1988-09-14 - Plan Commission - Minutes PUBLIC HEARING BUFFALO GROVE PLAN COMMISSION Commonwealth Edison Transmission Distribution Center #237 September 14, 1988 Chairman Sheldon called the public hearing to order at 7:30 P.M. in the Municipal Building, 50 Raupp Boulevard, Buffalo Grove, Illinois. Commissioners Present: Chairman Sheldon Mr. Goldspiel Mr. Krug Mr. Rhodes Ms. Howard Mr. Braiman Mr. Rubin Mr. Rosenston li Commissioners Absent: None Also Present: Mr. W. Darling, Developer Mr. L. Artric, 10 Springside Ct. , Buffalo Grove Mr. D. Carlson, 530 Springside Ct. , Buffalo Grove Mr. W. Reid, Village Trustee Mr. W. Raysa, Village Attorney Mr. R. Pfeil, Village Planner Chairman Sheldon informed the audience of the format the meeting would take. The exhibits were those contained Mr. Pfeil's September 9, 1988 memo to the Plan Commission titled Commonwealth Edison Properties and Petitioner's Exhibits A and B. Mr. Darling stated the site is south of Busch Parkway and east of Weiland Road. It is imperative that this substation be built by June, 1989 to handle the summer electrical demand. He reviewed Exhibits A and B stating this will take approximately 6 months to put the station in operation not counting time for bad weather. They hope to start construction within the next couple of days. They will work with the Village on the landscaping issue. They have never had, to his knowledge, a major problem with this type of installation as far as endangering the public. The driveway going into the facility will be gravel. Heavy equipment will be going over this driveway and some of it will be as much as 10 times the weight of a truck. Regular pavement will not support this weight. Commissioner Braiman requested that the fence be 8' in height around the site instead of the proposed 7' . Commissioner Krug suggested a barrier be placed across the entrance to the site off of Commerce Drive. In response to Mr. Artic, Mr. Darling stated there will be no PCB's used for their transformer cooling system and this station will increase the reliability of service in the area. Mr. Carlson was concerned with traffic going into the site. Mr. Raysa noted that the site is 7.8 acres in total. Chairman Sheldon closed the public hearing at 7:58 P.M. Pfeil, Village Planner Chairman Sheldon read the notice of the public hearing as published in the Buffalo Grove Herald and informed the audience of the format the meeting would take. She then swore in Mr. Darling. The exhibits were those contained in Mr. Pfeil's September 9, 1988 memo to the Plan Commission titled Commonwealth Edison Properties and Petitioner's Exhibit A. Mr. Darling stated they are requesting annexation into the Village. This is an existing transmission substation south of Aptakisic and West of Weiland Roads. In the future it might be necessary to install an additional transformer within the fence line depending on future load growths. Should a need arise to go outside the fence line they would come back to the Village for another hearing. The bike path will be part of the annexation agreement. Mr. Roscher was concerned with the bike path. Mr. Caslelleto felt this new site should be combined with the Transmission Distribution Center #237. Mr. Mirth agreed with Mr. Caslelleto. Mr. Carlson questioned why this site was being annexed into the Village. Mr. Gillman was concerned with the financial benefit to the Village. Mr. Dittier gave a brief history of the site's drainage. Chairman Sheldon closed the public hearing at 8:23 P.M. Agreement upon a landscape plan 2. Agreement upon the construction of a bike path 3. Agreement on fencing 4. Agreement upon a barrier at the drive entrance AYES: Goldspiel, Krug, Rhodes, Howard, Braiman, Rubin and Rosenston NAYES: None ABSTAIN: None ABSENT: None The motion passed 7 - 0. COMMONWEALTH EDISON - TRANSMISSION SUBSTATION #109 Moved by Commissioner Goldspiel, seconded by Commissioner Rhodes that the Plan Commission recommend to the Village Board approval of annexation and zoning in the R-1 District together with a special use authorization for a public utility facility and preliminary plan approval for a Commonwealth Edison Transmission Substation #109 as depicted in the Public Hearing Exhibit A subject to: 1. Agreement upon dedication of additional right-of-way for Aptakisic 2. Construction of two bike paths 3. Agreement upon seeding and landscape of the property Discussion: Commissioner Goldspiel stated this is needed for the community and would not adversely affect it. He amended his motion with Commissioner Rhodes concurring to read subject to: 4. The proposal meets the requirements of the Special Use Ordinance. AYES: Goldspiel, Krug, Rhodes, Howard, Braiman, Rubin and Rosenston NAYES: None ABSTAIN: None ABSENT: None The motion passed 7 - 0. KLEFSTAD'S FIRST SUBDIVISION - FINAL PLAT Buffalo Grove Plan Commission - Special Meeting - September 14, 1988 - Page 2 Moved by Commissioner Goldspiel, seconded by Commissioner Rhodes that the Plan Commission recommend to the Village Board approval of of the final plat of subdivision of Klefstad's First Subdivision in accordance with the plan which has surveyor's certificate date of August 29, 1988. Discussion: Mr. Pfeil stated the plan is in compliance with the preliminary plan, the Village Engineer stated it closes. The subdivision takes a three lot configuration and creates two lots. AYES: Goldspiel, Krug, Rhodes, Howard, Braiman, Rubin and Rosenston NAYES: None ABSTAIN: None ABSENT: None The motion passed 7 - 0. COVINGTON CORPORATE CENTER SECOND RESUBDIVISION - FINAL PLAT Moved by Commissioner Goldspiel, seconded by Commissioner Rhodes that the Plan Commission recommend to the Village Board approval of final plat of Covington Corporate Center Second Revision as depicted on the plat dated September 9, 1988 and consisting of two sheets. Discussion: Mr. Pfeil stated this plan complies with the preliminary plan and the Village Engineer states it does close. This creates two buildable lots and assembles several previously plated lots. They meet the minimum lot size requirement. The motion was amended by Commissioner Goldspiel with Commissioner Rhodes concurring to read "subject to: 1. Review of Building #10 of the Village Engineer. AYES: Goldspiel, Krug, Rhodes, Howard, Braiman, Rubin and Rosenston NAYES: None ABSTAIN: None ABSENT: None The motion passed 7 - 0. GOLF COURSE NORTH COMMITTEE & LIAISON REPORTS Commissioner Goldspiel noted that on September 15, 1988 there will be a meeting at the Wheeling Village Hall of the group working on the commuter rail lines. Chairman Sheldon adjourned the meeting at 10:58 P.M.
