1988-05-11 - Plan Commission - Minutes SPECIAL MEETING BUFFALO GROVE PLAN COMMISSION Weiland Road Greenhouse Property May 11, 1988 Chairman Sheldon called the regular meeting to order at 7:39 P.M. in the Municipal Building, 50 Raupp Boulevard, Buffalo Grove, Illinois. Pfeil, Village Planner APPROVAL OF MINUTES Moved by Commissioner Rhodes, seconded by Commissioner Goldspiel, to approve the Public Hearing minutes of April 27, 1988. Approval was unanimous in favor and the motion passed. Moved by Commissioner Rhodes, seconded by Commissioner Goldspiel, to approve the Special Meeting minutes of April 27, 1988 as amended. Approval was unanimous in favor and the motion passed. COMMITTEE & LIAISON REPORTS Chairman Sheldon attended the May 9, 1988 Village Board meeting where there was a pre-application from a Lexington Development for a mixed residential and commercial project on the Archdiocese property. They will be back before the Village Board with a plan for only residential use. Chairman Sheldon reviewed the format for new Plan Commission members who will be attending Village Board meetings stating she will attend with them whenever she can. Commissioner Krug attended the May 2, 1988 Village Board meeting at which the following plats were approved; Woodstone Townhomes, Zierk Furniture Store, Buffalo Grove Business Park Building VIII. Commissioner Goldspiel noted that at the last Transportation Commission meeting Nortran discussed bus routs for the next year. WEILAND ROAD GREENHOUSE PROPERTY Commissioner Goldspiel felt there was no progress in the plan from the last meeting. Access to the property to the east was not depicted on the plan as suggested through Lots 4 and 5. Easement questions raised by the owners of the adjacent property have not been addressed. Mr. Brawley noted that the easement was granted in 1958 for the Concrete Doctor property but to their knowledge it is not used. They have not come to an accommodation with the Concrete Doctor regarding this issue. Staff was directed to find out if you have to prove use, if the easement is recorded. A street access should be provided for the Concrete Doctor's parcel and this could solve the problem. Mr. Kracower noted that if the land adjacent to Lots 4 and 5 became a use similar to their's they would be happy to grant an easement, but they do not want concrete trucks going through their industrial park. He referred to Ms. Nardo's May 9, 1988 letter from Roy Mauck of the County concerning the necessity for two access points to Weiland Road. They will meet with the County and explain their need for 2 access points. The 60' setback variation is in the area where the school plans to expand their building almost to the lot line. Commissioner Goldspiel explained the reason for the 60' setback and the fact that even if the school building was further back than the lot line the setback would still be required. Chairman Sheldon stated that the developer is requesting to be allowed to put the buildings closer to the school, put up a fence and the ponds near the school. Mr. Skinner pointed out the ponds on Weiland would be dry and have grass in them. The area in the far southeast corner would be wet. All areas would be controlled. Everything inside of the project would be placed in a storm sewer, controlled by restricters and directed to the big detention pond. During the 100 year storm the Weiland ponds would have water for a 24 hours period. The pond in the rear will be wet all the time. It will meet all of the Village requirements. The area immediately to the north of the subdivision contains some small buildings which are a mixture of residential and commercial. Mr. Pilser noted that the area immediately to the north of the subdivision contains a tree removal, fire wood, tree service and a brick layer businesses. Mr. Conden's home is in that area. Buffalo Grove Plan Commis:Gion Special Meeting May 11. 1988 Page 2 Mr. Pfeil will verify the zoning on this piece adjacent to the property. Commissioner Goldspiel felt there should be sidewalks at least on one side of the development. Commissioner Krug also felt there should be sidewalks in this park. Mr. Brawley stated Lots 14 and 21 would have their buildings facing Weiland Road without access to it. The Concrete Doctor goes out of his site on Depot Place. The developer does acknowledge that the Concrete Doctor had an easement. Mr. Weiner noted that they have agreed to make a trade for a granted access. They suggested a partial swap of property in order to give the developer deeper lots on the west side and give Mr. Weiner's business an access point. They use Depot Place for the present access. They intend to use the 2.75 acres in the back of their property as a similar use as this development and are requesting an access point. Commissioner Goldspiel briefly reviewed the policy of the Village regarding access to parcels and future use of land. Chairman Sheldon explained the, steps followed when a development comes before the Commission. Mr. Pfeil noted Dr. McGee of the School District #102 stated that they did not have a problem with the building setback, but did suggest a fence and one story buildings. Dr. McGee is concerned about drainage onto the school's property. Commissioner Goldspiel noted to Weiland Road if the County will only allow one access point that some provision should be made for emergency access. Commissioner Rhodes pointed out that the developer was cutting down the width of the streets and cutting out sidewalks. This was unacceptable to him. Mr. Braiman was concerned with the retention pond being so close to the school, the 15' setback, the right-of-way and the lack of sidewalks. CHAIRMAN'S REPORT Chairman Sheldon referred to Commissioner Musfeldt's letter of resignation. ADJOURNMENT Moved by Commissioner Rhodes, seconded by Commissioner Goldspiel, and unani- mously carried to adjourn the meeting. Chairman Sheldon adjourned the meeting at 8:53 P.M.
