Chairman Genrich called the meeting to order at 7:4.5 PM in the Municipal Building,
50 Raupp Boulevard.

OFFICIAL ZONING MAP
Commissioner Harris moved that the Commission recommend approval of the Buffalo
Grove Zoning Map dated March 10, 1979, subject to the addition of a note for B-4
Grand Spaulding parcel stating that the property will revert back to B-3 when the
use is changed, and subject to correction by the staff of the status of the parcel
shown as R-7/R-9 Centex/Anden. The staff will check the Phoenix apartment area
surrounding the golf course to determine if there is a clause for revision of zoning
to R-1 , and also review to determine if there are any other parcels with similar
reversion clauses, and if so, note them on the plan. Commissioner Davis seconded
the motion.
Commissioner Goldspiel said that part of the Anden parcel is R-9, and part of it
is single family. He wanted to know if the part which was single family, between
Lake-Cook and Pauline, was rezoned.
Mr. Delaney stated that there was a reverter to their agreement as of April 1 , 1978
to R-7 or R-8, and in the PUD agreement, it states that the single family will be
built to the R-5 specs.
Mr. Goldspiel stated that there needs to be a demarcation line between the R-7 and
the R-9.
Regarding Heritage Place, Mr. Goldspiel said that is still R-9, and questioned
whether it will be rezoned after it is built. It was stated that that is something
which needs follow up. Mr. Goldspiel asked the staff to report back to the Commission
as to what is found upon investigation.
Upon voice vote, the motion carried unanimously.

WORKSHOP SESSION
Chairman Genrich stated that he feels the ideal way for a new project to be handled
would be for a developer to come to the Commission with a "sketch plan", showing
the road network, and some flexibility as to whether he could build townhouses,
a combination of apartments and single family, etc. The Board and the Plan Commission
could then review some sketch plans before everything is formalized. For instance,
in the Dearborn situation, once direction was given by the Board, the developer
worked out exactly how many units, buildings, etc. that he wanted to build. It
might be better, once the developer states what density he would like to have, to
have him work out with the staff what the road network and parking will be, and
not be concerned about where the buildings are.
The point is that the major focus should be put on what the street system wi]l be
which dictates how wide the streets will be. The developer should show the
Commission the street network and essentially the general use of the land first,
and then make sure that it meets our standards. Once the skeleton is approved,
the developer could go back and fill in the structures.
The focus should be on what the general land use will be, and what the general
zoning designation will be. The developer can then work from that to see how
many buildings or units will fit in the area.
Mr. Marienthal suggested that perhaps the developer could get together with a
couple of members of the Plan Commission and work out the basics of the streets
and public land uses before he comes to a full Plan Commission meeting.
Chairman Genrich said that the developer should originally petition for what is
shown on the Official Map.
Chairman Genrich said that there is a 5-year capital budget which is approved
every year by the Village. He said that there should be a master sidewalk plan,
a master bike path, etc. , and the Plan Commission should review the new things
that go into that capital budget.
Commissioner Goldspiel stated that the Transportation Commission is trying to
set up liaison with various other units. They did get liaisons from the RTA and
the Lake County Planning Commission. The Transportation Commission tried to see
how they could get "wired" into Lake County for transportation purposes. The
response they received was that basically Lake County does not see much need for
public transportation or new roads. Lake County is going to put all of its
transportation energies toward widening existing roads. The reason for this is
that Lake County does not believe in the 'horridor" plan on which all of this
region's planning is based. The corridor plan is that there are major railroad
and transportation lines, and density grows out along these lines; as the dis-
tance increases from those arteries, the density gets lighter.
The Lake County representative stated that Lake County does not believe that the
Milwaukee Road corridor will ever be developed. Therefore, they said that there
is no point in encouraging public transportation or putting in new roads.

Mr. Goldspiel asked the representative if this was not, en effect, a "no growth"
policy, and the representative denied that that was the case. Mr. Goldspiel,
however, interpreted that to be totally consistent with a "no growth" policy.
Mr. Goldspiel said that we must try and figure out what the ultimate boundaries
of the community are. He thinks the Plan Commission and the rest of the Village
must come to grips with this, and either put up a struggle against what appears
to be a "no growth" policy, or else live with it.
Mr. Truesdell wanted everyone to be aware of the fact that the Lake County Council
of Mayors did approve the federal funds for the design engineering of the Buffalo
Grove Road extension, and for the widening of the road to 4 lanes.

1 Mr. Marienthal stated that the Village does not know exactly what we have right ,
now because of Lake County's decision to give the aliftmeLong the Soo Line to
Lincolnshire. The Village has written a letter to Lake County and their public .3 1 _`�1,
works director asking that a meeting be held. If necessary, the Village will make
a full-blown presentation to the Lake County Board.
Commissioner Goldspiel said that the Lake County planning process only pertains
to unincorporated Lake County; they do not do any planning for incorporated areas.
RECREATIONAL VEHICLE ORDINANCE
Commissioner Sheldon suggested that work on the R.V. ordinance be delayed until
after the April 17, 1979 election, so that the new Board can have input to the
ordinance.
VILLAS OF BUFFALO CREEK
Chairman Genrich and Commissioner Sheldon signed the Plat of Subdivision for the
Villas of Buffalo Creek.
ADJOURNMENT
Commissioner Button moved that the meeting be adjourned. Commissioner Kelly
seconded the motion, and upon voice vote, the motion was unanimously approved.
The meeting was adjourned at 8:30 PM.
