1988-05-18 - Plan Commission - Minutes REGULAR MEETING BUFFALO GROVE PLAN COMMISSION Glen Eagle On The Green Rogers Center for Commerce May 18, 1988 Chairman Sheldon called the regular meeting to order at 7:42 P.M. in the Municipal Building, 50 Raupp Boulevard, Buffalo Grove, Illinois. Pfeil, Village Planner APPROVAL OF MINUTES None COMMITTEE & LIAISON REPORTS Commissioner Goldspiel attended the May 16, 1988 Village Board meeting where the Mobil at Weiland and Lake-Cook Road was discussed. Several residents who were opposed to the plan attended. The Village Board will consider the plan at another time. On the consent agenda the following items were approved: The Chevy Chase Business Park West outlots, variations on setbacks and screening from the west for the amendment for Unit 11 of Woodlands at Fiore. GOLF COURSE EAST (GLEN EAGLE ON THE GREEN) P.U.D. AMENDMENT & PRELIMINARY PLAN Mr. Meister reviewed the location of the site and the zoning around the project. The current zoning of the piece is R-9 Special Use PUD for 252 apartments. He briefly reviewed the history of the site, the developments that Scarsdale is presently constructing and has completed in the northwest suburban area. The project consists of five 36 unit, three story buildings with enclosed parking and 20 townhome units in 5 or 6 unit configuration. Each unit in the apartment complex will have 1 parking space per unit with the larger units having 2 parking spaces. The townhomes will have 2 car attached garages with 2 outside parking spaces on the drive. The overall parking ratio is 2.31 per unit. They are requesting a variation on the yard setbacks for the condo- miniums and townhomes. The form of ownership will be condominium. There will be an association for the three story buildings to maintain the common elements within the buildings and the exterior of the building. It will be an add on association. There will be an association for the townhomes, also an add on association, for maintenance of the exterior of those buildings. There will be a master association for the pool and clubhouse, snow removal, grounds and maintenance for the entire site. They have readjusted the angles of the 3 story buildings, moved Building 5 15' further away from Checker Road, they have maximized the open space and the light lines. There is no face to face direct line of view with bending the buildings which creates a series of outer and inner courts. With this concept they have been able to concentrate the parking. The townhomes are along the existing single family area on Circle Drive. Rear yards for the townhomes will be a minimum of 35 feet, which is greater than the rear yards of homes on Circle Drive. This plan will give the Village a transition from multi-family to single family. The clubhouse, pool and bike path which goes through the west and south of the site are provided. The pool is screened from the golf course by the clubhouse. The pool is near the north end of the site and will be part of the first phase. They will try to save the good trees on the townhome site. The first floor of the condominiums over the parking will be 6' above grade level. The basic buildingwill be 38' to 40' height but there mightbe g g some peak roofs at 45' in the three story buildings. The townhomes will be 28' to 30' height. The landscaped islands between the 3 story buildings could be 30' to 45' wide. The townhomes will have a 2 car garage with a single door and 2 parking spaces on the drive with some overflow parking for either location on the condominium section. There are a number of areas where snow can be pushed into. The roadway through the site will be 27' back to back and will be built according to the Village ordinance. This road will be private. There is a 5' parkway and a 5' concrete walk on the west side of the parkway. Buffalo Grove Plan Commission Regular Meeting May 18, 1988 Page 2 He then reviewed the rear yard setbacks noting the condominiums are along the golf course and the townhomes are along the residential. He reviewed the May 10, 1988 site and zoning information sheet submitted in the packet. He then reviewed the floor plans of the condominiums and townhomes. The buildings will be of brick and wood with each unit in the townhome buildings having its own entrance. The site will be constructed from Checker Road south to Church Road with Condominium Building 5 and Townhome Building D the first to be constructed. They will continue building from north to south a building at a time. They anticipate a 2 to 2.5 year build out. Mr. Vane reviewed the grading plan noting there is a high point in the middle of the site that drains to the golf course. They will try to maintain that slope from east to west. The condominium units will be at or a little more above grade. The drainage goes between the buildings out to the creek. The developer will submit detailed engineering and landscape plans at the next workshop. Mr. Meister noted that the developer has been sensitive to issues that have been raised for this project. They have accomplished a 20% reduction in the density. Fifty percent of the site is open space or recreation and enclosed parking. The units range from 1,565 to 2,200 square feet. They feel they have provided a transition from single family. Mr. Morelli stated they have developed many of these units in other commu- nities and had success with them. The price range will be from $160,000 to $200,000. Commissioner O'Leary felt the main street should be dedicated, that it might become a cut through. Commissioner Braiman was concerned with the yard setbacks of the townhomes from single family. Mr. Green noted they could push the 3 story buildings closer to thegolf course which wouldgive them more space for the setback P for the townhomes, but that would be at the Commission's request as this would be a variation. Commissioner Goldspiel was concerned with variations on the front to front building distances as the requirement is 50' and the plan seems to show 40' in a couple of places. He would like to see the roofs lowered, how the homes on the cul-de-sacs to the east of the site are oriented in relation to these units, make sure the engineering is properly handled. He was opposed to the 21' setback front yard for the townhomes. Staff was directed to review the setback around the golf course to see if a setback of less than 60' has been allowed. Items to be reviewed are how the buildings for the police station relates to this site, what buffering there is around the police station building from the residential buildings and how the golf course T's relate to the buildings. Staff was directed to have the traffic study should be ready for the next workshop. Ms. Ford was concerned with traffic from the site. Buffalo Grove Plan Commission Regular Meeting May 18, 1988 Page 3 Ms. Netter was concerned with the placement of the dumpsters and what the backs of the buildings will look like. Mr. Morelli noted the dumpsters will be enclosed in the garages and the buildings will be identical back and front. Chairman Sheldon called a recess at 9:13 and reconvened the meeting at 9:25 P.M. ROGERS CENTER FOR COMMERCE (ARBOR CREEK) INDUSTRIAL P.U.D. Ms. J. Rogers briefly reviewed the plan. Their design is different from the one approved for this site. Their buildings will service several small users rather than one big one. The building will have a large window line in a campus setting. They feel they will provide $140,000 in real estate taxes, 400 jobs and increase the sales tax indirectly for the Village plus increase the water revenues. There will be more fire and police protection necessary because of their site. Mr. Schraw noted they are trying to keep the truck traffic out of view of the stores. The building setback of 120' internally is for truck turnaround and the loading dock, which will be roofed over, is another 40' after that. There are 541 parking stalls. There will be 6 dumpsters that will be screened. There are 57 units. Detention will be in front and they will comply with the 50' setback. If required, they will eliminate the access point on Barclay Boulevard near Aptakisic Road. At present they plan to post it one way and it will not be used for an exit. Commissioner Goldspiel was concerned with too many multiple users in this building. He felt the project was unacceptable. He would like to see a product similar to the one behind the Dominick's at Lake-Cook and Arlington Heights Roads. Ms. J. Rogers stated they will develop, maintain and manage the site. Mr. Schraw noted the strip of parking has a 15' green belt but they could provide another 10' by reducing the truck setback in the inner court. However, they prefer to leave the truck setback as is for turn around. The service doors will be in the rear of the building. Mr. Schmitz stated the tenant mix will be sales, service, distribution, warehousing and light assembly. Staff was directed to have the traffic consultant review the truck turning space and loading dock, what are the types of uses permitted for this facili- ty. The developer was directed to submit for the next workshop: 1. What the outside of the facility will look like. 2. The Line of site drawings for the exterior. Buffalo Grove Plan Commission Regular Meeting May 18, 1988 Page 4 3. Traffic information, how the truck traffic will be handled, how cars will flow in and out and mix with the trucks. 4. Information on the detention, depth, safety, etc. 5. How to handle the traffic on Aptakisic Road. 6. What kind of landscaping will there be along the 15' buffer strip. Mr. Schmitz stated that because they own the building they are concerned with the tenants and uses of the building. On Elmhurst Road just south of Route 72 on the east side of the street is one of their developments built 20 years ago with a trucking dock similar to this. FUTURE AGENDA May 25, 1988 there will be a public hearing for the Billings and BCS Prop- erties. CHAIRMAN'S REPORT Chairman Sheldon noted that several residents have submitted their names to the talent bank, 2 of whom are engineers. ADJOURNMENT Moved by Commissioner O'Leary, seconded by Commissioner Case, and unanimously carried to adjourn the meeting. Chairman Sheldon adjourned the meeting at 10:11 P.M.
