1988-03-30 - Plan Commission - Minutes SPECIAL MEETING BUFFALO GROVE PLAN COMMISSION Woodlands at Fiore Unit 11 Woodstone Townhomes Unit #6 March 30, 1988 Chairman Sheldon called the regular meeting to order at 7:34 P.M. in the Municipal Building, 50 Raupp Boulevard, Buffalo Grove, Illinois. Commissioners Present: Chairman Sheldon Mr. Goldspiel Mr. Krug Ms. Silz Mr. Lundine Commissioners Absent: Mr. Davis Mr. Musfeldt Mr. Rhodes Mr. Katz Also Present: Mr. R. J. Pfeil, Village Planner APPROVAL OF MINUTES Moved by Commissioner Goldspiel, seconded by Commissioner Lundine, to approve the Special Meeting minutes of March 9, 1988 as amended. Approval was unanimous in favor, with Commissioners Krug and Lundine abstaining and the motion passed. Moved by Commissioner Goldspiel, seconded by Commissioner Lundine, to approve the Regular Meeting minutes of March 16, 1988 as amended. Approval was unanimous in favor, with Commissioner Silz abstaining and the motion passed. COMMITTEE & LIAISON REPORTS Commissioner Lundine attended the March 21, 1988 Village Board meeting where the 1988/89 Fiscal Budget was discussed. There was nothing referred to the Plan Commission at that meeting. Commissioner Goldspiel attended a meeting where Nortran and Metra were represented on March 23, 1988 regarding the status of the commuter rail service on the Soo Line. Nortran is in favor of the project, Metra feels it is a sound project but does not know where they will get the funding for it. WOODLANDS AT FIORE - UNIT 11 - PRELIMINARY PLAN Mr. Crestani noted that the site is bounded on the east by Buffalo Grove Road, south and southwest by the Glauner property, northwest by the Amli 50 and northeast by the Woodlands proper. It has been planned before but they are at this meeting because of an amendment necessary because of the Glauner site having to join Brandywyn Lane through to Aptakisic Road which reconfigured the road. Brandywyn still matches with the road across Buffalo Grove. This made the detention area smaller which was oversized to begin with. There are no problems with the new detention because it is part of the Glauner wetlands. Part of the wetlands walk goes up from Glauner through their site to the road on their site. Originally this site had 9 lots and now there are 84. Part of Lots 1, 2 and 5 extend onto the Glauner site. Those three pieces have to be rezoned from R-2 to R-4. There is a small piece of the Glauner that has to be rezoned from R-4 to R-2 also. The minimum lot size is 8750 square feet and all lots are buildable. The density is 2.7 units to the acre. The detention on this site will be maintained by the Village and would be left as a wetland. Mr. Crestani felt that the Park District would be taking over the detention but would have to confirm this with them. The bike path is on the opposite (east) side of Buffalo Grove Road but there is sidewalk along this site on Buffalo Grove Road. The bike path crosses Buffalo Grove Road and runs along the south side of the Glauner piece. Commissioner Lundine felt that the Appearance Commission should be aware that the area along Buffalo Grove Road from Lots 62 through 32 could be fenced and become to look like a trench in that area. Chairman Sheldon suggested that the developer bring in some suggestions for berming of Buffalo Grove Road for the next workshop. Commissioner Goldspiel requested that the Commission be given input on access to the park without problems for pedestrians; if the redesign of the detention from 3 to 2 acres has any effect on the wetlands; and that the Village Engineer look into Magnolia Court West and possible designing that with a square end instead of a circular cul-de-sac Mr. Pfeil recommended this site go to a public hearing as he felt the problems could be remedied before that time. He was directed to verify that the engineering has been done for both the Glauner, Amli 50 and this site as they were to be tied in together. Mr. Nielson stated that the Village Engineer has reviewed the detention system for the Glauner, Amli 50 and Unit 11 sites and concurs with Zale's plans. Buffalo Grove Plan Commission Special Meeting March 30, 1988 Page 2 For the public hearing the Commission would like some information on how the fencing, berming and/or landscaping would be accomplished along Buffalo Grove Road to protect the back of homes there and information on the sidewalks. This information should include Development Ordinance requirements, bike path locations and park access. WOODSTONE TOWNHOMES PLAT OF RESUBDIVISION #6 The motion that had been tabled at the last meeting was removed from the table and read as follows: Moved by Commissioner Musfeldt seconded by Commissioner Rhodes that the Plan Commission recommend to the Village Board approval of Woodstone Townhomes Plat of Resubdivision #6 dated January 13, 1988 subject to: 1. Review of the Village Engineer to insure that Lot #1 has acceptable ingress/egress. Discussion: Mr. Pfeil noted that the staff believes there is sufficient room for cars on Lot #1 to get out of their drive. Commissioner Goldspiel noted it looks like there will be room to park on Lot #2 and not overlap on Lot #1. This would not be much worse than the driveway situation on Lot #3. Since there was a new date on the material the Commission reviewed on this plan at this meeting it was suggested that a new motion be made. The vote was as follows: AYES: None NAYES: Goldspiel, Krug, Lundine and Silz ABSTAIN: None ABSENT: Davis, Musfeldt, Katz and Rhodes The motion failed 4 - 0. Moved by Commissioner Goldspiel seconded by Commissioner Lundine that the Plan Commission recommend to the Village Board approval of Woodstone Townhomes Plat of Resubdivision #6 subject to the date of March 22, 1988 being added. AYES: Goldspiel, Krug, Lundine and Silz NAYES: None ABSTAIN: None ABSENT: Davis, Musfeldt, Katz and Rhodes The motion passed 4 - 0. Buffalo Grove Plan Commission Special Meeting March 30, 1988 Page 3 FUTURE AGENDA Chairman Sheldon encouraged Plan Commission members to attend the Crossings meeting at the Village Board on Monday April 4, 1988. On April 6, 1988 the Emmerich Park and Mobil at Lake Cook and Weiland Roads will have Public Hearings. ADJOURNMENT Moved by Commissioner Goldspiel, seconded by Commissioner Krug, and unanimously carried to adjourn the meeting. Chairman Sheldon adjourned the meeting at 8:31 P.M.
