1988-09-28 - Plan Commission - Minutes PUBLIC HEARING BUFFALO GROVE PLAN COMMISSION Seigle Development September 28, 1988 Chairman Sheldon called the public hearing to order at 7:30 P.M. in the Municipal Building, 50 Raupp Boulevard, Buffalo Grove, Illinois. Pfeil, Village Planner Chairman Sheldon read the notice of the public hearing as published in the Buffalo Grove Herald and informed the audience of the format the meeting would take. She then swore in Messrs. Seigle, Schwartz and DeMercurio. The exhibits were those contained in Mr. Pfeil's September 23, 1988 memo to the Plan Commission titled Seigle's Home & Building Center, Petitioner's Exhibits A through H and the Perlman Group Exhibits 1 and 2. Mr. Seigle gave a brief history of his company and the changes made to the plan from its inception. The storage area will be totally concealed. Their completed development will create jobs and increase property tax revenue to the Village. They are requesting 2.3 acres of the site be rezoned to B-4 from B-2 for the home center. Their employees do get involved in community programs in the local community. They feel this plan fits into the surrounding area where it will be constructed. Their use is not as traffic intensive as B-2 permits. They will narrow the current access for a right-in/right-out out southbound Route 83. Traffic leaving the drive through from the restaurant will exit on Bank Lane. They have integrated the north parcel to the south parcel. They have moved the home center over so that the patrons of the fast food store will park by that location and the home center patrons will have their own parking area. The home center will have masonry completely around it on the outside. They will preserve 60 of the trees on site. The setback from the lot line is 30' to 35' for a total setback of 70' from the Woodstone townhomes to their building. The warehouse building will be separated from the multi-family by landscaping, green space and the bike path. The ordinance requires 4 acres for B-4 zoning but this can be addressed at the platting level. The saws will be located within the warehouse. Inbound deliveries will be from 8:00 a.m. until 4:00 P.M. on weekdays but no deliveries on weekends. Seigle trucks will be outbound from 7:00 A.M. to 4:00 P.M.and will be loaded the night before before 4:00 P.M. Hours of operation will be from 8:00 A.M. until 9:00 P.M. weekdays, 8:00 A.M. to 5:00 P.M. Saturdays and 9:00 A.M. to 4:00 P.M. Sundays. There are no mechanicals on the roof, everything is self contained in the building. The fast food store will go up at the same time as the home center. The commercial will be built a few years later. The land for the commercial will be maintained by Seigle. They have no problem with easements to Bank Lane and Route 83. Mr. Schram was concerned with loading of the Seigle trucks. Mr. Lisco was concerned with the setbacks. Mr. Berger was concerned with the extension of Woodstone Drive. Mr. Larsen opposed the zoning change to B-4. Mr. Wagner did not want the development behind his home. Mr. Ellon was concerned with the dust collection system for the saw dust. Ms. Block did not feel the use was good for this site. Mr. Schwartz noted that B-2 permits a hardware store. They need the B-4 zoning for their home center. Mr. Perlman stated the homeowners object to the loading of building materials. Mr. Kracower was concerned with the developer fulfilling the LaSalle zoning factors. Mr. Pfeil stated the Village's master plan designates the site for commercial use. The property is zoned B-2 at present. This petitioner is requesting a change in zoning to B-4 for 2.3 acres of the site. Buffalo Grove Plan Commission - Public Hearing - September 28, 1988 - Page 2 Mr. Dan Perlman, representing the Perlman Group was concerned with setbacks. He filed a protest which is on file with the Village Clerk. He read a letter from two homeowners who could not attend the meeting opposing the site and submitted it to the Commission for its records. Mr. Perlman felt the Village is not keeping faith with the residents of the surrounding area allowing this development. Mr. Holzer gave his reasons stating why this development is not good for Woods tone. Mr. Kracower stated the petitioner is requesting B-4 use because the proposed building materials sales require it. He felt this zoning was not compatible with Woodstone. Mr. Yerges briefly reviewed his September 22nd report titled Seigle Home and Building Center which stated that as long as the shielding is maintained and the saw was inside the building there noise levels at the Woodstone Homes should not be increased at all. Mr. Berger was concerned with the truck traffic. Mr. Seigle stated trucks will not be loaded after 4:00 P.M. Mr. Schwartz stated they have an agreement with the owner of the north property to take care of the 80' right-of-way for Bank Lane. Chairman Sheldon closed the public hearing at 10:22 P.M. Approval was unanimous in favor, with Commissioner Rubin abstaining and the motion passed. COMMITTEE & LIAISON REPORTS Commissioner Howard attended the September 9, 1988 Village Board meeting where the Town Center Preliminary Plan was approved. Referred to the Plan Commission were the following projects: Pulte PUD Amendment for Cherbourg decks, Parkchester Estates and Northwest Building Materials' Plan. SEIGLE DEVELOPMENT - REZONING TO B-4 & PRELIMINARY PLAN Moved by Commissioner Krug seconded by Commissioner Rhodes that the Plan Commission recommend to the Village Board approval the petition of Seigle Home Center and Preliminary Plan of Parcels 1 and 2 currently zoned in the B-2 District, and rezoning from B-2 District to the B-4 District for Parcel 2 with the following variation of the Development Ordinance - Section 16.50.040.C.3 to allow a 4:1 side slope on two dry detention basins instead of a 6:1 side slope as required. The preliminary Plan proposes a fast-food restaurant, Seigle's Home and Building Center, and a Commercial use building as shown on Petitioner's Exhibits A through H. AYES: Howard, Rubin and Rosenston NAYES: Rhodes, Krug, Braiman and Sheldon ABSTAIN: None ABSENT: Goldspiel The motion failed 4 - 3. Commissioner Krug, Rhodes and Braiman objected to the B-4 zoning and the fact that this site is directly across from the Town Center. Mr. Seigle stated this site was the most suitable location for them in Buffalo Grove and they do not have an alternative location. Through their attorney they learned that when the Town Center was at the Village Board level the trustees felt that a home center would be a good use for this location and this is how they came to choose it. Ms. Howard felt the buffering was adequate and this was the best use reviewing the other B-2 uses. Commissioner Rosenston was concerned with the B-4 zoning. Chairman Sheldon stated this was a difficult decision and felt the plan was a good one. The developer has worked well with the Commission. She felt that the location was not appropriate for this use. She encouraged the developer to look for another location in Buffalo Grove for his center that does not abut residential. Mr. Schwartz requested the Commission be polled regarding the restriction of uses in the B-4 zoning. Buffalo Grove Plan Commission - Special Meeting - September 28, 1988 - Page 2 The Commission was polled that if Seigle's were willing to entertain a PUD zoning with a B-4 for the home improvement building on the submitted plan would the Commission be favorable to the plan. Yes indicating interest in reviewing the plan with a PUD. AYES: Krug, Howard, Braiman, Rubin, Rosenston, Rhodes NAYES: None ABSTAIN: None ABSENT: Goldspiel The poll was favorable 6 - 0. MOBIL OIL (ROUTE 83 & ARLINGTON HEIGHTS) - REVISED PRELIMINARY PLAN--WORKSHOP #1 Mr. Huffaker stated the station faces Route 83. Their referral is over a year old. They have been refining their plan since the referral. There are two existing curb cuts that will remain on Route 83. The new car wash building will be on the present detention pond. The building will be 8' wider the entire length of it than the car wash building on Dundee and Buffalo Grove Roads. The ratios on the driveway that approaches the car wash have been adjusted to keep it off of the easement area. The detention pond was constructed before Spoerline constructed their pond which services this site. The are reducing their detention in size on the Mobil site but there will be some left. They presently have 4 parking spaces which will be reduced, near the car wash exits. They have eliminated 1 space to accommodate the exit but have installed 2 more. They will make sure one handicap space is provided. They will screen the residential by a buffer. Staff was directed to review the detention pond on Sporeline to make sure it works with the additional hard surface proposed for this site. Chairman Sheldon stated that at present there is a problem with the site and customers pulling up to the pumps to purchase from the quick mart. There is no other place in the area for this kind of service. The water on the car from the wash has only 25' before it hits the access drive. Their entrance to the station gets the heaviest access. Water will become ice during the winter. Mr. Huffaker noted they will create two collect basin low areas to catch the water. They will add a vacuum next to the restroom storage building No employees will be added. He reviewed the landscaping. Everything takes place in the center of the car wash in terms of wating and drying. The water and noise are contained in the building. It goes out through the doors when they are open, but they do not open toward residential. They will berm and screen from the residential Mr. Maciukevicius reviewed the traffic figures taken one year prior. Their survey indicates Route 83 has the most inbound activity. Buffalo Grove Plan Commission - Special Meeting - September 28, 1988 - Page 3 MOBIL OIL (DUNDEE ROAD & ARLINGTON HEIGHTS ROAD) - PRELIMINARY PLAN -- WORKSHOP #1 Mr. Freedman stated they propose to modernize the existing site. Everything will be taken down. They are seeking a sizeable variation in landscaping and setback. Zoning variations are requested concerning landscaped setbacks along Dundee and Arlington Heights Roads. There will be 3 pump islands perpendicular to Dundee Road. They are planning no right-of-way or driveway work. To the west and north they are showing 2' to 3' right-of-way. They are showing from 5' to 10' right-of-way around the site. There are 3 parallel parking stalls for employees. Staff is requesting an 8' bike path on Dundee Road. The plan conforms with the exception of the landscaping. They could look at moving the building back further. The ordinance calls for 23' and they have 10' for the landscaping buffer. ADJOURNMENT Moved by Commissioner Rhodes, seconded by Commissioner Braiman, and unanimously carried to adjourn the meeting. Chairman Sheldon adjourned the meeting at 11:49 P.M.
