need to be ironed out at a later date . Commissioner Jacobs agreed . Unless there is communication between the agencies , a definite nervousness would hang in the air . Mr . Kiddle, of the Park District , stated that as soon as utilization and maintenance agreements were worked out , recreation facilities �..i could be provided for the schools . Mr . Weaver summarized that when growth is rapid , schools will need to be run on shifts and possibly through the summer, at least for the 18 month period . For that 18 month period , approximately 20-30 classrooms would be necessary. The present condition suggests consolidation among School Districts and/or living with the growing pains . �l.i4 - 3 111 . Commissioners Meeting Chairman Genrich asked to talk with the Commissioners to instigate and clarify some matters . 1 . There is a need to resolve the bicycle paths at the Zale \me Development . He appointed Commissioner Kuenz to head a Committee to include Commissioners Goldspiel and Mendenhal . It was suggested that they check with Chuck McCoy for a bicycle path plan , and with Bill Whited as to maintaining bike paths next to single family residence . * 2 . Bill Whited ' s memo to Mr. Larson concerning small lot sizes on the Zale property . The memo suggests that lot sizes are larger if the green space in between lots are considered . Mr. Genrich appointed Commissioner Keester to lead a Small Lot Ordinance Committee to examine this issue. To assist him would be Commissioners Candell and Trustee Harris from the Village Board .** Chairman Genrich mentioned the Plan Commission meetings of August 4 and 18 . He asked the Commissioners to be prepared for the 18th meeting specifically , where the topic would be the Chevy Chase Annexation and the possibility of keeping a golf course on that \./ site. *Footnote - I want to emphasize that the scope of the assignment to the committee is to work with both Mr. McCoy and Mr. Whited in developing a master bicycle plan for the Village. Mr. McCoy earlier was given this assignment by Dan Larson and working with the two of them from the Staff, the committee is also being asked to recommend policies for facilitating the development and maintenance of bike paths throughout the Village. Some concepts which might be investigated are village ownership and maintenance, possibility of the paved areas being owned by the Park District instead of the Village and maintained by them or some other method perhaps in conjunction with leaving the paths (except for paved surfaces) in the possession of the single-family homeowners and maintain their use through a public easement concept. (,a) Carl Genrich, Chairman **Comment - The small lot ordinance terminology is a little bit deceiving for this assignment. The problem really relates to how we resolve problems of excessive slope in the backs of certain properties and how do we handle this from a planning point of view. N....1 id Acclision Cou: ittee .......... ..1 ....1". ..l , . ...11 150 RAUH BLVD./(MI TA LO GROVF,ILLINOIS 60090/537-0356 1 1 TO: CARL GENRICH Chairman , Plan Commission REF : School District Financial Assistance Alternatives for Capital Expansion DATE : July 28 , 1976 Pursuant to your request , I have tried to capsulize alternatives available to School Districts for building expansion programs, These are as follows : Capital Improvement Board Generally , School Districts have the opportunity to contract directly with the State of Illinois Capital Development Board for new school buildings , The School Districts lease these buildings over a limited period , usually for the same necessary to repay any indebtedness associated with the building . This may require the passage of a referendum within the School District to provide the guarantee for the lease . General Obligation Bonds Another alternative is the issuance of general obligation bonds to pay for the construction of new buildings , This requires a referendum among the residents of the School District , Unit School District Another alternative would be the consolidation of the Lake County School Districts with High School District 125 into a unit School District , This had been done by several Districts in DuPage County and in Barrington . The residents of School District 59 (Elk Grove Village) are also exploring the consolidation of their District with portions of School District 214 into a unit dis- trict . There are certain advantages to forming a unit district as compared to separate districts . The obvious ones are expanding the tax base , better coordina- tion of the various philosophies toward education and increasing the ability to provide more specialized educational training for all students . It will also allow better use of vacant or partially used buildings , i .e. , Kildeer School and Stevenson High School . i t � L.� 2 `./ Increasing the Tax Levy Another alternative would be to Increase the tax levy currently authorized in the School District . L Increased State Aid Hardship petitions could be subm*. 'ted to the state for special financial grants .
