Chairman Genrich called the meeting to order at 7:45 PM in the Municipal Building,
50 Raupp Boulevard.

APPROVAL OF MINUTES
Commissioner Sheldon moved that the minutes of the January 31 , 1979 Public Hearing
be approved, subject to corrections. Commissioner Shields seconded the motion.
Corrections are as follows:
PAGE 1 , 2nd paragraph The second sentence should read: "He said the Compre-

PAGE 3, 2nd paragraph The paragraph should read: "Mr. Boysen stated that he

channel of a swale, but does not believe that most of the

most of the inflow to the lakes will be from the surface
runoff discharged into the lake by the proposed storm

which could not be resolved during final engineering."
PAGE 4, 8th paragraph: The paragraph should read: "Mr. Truesdell said that the
Police Department indicated that they would rather have
nothing at all than bushes , mainly because of theft
problems. They would have no objections to the trees."

PAGE 4, 2nd paragraph In the first sentence, the word "evidence" should be
from bottom: inserted between "conclusive" and "that".
Upon voice vote, the minutes were unanimously approved as corrected.
Commissioner Shields moved that the minutes of the January 31 , 1979 Special Meeting
be approved, subject to corrections. Commissioner Sheldon seconded the motion.
Corrections are as follows:
PAGE 1 , 3rd paragraph. The paragraph should read: "Mr. Truesdell said that
from bottom: the developer is to put in a full , one-half street
(Buffalo Grove Road) the entire length of the development."
Upon voice vote, the minutes were unanimously approved as corrected.
MANNING SAVINGS & LOAN
Mr. Lloyd Oshsenschlager displayed the Plan. He made reference to the fact that
there was originally some concern about the traffic flow. He said that their lot
is Lot #1 , and is contiguous to Lots #2, #3, and #4, and that they have received
written permission to construct a roadway behind Al 's Cycle Shop, which would ease
any traffic congestion.
Mr. Oshsenschlager said that the storm water retention/detention pond would be
on the corner, and would be screened by low shrubbery.
Commissioner Button asked what the difference in elevation would be between the
detention pond and the roadway. Mr. Oshsenschlager said it would be about 22' .
He also said that there will be burming up about 2' from the public sidewalk.
The entrance/exit on Dundee Road will have a "Right Turn Only" sign.
Commissioner Button moved that the Plan Commission approve and forward to the
Board of Trustees the preliminary plan of the Manning Savings & Loan Association,
dated February 14, 1979, and bearing the file #3779-M (Plan Commission Exhibit
#927-2) , with the following addition:
That both the North and East entrances to the subject property be signed "Right
Turn Only" for exiting traffic.
Commissioner Sheldon seconded the motion, which was unanimously approved by voice
vote. Commissioner Goldspiel arrived after the vote had been taken.
PROSPECTIVE COMMISSIONERS
Mr. Jordan Shifrin, 65 Wakefield Lane, and Mr. Gary Glover, 8 Amherst Court, were
introduced to the Commission. Since this was Mr. Glover's first attendance at
a Commission Meeting, he gave the Commission a brief personal background. Chairman
Genrich encouraged them to continue attending Commission meetings.
FUTURE AGENDA SCHEDULE
There will not be a Commission meeting on February 21 , 1979. There will be Public
Hearings on the Recreational Vehicle and Setback Ordinances on February 28, 1979.

VILLAGE CENTER
Chairman Genrich reported that the Village Board of Trustees will consider the
Comprehensive Plan changes,which the Plan Commission recommended, at the March 12,
1979 Board Meeting.
RECREATIONAL VEHICLE ORDINANCE
Chairman Genrich explained the Plan Commission's interest in the RV Ordinance.
Commissioner Sheldon explained the points she had outlined in her memo to the
�./ Plan Commission. She said that, from a planning point of view, we do not want
to devalue any of the things we have worked on. She said we also do not want to
place a hardship on anyone in the Village, which is the purpose of Section 3.8-5
of the Ordinance dealing with Exemptions.
Deerfield's RV ordinance has a maximum height of 10' , excluding masts. The
Buffalo Grove Ordinance proposes a maximum of 28' in length, 10' in height, and
8' in width.
Commissioner Sheldon wants to insure that the Ordinance does not infringe on the
rights of anyone who presently owns an RV, but wants to be sure that , in the
future, other arrangements be made for such vehicles.
The Committee has investigated the possibility of the Village providing a lot
to park the vehicles, but it is not feasible because of legal and insurance problems.
Commissioner Button stated that the Village does not want to hurt the people who
now have RV's, but they do not want to see large RV's parked in front of houses .
Mr. Marienthal stated that, as the Ordinance now stands, the only thing that can
be parked in a driveway is a passenger automobile.
Commissioner Goldspiel stated that he thinks that the draft ordinance is bad
because it is too broad. He thinks recreational and commercial vehicles must
be dealt with separately. He does not think that any type of commercial vehicle
should be allowed to be parked overnight. He thinks that the ordinance should
rule out commercial vehicles , and also rule out any vehicle over a certain size.
Chairman Genrich stated that the Commission must consider the document that has
been prepared when making recommendations to the Board, and not start over by
drafting an entirely new document.
Commissioner Shields feels that boats and trailers should be considered together.
He does not think that commercial vehicles should be permitted. He feels no
obligation to allowing recreational vehicles at all , and said that the only way
that he could accept this ordinance would be to reduce the maximum height and length.
Commissioner Kelly does not see how the Village will be able to enforce the new
ordinance, if it is unable to enforce the present ordinance. He said there is
no mention of any type of van in the proposed ordinance.
Mr. Kelly stated that the proposed ordinance, as it now stands, would prohibit
the parking of a company passenger car in the driveway, (page 4, Section 3. 1) .

Mr. Kelly does not feel that the proposed ordinance shows any limitations. He also
said that if a Grandfather Clause (allowable non-conforming use) were inserted
into the ordinance, he does not see how it would be enforced.
Commissioner Goldspiel suggested that one way to enforce the ordinance would be
to go by the Illinois State Vehicle Code (i .e. A, B, C, and D), Int
Commissioner Kelly asked about visitors with RV's. It was said that there could
be a special permit for this.
Commissioner Goldspiel said that, under the Constitution of the United States,
there is a great deal more power to legislate than the Village is currently using.
Mr. Shifrin stated that we must deal with the realities of the way people are now
living; the RV may be used as a passenger car in the future.
Mr. Ron Gunther, an RV owner, objects to the entire ordinance. He does not feel
there is a need for it.
Commissioner Button stated that he has not seen too many people concerned from the
opposite point of view in attendance at meetings , and said that perhaps this is
not necessary.
Mr. Marienthal said that he made note of questions asked, and will contact the
staff to obtain answers for these questions.
SETBACK ORDINANCE
Mr. Delaney stated that this ordinance clarifies an amendment to an ordinance made
about one year ago. He displayed a map identifying the portion of the Village
which would apply to the old ordinance. The areas within the red lines would
apply to the old ordinance.

Mr. Elliott Hartstein''stated that the crux of this is not to change things in mid-
stream; in other words, someone might buy a piece of property with the intention
of putting an addition on, and then find out that the laws had been changed between
the time that he purchased the property and the time he wanted to put the addition on.
Commissioner Goldspiel asked if most people wanted to add on to their houses in
the back, and Mr. Hartstein said that they usually do want4to add on to the back, 61katuktiaik

Commissioner Goldspiel stated that the way it now stands , 95% of the Village

Chairman Genrich stated that there could possibly be different zoning for separate ;)._j? .,/y

TRANSPORTATION COMMISSION
Commissioner Goldspiel wanted everyone to be aware of the fact that the 690 Nortran

ADJOURNMENT
Commissioner Button made a motion to adjourn, seconded by Commissioner Goldspiel .
Upon voice vote, the motion unanimously carried, and the meeting was adjourned
at 9:45 PM.
