BUFFALO GROVE PLAN COMMISSION
January 26, 1977
Chairman Carl Genrich called the meeting to order at 8:20 P.M. in the
Municipal Building, 50 Raupp Boulevard.

Crossings (Phase V)

Upon the recommendation of Commissioner Kandel, Chairman Genrich and
Commissioner Kandel signed the Final Plat for the Crossings, Unit IV,
(Phase V) as approved at the Plan Commission meeting of July 7, 1976.
Plan Commission Recommendation on Youth Activity Center
Commissioner Kandel read his draft of a statement from the Plan Commission
to the Board of Zoning Appeals regarding the Youth Activity Center
proposed for the Buffalo Grove Mall.
After discussion it was agreed to omit paragraph 4 and delete the last
two lines of paragraph 5 after "denied". The Plan Commission will adopt
the statement as amended and it will be sent to the Board of Zoning Appeals.
Meeting with Trustees
Chairman Genrich asked Trustee Bogart for his reaction to the Plan
Commission memo of January 26 which was a response to his memo of January 6.
Trustee Bogart stated that he can appreciate what the Plan Commission was
saying. He added that he may even tend to agree with their Point #1.

However, his memo forced everyone to take a look at the points he
mentioned. There is not much land left to be developed in the Village
and he recommends that there be a plan for what is left. The developer
is putting as many houses on a piece of land as he can. It is an advan-
tage to him but not to the Village. Some guidelines have to be set for
the commissions and Staff to work from.
Commissioner Goldspiel stated that what has to be controlled is the size
`f of the house on the lot. A developer should be allowed to build the house
on a lot if he has the right side yard, back yard and front yard.
Commissioner Kandel felt that another concern should be the industrial
area of the Village. Trustee Bogart said that there will be very little
industry, if any. He added that he would like to have a new Master Plan
eventually.
Commissioner Keister also felt that there should be some policy set on
minimum lot sizes.
The possibility of taking R-6 out of the ordinance was discussed.
Trustee Rech stated that she does not think this can be done. There
would be a lot of legal problems. The problem is not with R-6 zoning
but with bulk over-use. This problem can exist with any of the zonings.
The Village has to figure out a formula for what size house should go
on what size lot and implement it.
Chairman Genrich asked Mr. Rapp to draft some figures for maximum ground
coverage. Mr. Rapp stated this would be done within two weeks.
There was discussion regarding Trustee Bogart's comment on abuse of the
PUD. Commissioner Harris stated that he does not feel the PUD has been
abused.
Trustee Mahoney felt it would be absurd to throw out the PUD. The question
is to use common sense in implementing it. President Fabish stressed
that the developer should be told at the beginning if what he wants is
acceptable.
Trustee Rech expressed her concern regarding the water supply in the
Village and stated that she would not approve another annexation until
this problem has been solved. President Fabish stated that another
development is needed to help pay for Well No. 6.
Regarding the variances, Trustee Mahoney felt that common sense had to be
used. Emphasis should be on adherence to the rules because that was why
./ they were written. President Fabish added that there should be a certain
amount of flexibility with some limitations.
