Chairman Sheldon called the regular meeting to order at 7:30 P.M. in the
Municipal Building, 50 Raupp Boulevard, Buffalo Grove, Illinois.

APPROVAL OF MINUTES
Moved by Commissioner Rhodes, seconded by Commissioner Braiman and
unanimously carried, with Commissioners Krug and Rubin, to approve the August
17, 1988 Executive Session minutes.

COMMITTEE & LIAISON REPORTS
Commissioner Goldspiel attended the September 6, 1988 Village Board meeting
and the following items of interest to the Commission were on the Agenda:
1. An intergovernmental agreement with Vernon Hills concerning Buffalo
Grove Road
2. Discussion on the Town Center
3. Manchester Greens was approved
4. Malnati's Pizza was approved
5. A resolution for the extention of Route 53 was formed
6. Discussion concerning disconnecting property adjacent to the
Covington Development (the old Three States Boulevard)
NEW LIFE LUTHERN CHURCH
Mr. Pinderski reviewed a colored drawing of the site. Construction of the
their complex will take place over several years. This is a 3.8 acre piece
presently zoned agricultural. The area north of the site is currently zoned
R-3 residential, east is R-3 with a permanent retention pond developed by
Scarsdale, south is multi-family residential R-9 and west is R-5. They are
seeking annexation and R-7 zoning, permission for a special use to construct
a church, approval of their concept and engineering plans, waiver of a tree
survey, waiver of the plan review fees and donations for schools, churches
and library.
Pastor Cordes stated the church is 2 years old. They belong to the Wisconsin
Evangelical Synod. They have chosen Buffalo Grove because of its rapid growth
rate and cordial contact with the Village staff. Currently the church has 60
members total. They are presently using Willow Grove School to meet.
Mr. Speed noted that in 10 years they plan to construct a parsonage, church,
fellowship hall and school. In the next 2 to 3 years they plan on
constructing the parsonage and church buildings. The parking will be more
than adequate. The church building and fellowship hall would be separate
uses. The church is designed for 200 seats with expansion to 300 seats.
They feel the parking is adequate for the 300 seat church. The school
building will only hold classrooms. They do not have a final building plan
for the school but feel they meet the codes required for a school. When they
expand the church they will have 2 or 3 services on Sundays.
Mr. Koenen stated the first drive is 200' from the intersection of Busch and
Buffalo Grove Roads. They would set up a one way traffic operation for one
way in and one way out of the site if they had 2 or more services. He then
briefly reviewed the engineering. They will provide a sidewalk on Buffalo
Grove and Busch Roads. There are only 1 or 2 trees on the site worth saving.
They could double the size of the parking lot if necessary. The school
building is setback 40' . They do have the green area for outdoor recreation
for the school on the future parking location. The high water elevation is
679.6' and normal water elevation is 679.38' . The first floor of the church
would be 685' . The parking lot elevation is 680.5 to 683. The site drains
from the south to north and the water will be picked up by the storm sewer
and directed into the lake. They will reshape the shoreline to add more
capacity to the lake for their detention. There is no sanitary sewer within
several hundred feel of the site. They have to pump to get to it. There is
no flood plain or wetland on this site.

They have purchased sufficient easements to do whatever they have to the lake
for their detention. The access on Busch Road shown on the plan near the
school will not be constructed. They hope to put in a drop off area. The
church site will be owned by the congregation.
The developer was directed to review:
1. If the lake is expanded, there will not be 40' along the school and
they will not meet the ordinance
2. The school could be buffered from the retention
3. The direction of the parking should be altered
4. Can the drain be built deep enough under the pavement
5. The bike path on Buffalo Grove Road should be shown on the east
side of the road
6. Check with the Village Forester regarding a tree survey
7. Review the layout of the buildings in terms of safety and best
location for the church and school
8. Look into single family R-2 zoning
Staff was directed to check into the waiver of fees granted.
WOODLAND COMMONS (WOODLANDS AT FIORE B-3 AREA)
Mr. Jenkins reviewed the changes to the plans since the last workshop:
1. The dimensions of the parking spaces are now on the plan and they
do not require a variation. The spaces have been reduced to 909.
2. They relocated the building limit lines across the back and the
maximum height within that area is assigned.
3. They have moved the fence so that it is back 10' .
4. They have readdressed the size and location of the retention area.
They are requesting a variation so that the ponds only be 7' deep
instead of the required 15' .
Mr. Jenkins stated they have not noted a location for the bus stop as yet.
There will be a drug, food, hardware and fashion store with another anchor
throughout the center. He reviewed renderings of the building. The
buildings will be a series of white and off white in color. The roof will be
metal. The fence is moved to the high point of the berm. The service drive
is 16' below the top of the fence. The mechanicals will be screened from the
view of the homes. There will be seating areas outside of the buildings in
various locations. They will phase the plan from left to right. Build out
should be 12 to 18 months, including the outlots.
Commissioner Goldspiel was concerned with the out parcels A and B regarding
the building limit lines and sight loss. The building limit lines need to be
setback from the outlot border parcels. On the north side of out Parcel A
there is a problem with stacking space.
Mr. Pfeil will review the engineering with Mr. Kuenkler regarding variations.

Moved by Commissioner Howard, seconded by Commissioner Rhodes, and
unanimously carried to adjourn the meeting. Chairman Sheldon adjourned the
meeting at 9:58 P.M.
