Chairman Carl Genrich called the meeting to order at 8:15 p.m. in
the Municipal Building, 50 Raupp Boulevard.

Chairman Genrich stated that Commissioner Goldspiel had called him
and he will not be able to attend the meeting because he Will-be out
of town.
Approval of Minutes
Commissioner Mendenhall made a motion to approved the minutes of
April 7. Commissioner Keister seconded the motion. The motion
carried that the minutes be approved. There were no changes or
corrections.
Surety/Camelot
After reviewing the Final Plat of Camelot, Commissioner Keister
stated that a notation as to the phase should be added so when the
second plat comes in for approval it can continue to be called
Camelot.

Commissioner Keister made a motion that the Plan Commission
recommend approval of the Final Plat for Camelot of Buffalo Grove,
Exhibit 222-13, with the addition of"phase I" to this plat and
subsequent to receiving a letter from the Postmaster that the
street names are acceptable. Commissioner Kandel seconded the
motion. Upon vote the motion carried unanimously.
Commissioner Harris asked Mr. Seaberg how the entrance will tie in
with the revisions to Busch Road. Mr. Seaberg stated that the
county does not have final plans and that is why the entrance shown
is only temporary at this point. He added that the plat does conform
to regulations.
Prudential/White Hen
Mr. Conrardy showed an old site plan dated January 11, 1973, with
a Jewel Food Store on the site which White Hen has purchased from
Jewel. He stated that this plan shows that originally Jewel had
intended to build there.
Mr. Conrardy stated that he had met with Mr. Meyer and Mr. Meyer's
brother, Jim Meyer, and asked them to come up with something
different from what was brought in last month. They came up with
three different schemes.
Scheme A - Building 1 is similar to what was on the previous plan.
However, the angle at the back is different. Building 2 is in the
center of the parking lot and does not allow for the best layout
r in parking. There is 4.0,800 square feet and parking for 240 cars.
Behind the building is a service drive. There are two curb cuts
shown, one on Route 83 and one on Arlington Heights Road.
Scheme B - Building 2 is shown as an "L" shaped building. Building 1
is left as a free-standing building for future financial or possible
restaurant use. The White Hen would be facing Arlington Heights
Road. There are two service drives coming off the main road.
The stores would be broken up into different widths. They can
also be recessed in some places. If they could find a tenant
needing a 10,000 foot store they would like to put him in the
angle. The free-standing building would be Phase II.
Scheme C - Building 1 is facing Arlington Heights Road. They
have made the building 22,800 square feet which possibly may be
too big. With this plan they have the greatest flexibility with
Phase II. There is still the possibility of it being a free-standing
restaurant. They only show one entrance to the property besides the
service drive entrance.
Mr. Conrardy stated that they are not showing a gas station on
any of the plans. They are aware of the Plan Commission's objection
to a gas station.

Commissioner Mendenhall stated that of the three schemes he
preferred Scheme A.
Commissioner Harris asked how they would treat building one on
Scheme B. Mr. Conrardy replied that it would probably be done in
brick. There would be a small retaining wall around the trash area.
Commissioner Harris asked if it is common to get a large user in
a strip center where there is a store on the order of White Hen.
Mr. Conrardy replied that usually the land size will dictate the
type of stores. This area is larger than the usual strip center.
Commissioner Harris stated that he prefers Scheme A, also.
Commissioner Shields stated that he prefers Scheme A. He added
that in this scheme if they move Phase II up into the northwest
corner and made it smaller or reshaped it, the parking would be
better.
Commissioner Kandel suggested that more depth be added to building
one on Scheme A and then eliminate building two. He added that a
free-standing building does much to detract and would also present
maintenance problems. Mr. Conrardy stated that he would concur with
this but there comes a point where it is not economically feasible.
Commissioner Kandel stated that he prefers Scheme A but building
two is bad for the appearance and general maneuverability.
Commissioner Mendenhall stated that the White Hen should not be
facing Arlington Heights Road because they will have signs for
advertising purposes in the windows and no matter what they do to
improve the appearance it will look like any other strip center.
He stated that if they turn the White Hen to face north the side
of the building can be landscaped attractively. Also, the property
could be enhanced by berming and landscaping the northwest corner
similar to what Plaza Verde did.
Mr. Conrardy stated that if the White Hen faced north it would
leave about 25 extra feet in depth. He asked if there were any
objections to their putting an office or something of that order
behind the White Hen. Commissioner Shields asked if they could
use this recessed area to allow for extra parking. Mr. Conrardy
stated that they would like to keep the building even in the back.
Commissioner Shields stated that he did not object to an office
there.
Commissioner Kandel stated that he would like to see building two
become part of building one.
Commissioner Keister stated that he felt it was ridiculous to take
a prime piece of property and try to design a strip shopping center
around a White Hen Pantry because White Hen owns the property and
White Hen is part of Jewel. He would rather see Jewel sell the

property to someone who can come up with a better use. He added
that this property would be the focal point for anyone coming into
Buffalo Grove from the northwest. Mr. Conrardy stated that White
Hen had nothing to do with these plans. They are a minimal part
of this. The problem is the shape and depth of the property.
Mr. Boffey stated that Jewel would never sell the property to
another food store. It is too small to put a supermarket on.
He added that there will be a large Jewel store within i mile
of this property within the next few years.
Chairman Genrich stated that he felt the Plan Commission is very
much opposed to the White Hen facing Arlington Heights Road. If
the White Hen has to face Arlington Heights Road there may be
problems with the Plan Commission approving it with that arrangement.
Commissioner Harris stated that he feels there is a definite need
in that area for some convenience type of shopping.
Commissioner Shields asked if the White Hen would be built first.
Mr. Conrardy stated that they would go with 3- of building one to
begin with and the White Hen would be included in this.
Mr. Conrardy and Mr. Meyer stated that they would have pencil
sketches but not complete renderings for the workshop meeting on
Wednesday, June 2. The Public Hearing was scheduled for June 16.
Price Veterinary Clinic
Dr. Price stated that the proposed site is on the southwest corner
of Buffalo Grove Road and Route 83. He intends to remodel the
old gas station that is presently on the site. It is part of
5 acres which are zoned B-3. However, this parcel is not under
the same ownership as the rest.
Mr. Whited stated that he thinks this would be a good site for
a veterinary hospital. It would serve the Lake County portion of
the Village. This is a much better uSe then the owner originally
intended. He added that the property is mis-zoned.
Commissioner Shields asked if the utilities and everything are
adequate. Dr. Price replied that they will have to go 130' along
Route 83 to get sewer.
Commissioner Keister asked what the dimension of the frontage is.
Dr. Price replied that it is about 260' .
It was the general agreement of the Commission that this is a
good use for the property. A Public Hearing will be scheduled for
June 2. Chairman Genrich asked Dr. Price to have an architectural
rendering at that point.

Road Construction Plans
Mr. Seaberg stated that Lake Cook Road is presently under construction
from Milwaukee Avenue to Route 83. So far they are putting in storm
sewers and underground utilities. This may take two years to finish
because they have to put an overpass on the Soo Line. He stated
that he doesn't know anything yet about the section between Route 83
and Arlington Heights Road other then the plan for alignment and
basic details for the alignment. It is possible that the project
`./ through the Village proper would be about one year behind the
project between Milwaukee Avenue and Route 83. Commissioner Harris
asked if there are plans for a pedestrian overpass or underpass
across Lake Cook Road. Mr. Seaberg stated that he didn't think so.
There will be signalized intersections and through the Village there
will be the same type of median as Dundee Road.
Mr. Seaberg stated that the intersection of Route 83 and Busch
Road could be a separate project which will be speeded up due to
the construction of Surety. Other road construction may be speeded
up also due to further developments.
Mr. Seaberg stated that he would send the commissioners copies
of the current zoning map with the road construction projects
drawn in.
Mr. Seaberg added that the only other major improvement is
Arlington Heights Road in Arlington Heights. Along with that
Cook County has said they would improve Arlington Heights Road
to Lake Cook Road. The Village is making application for Arlington
Heights Road from Lake Cook Road to Route 83.
Crossings
Mr. Seaberg stated that there is a section of roadway along the
Otis commercial section that the Village has asked them to give
us a 50'dedication on. He asked for the Commission's approval
on this dedication plat.
Commissioner Keister moved that the Plan Commission recommend
approval of the dedication plat for a 50' strip along Arlington
Heights Road where the Otis commercial is to be. Commissioner Kandel
seconded the motion and upon vote it carried unanimously. The
Chairman and Secretary signed the plat.
Commissioner Kandel and Commissioner Keister reviewed and approved
for signature the Final Plat of the Crossings, Center Addition,
Block 3.
Enforcing of Ordinances
Chairman Genrich indicated to the Commission that he was aware
of a violation of the zoning ordinance in the Village but did not
want to discuss the particular case. He wanted to know how the
Commission felt in general about enforcing the zoning codes. After
general discussion they agreed that the ordinances should be enforced.

Correspondence
Chairman Genrich reported that he received a letter from Mr. Kiddie
of the Park Board. The letter was discussed and no action was
taken. The letter was a response to the Plan Commission's motion
concerning the Park District referendum.
Plan Commission Appointment
Chairman Genrich stated that Mr. James Kuenz, 907 Greenridge, has
attended several meetings as a prospective member. Commissioner
Mendenhall made a motion that the Plan Commission recommend to the
Village Board the appointment of Mr. Kuenz to the Plan Commission
for a one-year term. Commissioner Keister seconded the motion.
Upon vote the motion carried unanimously.
Ad&ournment
Commissioner Shields made a motion to adjourn. Commissioner Keister
seconded the motion. The meeting adjourned at 10:00 p.m.
