1977-09-14 - Plan Commission - Minutes WORKSHOP SESSION BUFFALO GROVE PLAN COMMISSION Lake County Housing Plan September 14, 1977 Chairman Carl Genrich called the meeting to order at 8:10 P.M. in the Municipal Building, 50 Raupp Boulevard. Commissioners Present: Chairman Genrich Mr. Goldspiel Mr. Kandel Mrs. Force Commissioners Absent: Mr. Harris Mr. Shields Mrs. Sheldon Mr, Capitel Also Present: Mr. Bart Delaney, Planning Coordinator Mr. Tom Fennell, Director of Community Development and Planning Mr. Bill Sommer, Administrative Assistant Chairman Genrich asked for the Plan Commission's opinion of the statement which was drafted by Mr. Sommer and distributed earlier. Commissioner Goldspiel stated that he liked the statement and feels it is a good capsulization. One point he would possibly add would be to insure that future and present residents have a comparable quality of life. The success of a low-income housing project depends on assuming people who will live there will want the same things others will. According to the Lake County Housing Plan, persons of low income would be denied amenities that would be available to other persons. Commissioner Goldspiel felt that the statement should be left the way it is written. It may lose something by adding more. Chairman Genrich suggested that quotes be added in the first sentence of the first paragraph before all and after sound. Commissioner Goldspiel asked that the following changes be made: 1. On page 2, first paragraph, add to the end of the last sentence, "...that would integrate those residents into the life of the community." 2. On page 2, add to the end of the second paragraph, "These standards are national codes which would seem more efficient and effective than having each of the nation's many counties developing it's own standards." Plan Commission W.S. 9/14/77 -2- Commissioner Goldspiel felt that the Lake County Housing Plan allocated housing on a township basis. It does not seem appropriate to him to compare the dollar incomes of rural farmers (whichpart of Lake County is) to other townships. Also, the plan does not address the problem of migratory worker housing. He added that the availability of jobs should be an important consideration. It should not be assumed that each community has an equal access to jobs. The plan seems to encourage suburban sprawl. They also should make a decision on whether they want to preserve choice agricultural land. Chairman Genrich stated that he feels the statement says that low-income housing should not be scattered where there are not services and employment opportunities. He also pointed out that in the Lake County Housing Plan under objectives #10 and #14 they are stating that future residential areas should be located within areas of transportation and employment and all housing units should have access to facilities that meet environmental protection standards. So, they are recognizing these as problems. Commissioner Force stated that she feels the statement is something she can live with and strongly urges that we keep our fingers in this and see what the progression is from here. The last sentence of the statement will be changea;to read, "The plan; in its present form does not clearly describe implementation of the objectives, but the Village of Buffalo Grove is ready to participate in a cooperative venture with Lake County to plan for the housing needs of the broad segment of the population as a detailed plan is developed." Heritage Place Chairman Genrich stated that the only thing the Plan Commission did not like about this plan which was presented last week was that it didn't show the buildings. He read a letter from Mr. William Raysa which stated that the form that the plat was in was legal. Chairman Genrich would prefer that after this the Plan Commission take some steps as a policy to not approve something unless it shows the buildings or else change the policy. Commissioner Kandel stated that he feels this is still a clouded issue. Mr. Fennell stated that as he understands it, the plat of subdivision would be registered with the county and then the condo plat must also be registered, so there would be two plats. Mr. Lyman had said that he would be more than happy to add on to a separate exhibit the building setback lines and make it an exhibit to the minutes for the Commission. This would be legal for the Village. Commissioner Kandel stated if they are willing to put the minimum setback lines and frontage and the minimum rear lot lines on some type of legal document and bring it in with the plat, he will recommend approval to the Board. Mr. Fennell stated that both Mr. Seaberg and Mr. McCoy have reviewed this from an engineering standpoint and they both agree that the final engineering agrees with the concept plan that was adopted at the initial Plan Commission meeting several years ago on this project.
