Chairman Sheldon called the public hearing to order at 7:40 P.M. in the
Municipal Building, 50 Raupp Boulevard, Buffalo Grove, Illinois.

Chairman Sheldon read the notice of the public hearing as published in the
Buffalo Grove Herald and informed the audience of the format the meeting
would take. She then swore in Messrs. Meister, Green, Vane and Martin.
The exhibits were those contained Mr. Pfeil's December 9, 1988 memo to the
Plan Commission titled Parkchester Estates and Petitioner's Exhibits 1
through 11.
Mr. Meister reviewed the location of the site, the surrounding uses and their
zoning. The subject site is currently zoned in Lake County UR-3 which
permits up to 500 apartments. He reviewed the history of the site. He noted

the price range for the homes would be between $200,000 to $250,000. They
are requesting annexation to the Village of Buffalo Grove, zoning in the R-4
District, Preliminary Plan approval and a variation of the Development
Ordinance to permit Enkamat instead of natural stone on the slope of the
detention lake. He then introduced his development team.
Mr. Green reviewed the planning history of the site. He noted the land
generally falls from the southeast to the northwest. Newtown Drive will be
extended from Weiland Road as a collector road and will connect to Horatio
Boulevard. At any point in the site there is dual access for emergency
purposes. The lots meet the R-4 standards. Lots 90 to 100 and 78 to 89 have
a minimum depth of 135' . They established additional buffering from the
industrial area at the east. The industrial area has a 50' setback to the
building and a requirement for berming on the western portion of the site.
Lots 1 through 17 are 145' deep. There are no lot variations requested. The
lot widths all meet the ordinance. They have provided for the 19' additional
right of way on Weiland Road. He reviewed Exhibit 10, the floor plans for
the homes and Exhibit 11 the exterior elevations. Exhibit 3-B showed the
phasing. The first phase will have 53 units, detention and park area
completed. Phase will have 61 units.
Mr. Vane reviewed the engineering and grading concepts with the aid of
Exhibit 5.
Mr. Martin reviewed the landscaping with the aid of Exhibit 4.

Mr. Pfeil stated the Village traffic consultant feels the road pattern is a
good layout. When the Village annexes the site they will also annex the 30'
right of way of Marie Avenue. It could be vacated when it is annexed into
the Village or be retained as right-of-way. The Village staff recommends
retaining the right-of-way and closing the Marie Avenue access to Weiland
Road. Margaret Avenue would become a dead-end street.
Mr. Meister stated the developer is willing to redo the driveways that exit
on Marie at his expense so that they would have direct access to Margaret.
Chairman Sheldon read the letter from Mr. Rylko to Mr. Pfeil dated December
14, 1988 regarding this site.
Mr. Green stated they have narrowed the park retention pond 10' and
lengthened it 10' . The bike path is level running above the detention level.
The access to the park between Lots 100 and 101is 24' at the roadway and 80'
wide at the access point to the park. This allows a 135' turn for the bike
path. Concerning Marie Avenue, the developer will do restoration of the
landscaping when he takes out the old driveways and puts in new ones on the
land adjacent to the site.
Mr. Pfeil stated that aeration of the retention pond is required and if the
developer does not plan to do this a variation must be requested. The turn
around on Marie or Weiland is a negotiable item. The Village would expect
the developer pay for it.
Mr. Vane noted there is no wetland on the site. They anticipate a left turn
lane southbound and a right turn lane northbound at Weiland and Newtown.

Mr. Vickley was concerned with the elevation of the land near his home.
Ms. Tucker was concerned with the paving of Horatio Boulevard and side walks.
The following residents were concerned about the traffic: Ms. Winer, Ms.
Aremed, Ms. Fortnight, Mr. Gunderson, Mr. Krause, Mr. Meyers and Mr. Davis.
Ms. Picket was concerned with the vacation of the Marie Avenue right-of-way.
Li The developer was directed by Chairman Sheldon to consider buffering for the
lots that back up to the single family homes.
Mr. Raysa stated if Marie Avenue were vacated the owners of Lot #1 in Horatio
Gardens would have to cross Lot #23 to get to Weiland Road. He referred to
Mr. Pfeil's December 9, 1988 memo to the Plan Commission titled Parkchester
Estates and all that was contained in it.
Chairman Sheldon closed the public hearing at 9:30 P.M.

Moved by Commissioner Rubin, seconded by Commissioner Rosenston, to approve
the 2 Public Hearing & Special Meeting minutes of October 26, 1988. Approval
was unanimous in favor and the motion passed.

the 2 Public Hearing & Special Meeting minutes of November 9, 1988. Approval
was unanimous in favor and the motion passed.
Moved by Commissioner Rubin, seconded by Commissioner Rosenston, to defer the
2 Public Hearing & Special Meeting minutes of November 16, 1988. Approval
was unanimous in favor, with Commissioners Goldspiel and Krug abstaining, and
the motion passed.

Approval was unanimous in favor, with Commissioners Rhodes and Braiman

COMMITTEE & LIAISON REPORTS
Commissioner Rosenston has submitted a detailed written report to the
Commission on the Village Board meeting he had attended.
Commissioner Goldspiel attended a Transportation Commission meeting at which
the new bus routes were discussed. Both the route from Buffalo Grove to the
Deerfield Train Station and the route from Skokie to Lincolnshire are doing
well.
He also attended a meeting with the Wisconsin Central Task Force on December
8, 1988 where train station sites were discussed.
PARKCHESTER ESTATES ANNEXATION WITH R-4 ZONING & PRELIMINARY PLAN
Moved by Commissioner Goldspiel, seconded by Commissioner Rhodes that the
Plan Commission recommend to the Village Board that Marie Avenue not be
vacated and that the developer be required, as per his agreement at the
December 14, 1988 Plan Commission meeting, to provide such driveway access as
may be worked out with staff for those units which are presently using Marie
Avenue as access to their garages. Further, that Marie Avenue be closed at
Weiland Road and pavement not necessary for the driveway be removed and a
hammer head be created at Margaret Avenue. Any landscaping that is damaged
in the course of the construction shall be repaired by the developer.
Discussion:
It was determined after some discussion that the Preliminary Plan is the one
that is Sheet 2 (dated December 8, 1988) of Exhibit 5 and the site is 43.821
acres.
Commissioner Goldspiel would like to retain the right-of-way to give a buffer
between the development and Horatio Gardens.
Commissioner Rosenston would like to see a bike path on Marie Avenue.

Plan Commission recommend to the Village Board annexation and zoning in the
R-4 District together with the Preliminary Plan approval with a variation to
16.50.040.C.4 of the Development Ordinance to allow the use of Enkamat in
place of natural stones as depicted on Petitioner's Exhibits 1, 3A, 3B, 4, 5,
6 and 9 as submitted in evidence and particularly the Preliminary Plan show
on Page 2 of Exhibit 5 subject to:
1. Consideration for screening from the head lights at the easterly
edge of Newtown Drive and Horatio Boulevard
2. The improvement of the Weiland Road/Newton Drive, including a south
bound left turn land and north bound turn lanes, as approved by the
Village Engineer.
Discussion:
Commissioner Goldspiel felt this was an outstanding plan and outstanding
presentation.

dated December 5, 1988.
