Chairman Sheldon called the regular meeting to order at 7:35 P.M. in the
Municipal Building, 50 Raupp Boulevard, Buffalo Grove, Illinois.

APPROVAL OF MINUTES
Moved by Commissioner Goldspiel, seconded by Commissioner Musfeldt, to
approve the Public Hearing minutes of February 24, 1988 (Glauner) . Approval
was unanimous in favor with Commissioner Silz abstaining and the motion
passed.

COMMITTEE & LIAISON REPORTS
Commissioner Krug had submitted a written report of the March 7, 1988 Village
Board meeting. Nothing was referred to the Plan Commission. The Village
Board passed the following:
Annexation agreement, annexation ordinances, and zoning ordinances
changes for the following Zale Group developments:
Seidel Nursery Property (Glauner)
Commonwealth Edison Property (forced annexation)
Amli 50-Acre
Amli 88-Acre
Billings Property (forced annexation)
Legal questions were discussed regarding Port Clinton Road right-of-way and
the ownership of Second Street.
TOWN PLACE
Mr. Lieberman testified that they have revised the plan due to the fact that
they have done another more recent market study looking at the market place
as it exists today. They feel the area might be better served in reducing
the density from 300 units to 100 units in two buildings of 50 units each, 4
stories over parking. They will also have 72 townhomes. This will produce
total of 172 dwelling units.
Mr. Skiba briefly reviewed the history of the development and the previous
plans for the site. There is an increase in the elderly congregate building
which has expanded from 180 to 225 units. Builders have found that they need
200 units minimum in order to support the common elements of congregate
elderly housing. The elderly housing will have a covered drop off area.
The present plan has elongated the round retention pond which has about the
same capacity as the original shape. It is 1-1/3 acres and still has the St.
Mary vista. There will be 1 car per unit parking under the multi-family
buildings. There are 85 visitor parking spaces, 70 of which are for the 1.7
cars that are needed for the multi-family housing. Some of the buildings
setbacks are 20' . Each unit will have 1 bedroom'and be about 1,250 square
feet. The townhome buildings are split along the access drives. The
townhomes are 2 stories, 2 car garages from 1,650 to 1,950 square feet with 2
and 3 bedroom versions. Six to eight units will be 2,150 square feet and
located at the corners or end units. These larger units will have a master
bedroom suite on the ground floor. The streets are all 27' width and most
units have 25' front yard setback but some have a 20' front yard setback.
The detention is
still satisfactory for the site. The buildings will be all brick in a city
housing character. They will use gas type lighting and brick pavers. This
plan has a building coverage of 13%. The paving area includes driveways and
is 27% coverage. They have reduced the total amount of paving by half.
Including the pond they have 46% open space. There is slightly more building
coverage but less paving coverage with this plan. They are still providing
1.5 acres of parking space.
Mr. Lieberman noted the units are designed as upscale. The prices range for
the multi-family from $95,000 to $170,000. They plan to building it in
phases, the first of which would be the west side of the site with the first
midrise and half of the townhomes.
Staff was directed to have the Village traffic consultant, Police and Fire
Departments review the plan.

It was pointed out that along Buffalo Grove Road, the eastern section and the
area on the south side needs to be reviewed for access. Fire access for
several locations on the plan should be reviewed.
The developer could prohibit fences from the townhomes to the pond. They do
not plan to fence the perimeter of the development. The townhomes will have
two car garages and parking for two cars on the driveway. Residents of the
apartment building will have to park their second car in the visitor parking.
There is 1 car per unit parking under the building. The parking lot at the
end of the multi-family building could be designated for that building. The
entire property is for sale but could be rented out depending on the market.
The Commission requested that parking spaces for the multi-family be noted on
the plan, more information on the parking and traffic flow in the elderly
area is needed. Concerns were expressed about the intersection on the
northwest side of the detention pond and about parking being to far from the
building entrance.

pond will have an iron fence around it. There will be an umbrella asso-
ciation for the green areas and an association for the multi-family along
with another for the townhomes. The circular drive will be dedicated. The
townhomes will have 25' heights at the peaks of the roof.
The developer was directed to review how this plan compares with the B-5
area, what variations are requested, setbacks, impact of this development on
the homes on the south end of the site across the street, relationship
buffering from the retail, the pedestrian park and how it fits in to the
plan.
WOODSTONE TOWNHOMES
Moved by Commissioner Musfeldt, seconded by Commissioner Rhodes that the Plan
Commission recommend approval of the Woodstone Townhomes Plat of
resubdivision #6 dated January 13, 1988 to the Village Board.
Subject to: Review of the Village Engineer to insure that Lot 1 has accept-
able ingress/egress.
Moved by Commissioner Musfeldt, seconded by Commissioner Goldspiel and
unanimously carried to table the above motion until the driveway layout is
determined.
Discussion:
Mr. Pfeil noted Mr. Kuenkler stated the plat is true and correct. It con-
forms with the approved plan.

ADJOURNMENT
Moved by Commissioner Goldspiel, seconded by Commissioner Silz, and unani-
mously carried to adjourn the meeting. Chairman Sheldon adjourned the
meeting at 9:26 P.M.
