1979-04-04 - Plan Commission - Minutes REGULAR MEETING BUFFALO GROVE PLAN COMMISSION Buffalo Grove National Bank APRIL 4, 1979 Chairman Shields called the meeting to order at 7:50 PM in the Municipal Building, 50 Raupp Boulevard. Commissioners Present: Chairman Shields Mr. Harris Mr. Goldspiel Mrs. Sheldon Mr. Button Mr. Davis Mr. Kelly Mr. Shifrin Mr. Glover Ili Also Present: Mr. Michael Speziale, President, Buffalo Grove National Bank Mr. Robert Drews, Architect, Buffalo Grove National Bank Mr. Bart Delaney, Planning Coordinator Mr. Jim Truesdell, Staff Planner APPROVAL OF MINUTES Commissioner Button moved that the minutes of the March 21, 1979 Regular Meeting be approved, subject to corrections. Commissioner Kelly seconded the motion. Corrections are as follows: Page 3, Paragraph 8: The phrase "along Checker Road (lots #12, 13, and 14) ." should be added at the end of the first sentence. Page 4, Paragraph 2: The first sentence should read: "The discussion on Wynnedale was interrupted for a report on traffic on Dundee Road by Police Officer Michael Soucy, a member of the newly formed Traffic Unit, who gave a brief presentation on this subject." Page 4, Paragraph 8: The first sentence should read "Discussion on Wynnedale resumed, and Commissioner Davis said that, based on the police officer's comments regarding Bernard Drive and Checker Road, he does not think there should be driveways exiting onto Checker Road." Page 5, Paragraph #3: The paragraph should read: "Commissioner Button asked if lots #5 through #11 could be moved east 200' to meet lot #4 in order to further open up the corner. Commissioner Goldspiel opposed this because of the proximity to the creek." Upon voice vote, the motion was unanimously approved. COMMUNICATIONS Ch airman Shields received a letter informing him of a meeting of the Riverwoods Plan Commission on Thursday, April 5, 1979, to discuss the Milwaukee Avenue Corridor. Buffalo Grove Plan Commission Regular Meeting April 4, 1979 - 2 - Chairman Shields also received an invitation from NIPC to a meeting on April 5, 1979 to discuss water supply distribution and various other topics. COMMITTEE AND LIAISON REPORTS Commissioner Kelly reported that at the April 2, 1979 Village Board Meeting, the final plat of Highland Point Unit #7 was put off for 2 weeks until April 16, 1979. Mr. Kelly said that the basic disagreement was a sewer line which was originally required to be 12", and is now required to be 33". Commissioner Davis requested that the Chairman send a letter to the Chief of Police to request the officers to patrol more closely to avoid letting people cut through the parking lot of the Buffalo Grove Mall to avoid going through the traffic light. He also suggested that a request be sent to the State to have them extend the time on the traffic light. BUFFALO GROVE NATIONAL BANK Mr. Robert Drews displayed the Plot Plan for the Buffalo Grove Campus, the original plan of the building in its present state, the proposed site plan, and the engineering plan. He stated that there will be three additional drive-up windows, and more parking in the rear of the site. Mr. Drews stated that the Bank originally wanted to purchase the entire parcel of land adjacent to their site, but they were not allowed to do so because of laws stating that a national bank can only own a certain amount of land. Commissioner Davis felt that the parking spaces along the west side of the parcel should be eliminated so there would be more stacking space. He suggested a double lane - one for drive-in customers, and another for those customers going to the parking lot. Commissioner Glover recommended that greater stacking space be provided. Commissioner Harris suggested that the driveway go all the way back on the property, and the parking be put in the center. Commissioner Kelly feels the major problem is getting traffic off of Dundee Road. He sees a problem with getting the people from the back parking lot into the bank, since pedestrians would have to cross the line of cars stacked up for the drive-in windows. Commissioner Goldspiel asked if the police officers now used by the bank were paid by the bank or the Village. Mr. Speziale said that the bank pays the Village $30 per hour for each officer on dirty. c;zu Peruumd � `� t tiz 1 l _ua4. Mr. Goldspiel observd that the parking spaces seem very small. 1` Mr. Speziale stated L/ that the spaces are standard size, and according to Village specifications. Mr. Coldspiel stated that if the buffer strip on the east side of the property is a requirement, he would be opposed to a waiver of that buffer strip. Commissioner Goldspiel also stated that pedestrian access to the bank from the parking lot is a necessity. Buffalo Grove Plan Commission Regular Meeting April 4, 1979 - 3 - Commissioner Glover asked how many cars per hour are served through the drive-in windows. Mr. Speziale stated that on March 31 , 1979, there were 732 cars through the drive-in facility between 7:00 AM and 1 :00 PM. Commissioner Button asked if the bank had investigated the possibility of acquiring the adjacent property on lease terms. Mr. Speziale said that it had been attempted, but the request was denied. Commissioner Harris stated that on the original plan of development, it called for curbs, and they were not constructed. He said curbs and gutters help drainage and also help keep up the condition of the pavement. Mr. Drews said that Engineering L/ went over the drawing, and did not mention the curbs. Commissioner Harris asked if the pipe sized for drainage in the Southeast corner is a manhole to cover the adjacent property. Mr. Drews said that it does also cover the adjacent property. 1 Mr. Harris said that the building is 8,000 square feet on 3 acres of land, and there is very little green area. He thinks they should take another look at the layout. Commissioner Sheldon asked why there has to be standing water in the detention area. Mr. Drews answered that it does not have to be standing water. Mrs. Sheldon said that she would like to see them reconsider having the standing water there because she does not think it is practical. 1 Commissioner Shifrin said that there is a problem wherever people are coming from the parking lot, and he thinks there should be a pedestrian path. Mr. Shifrin also said that with the expansion of the facility, he is concerned about the hazard of westbound traffic on Dundee Road. He suggested the possibility of restricting left turns during certain hours. Commissioner Davis' main concern is getting eastbound traffic off of Dundee Road and into the bank lot. Chairman Shields polled the Commission to see whether or not a Public Hearing was required. Upon voice vote, the Commission unanimously decided in favor of a Public Hearing. Commissioner Davis thinks that a drawing should be made showing the double driveway. Commissioner Sheldon asked if it was possible to switch the proposed addition to the bank facility with the parking lot in the front. Mr. Speziale and Mr. Drews said that they would look into that possibility. COMMISSION APPOINTMENT 1 Commissioner Goldspiel moved that Commissioner Button be re-appointed to the Plan L/ Commission for a 3-year term. The motion was withdrawn. FUTURE AGENDA DATES Mr. Delaney said that the Uptown Federal Savings and the Buffalo Grove National Bank will be on the agenda for April 18, 1979. Chairman Shields declared a break from 9:20 to 9:30. It was decided that the Setback Ordinance would also be on the April 18 agenda. Buffalo Grove Plan Commission Regular Meeting April 4, 1979 -.1 �..1 - 4- - I STAFF REPORT Commissioner Davis asked if the Commission could request that the Village Engineer be present at Plan Commission meetings. Mr. Delaney said that he could be requested to be present. It was asked that the Village Engineer be present at the April 18 meeting. Commissioner Button would like to ask the staff to corrdinate with the Village Attorney his opinion as to the permitted uses of the southern parcel in the context of Section 6.3 of the zoning ordinance which reads: "Any principal use together with all accessory uses shall be located on a lot having a minimum of 2.5 acres." Mr. Button wants to know if that becomes a principal use on the second parcel of land L/ adjacent to Buffalo Grove National Bank. Commissioner Shifrin asked if there is an ordinance requiring developers to put money from prospective buyer's in escrow. Mr. Shifrin is concerned that people could get caught in bankruptcy court, particularly in Green Knolls and Windfield developments. It was requested that the speed limit on Route 83 between Arlington Heights Road and Lake-Cook be looked into. It is presently 55 MPH, and it was felt that that is too high. Commissioner Harris stated that a number of banks and savings and loan associations have come before the Commission in the last two years. He thinks there sYnuld be standards set for stacking space at these institutions. The ordinance says virtually nothing regarding stacking space for drive-up windows. Commissioner Shields asked Mr. Harris to look into this further and draw up something which would relate to this problem. Mr. Truesdell displayed drawings of what is to be discussed at the Riverwoods Plan Commission meeting tomorrow night for the Milwaukee Avenue Corridor. He stated that Riverwoods wants to reduce traffic through their town. Commissioner Goldspiel stated that it is extremely important to have the Busch/ Deerfield link-up so that there will be an east/west transportation route. ADJOURNMENT Commissioner Button moved that the meeting be adjourned. Commissioner Kelly seconded the motion, which was unanimously approved by voice vote. The meeting was adjourned at 10:00 PM.
